The Borough Parks and Recreation Committee met on April 10, 1984,
in the Borough conference room. The meeting was called to order
at 7:40 p.m. by chairman Jeff Hamer. Others present were Stefani
Dochtermann, Fred Patterson, Dorothy Holm, Ann Barker, Craig
Johnson, Pat Szabo and Linda Freed.
The minutes of the committee's February 20 meeting were amended
to state that the proposed project and draft budget is a prioritized
listing of the committee's project goals. Pat Szabo moved to accept
the minutes as amended. The motion was seconded and carried
unanimously.
The chairman announced Thom Wischer's intention to resign from
the committee. Pat Szabo moved that his resignation be accepted.
The motion was seconded and carried unanimously.
Lakeview Subdivision. The committee discussed the revised plans
for the Lakeview Subdivision. Concern was expressed that Block
R1 retain its designation as a park -because of the major high
density population area surrounding Block R1 and the very limited
park availability in the area: a small area on the front side
of Island Lake and the unimproved Island Lake Creek trail.
Additionally, it was pointed out that since the Borough does not
require private developers to provide parks or green areas in their
developments, available green space will diminish and the need
for parks increase as the area develops. Pat Szabo moved that
on the basis of the concerns discussed, the Committee strongly
support the designation of'Block R1 as Borough park. The motion
was carried with a vote of 5 yes, 0 no, and 1 (Ann Barker) abstaining.
The chairman will attend the Planning and Zoning Commission hearing
to present the committee's views.
Pillar Creek Subdivision. The Planning Director notifed the
committee that the Borough was considering subdividing a strip
of land on Otmeloi Road, beginning at Pillar Creek and extending
approximately four miles, with the possibility of a Borough park
on Pillar Creek.
Land and Water Conservation Fund Grant. Borough administration
plans to apply for a grant of 10,000 - $15,000 for completion
of the Monashka Bay park.
Buskin River Greenbelt. The committee discussed the Kodiak State
Parks Citizens Advisory Board's study and support of a Buskin River
greenbelt. Dorothy Holm moved that the Borough Parks and Recreation
Committee support the Buskin River greenbelt as outlined in the
Board's letter dated March 12, 1984, (attached) and ask the Borough
Assembly to support the concept with.the State Parks Board and
the Department of Transportation and Public Facilities. The motion
was seconded and carried unanimously.

Parks Tour. The committee agreed to tour existing and potential
paw sites on Sunday, April 29.
Ballfield Complex. Craig Johnson moved that the committee support
development of a ballpark complex on Coast Guard property between
Nemetz Park and.Kodiak Transfer, to be developed jointly by the
Coast Guard, City of Kodiak and Borough, and that the committee
urge the BorougAi Assembly to take an active role in coordinating
the development. The motion was seconded and carried unanimously.
Shuyak Island. The committee discussed the status of the proposed
Boroug or inance to designate Borough property on Shuyak Island
as a Borough park. Considerations discussed were the need to
protect the bays in the proposed State park and the impracticality
of developing the interior of the island. Pat Szabo moved that
the committee support the concept of designating Borough land on
Shuyak Island as park, with the possible investigation of development
options along Shuyak Strait. The motion was seconded and carried
unanimously.
The committee's next meeting will be held at 6:30 p.m., Monday,
May 21.
There being no further business, the meeting was adjourned at 9:00
p.m.
