Minutes for May 25, 1977.
I. CALL TO ORDER.
The meeting was called to order by Chairman Tom Simpler at
7:10 p.m. in the Borough Conference Room.
II. ATTENDANCE.

III. READING OF THE MINUTES.

The reading of the minutes of the previous meeting of May 18, 1977
were read and approved as stated.
IV. CONSIDERATION OF ASSIGNMENTS.
Frank Parker presented a redraft of "Grievance Procedures". Lorna
Arndt moved to accept the draft as written and add it to the work-
vor oI' such.
Lorna Arndt passed out her rewrite of the "Selection" statement,
which,as discussed at the May 18th meeting and decided by the
committee, included a six (6) month probation period. At this point
in the discussion, consideration was given to a letter directed to
the attention of the Personnel Policy Committee from employees of
the Kodiak Island Borough. The intent of the presentation of the
Borough employees was considered in full. A question was directed
to Mr. Denslow, Borough Manager, asking what his feeling were to-
wards the length of probationary period. His response was in favor
of a three (3) month period with a tight selection process whereby,
hopefully, only desirable responsible personnel were hired. Motion
was called and seconded to accept the Selection draft as written
including a six month probationary period. Discussion followed.
Some commented that they were in favor of the three (3) month pro-
bationary period but eliminating the 10% "penalty" starting salary
which now exists for most Borough employees. Also the term "evalu-
ation" would be covered in another section, for definition purposes
the three (3) month probationary period would have to be called just
that - "a probationary period". In recognition of the fact that the
majority of Borough employees are in favor of a three (3) month
probationary period, as stated in their communications to the com-
mittee, Harold Ward moved to amend the main motion on the floor
and ace e t the Selection draft amending the six month probatio
ary period to three 3 months. Owen Tarr seconded the motion.

IV. CONSIDERATION OF ASSIGNMENTS (Continued)
Roll Call Vote was taken on the amendment: Wayne Coleman No;
Lorna Arndt, Yes; Owen Tarr, Yes; Carol Smothers, Yes; Frank
Parker, No; Harold Ward, Yes; Chairman Tom Simpler, Yes. Motion
carried 5-2• Roll Call Vote was called on the main motion. Main
Motion carried with a unanimous vote.
Chairman Simpler stated the intent of the committee, for the record,
was to fix the present situation of employment within the Borough
by allowing: 1) no penalty salarywise, entrance pay at Step A
with a step increase after probation; and 2) no fringe benefit
penalty.
It was noted by the committee that the letter from the employees
also addressed the need for a statement within the policy regarding
the intent for promoted employees. The consensus was to add to the
"Selection" document the statement: "Promoted permanent employees
shall not be required to serve a probationary period".
Harold Ward called the attention of the committee to the subject
of "Performance Evaluation". Using the City's policy as a guide-
line, the committee made recommendations to Mr. Ward for writing
un a draft on the above mentioned subject.
V. ASSIGNMENTS.
Due to the time factor, the committee did not complete the discussioi
on "Performance Evaluation". This subject will be continued,
first thing, next meeting. Owen Tarr, also would be given the
opportunity to make his report at the next meeting.
Chairman Simpler recommended to the committee that they give some
thought to procedures and goals for the summer sessions.
VI. COMMENTS.
Comments were expressed by the membership in appreciation of the
employee input they had received regarding the probationary period
and related matters. The committee would like to keep the lines
of communication open and invite any and all comments from employees
To the employees: "Thank you for your concern".
VII. MEETING SCHEDULE.
The next meeting is scheduled for June 1, 1977, Wednesday, at
7:00 p.m. in the Borough Conference Room.
VIII. ADJOURNMENT.
There being no further business the meeting was adjourned at 10:34 p
