1987-06-08 Regular MeetingSELIEF LANE TASK FORCE MINUTES June 8, 1967 I. Opening The meeting convened at 7:05 by Chairman Wayne Stevens. II. Introduction Guests Roy Stoltenberg George Griffin Tricia Griffin Bob Hughes Pete Murray, ADF&G Christopher Estes, ADF&G Dale Soughers Bud Cassidy brought the group up to speed as to what has transpired since the February 11, 1987 meeting. Herman Beukers provided the Task Force with a series of costs alternatives based on various options for preventing the recurring flooding along Selief Lane. These are as follows: 1. Rerouting drainage behind residential lots and onto Borough land. Cost $60,000.00 2. Placing an additional 30" culvert adjacent to existing 30" driveway culverts, or in some instances, where none exist, place two culverts under driveways. Cost $15,780.00. 3. Replace existing culverts, bridges, etc., with single 48" culvert. Cost $29,000.00. Mr. Beuker's recommendation would be to create a new drainage route behind the existing residential development. This solution would address the drainage problem, and over the long term pay for itself by reducing annual maintenance costs occurring with the existing drainage. Should Belief Lane be upgraded in the future, the existence of the drainage ditch creates continuous problems. Selief Lane Task Force Minutes June 8, 1987 Page 2 B. New Information Mr. Kim 8undberg of ADF&G stated that some things have changed at the State level in how the taskforce will approach any alternatives to prevent flooding. The entire waterway, including the drainage along Selief Lane, from the dam and continuing to Mill Bay Beach has now been designated an anadromous fish stream. Any activity occurring here would now be required to be compatible with fish passage and require an ADF&G peVMit. Mr. Pete Murray, ADF&G, stated the failure in not designating this area as an anadromous fish stream in the past was an oversight. C. Outsidund,� ing A discussion ensued over the possibility of obtaining money from various state and federal funding sources to help defray costs. Mr. Chris Estes, ADF&G, stated that the Federal Soil Conservation Service (SCS) may be a good place to start as it has participated in similar projects. Jack Ferrise, COE, stated that there is a Washington D.C. Office of the Environmental Protection Agency (EPA) that deals specifically with enhancing and preserving wetlands. Kim Sundberg, ADF&G, suggested talking with Senator Zharoff or Representative Davidson and request state assistance. The grouV agreed that the problem was larger than just a problem for residents along Selief Lane. It is a state problem because its fish habitat value. It is also a local problem concerned with proper drainage of a significant area. D. Long-Tgrm View The group then discussed the future of Selief Lane, and about the real possibility of future upgrading including paving of the road and associated curbs and gutters. This view makes a strong argument for relocating the drainage ditch onto Borough property where the habitat can be preserved. Increav"d sedimentation of the lake was also discussed. This problem may also be somewhat mitigated by rerouting the drainage on Borough property. Selief Lane Task Force Minutes June 8, 1987 Page 3 IV. Comments Roy Stoltenberg, a resident of Belief Lane, stated he still feels comfortable about requiring dual culverts under the driveways. Those residents that have dual culverts have no daming problem as their dual culverts easily pass water. George and Tricia Griffin stated they live in a low area that could be more severely impacted if drainage was moved to the rear of residential lots. Pete Murray suggested that a hydrologist investigate the drainage characteristics of this area and determine if the culverting proposed would be adequate for large event runoffs. His conclusion was that baseline information is needed prior to making any decision on how to address drainage relief option. Wayne StevenH asked Herman Beukers if the City is still willing to provide the labor to install culverting under driveways along Selief Lane like it had done in the past, if the local homeowners purchase the culverts. Mr. Beukers was not sure and suggested Mr. Stevens bring it up at the next joint City/Borough meeting. V. Direction tq Staff 1. Work with Mr. Ferrise in his efforts to have a Corps of Engineer's Hydrologist analyze the Selief Lane drainage; 2. Compose a letter to those property owners without dual culverts requesting their participation in purchasing culvert(s) if the city provided the labor to properly install them; 3. Pursue Fish and Game Department permits to allow the placing of needed culverts; 4. Pursue possible funding sources. IV. Adjournment Because of the unknown timeframe of the work that may be performed by a Corps of Engineers Hydrologists, the date of the next scheduled meeting was left open. Meeting adjourned at 8:30 p.m.
