Parks and Recreation Committee Minutes August 22, 1983
The Parks and Recreation Committee met in the Borough conference
room on August 22, 1983. The meeting was called to order at 7:40
p.m. by chairman Craig Johnson. Others present were Pat Briggs,
Jim Peotter, Stephani Dochtermann, Dorothy Holm, John Sevier, Pat
Szabo and Dave Waldron.
The chairman announced that Barbara Popken had resigned from the
committee. The desirability of having a Coast Guard representative
on the committee was discussed.
Dave Waldron gave a status report on all current park projects.
Funds obligated for the parks include: Sargent Creek, $25,452;
Panamaroff Circle, $23,756; Mill Bay, $80,000; Monashka Bay,
$122,000; Island Lake walking trail, $18,000; Spruce Cape Park,
$7,500.
Russian River. Dave Waldron was asked to contact John Bealey of
the Women's Bay Community for suggestions on a Russian River parking
lot. The committee agreed that after consulting with the Women's
Bay Community, the Borough should go ahead with constructing the
lot.
Mo�nashka Bayy. The committee agreed to provide a native spruce shelter
wit�oncrete floor and fireplace. Playground equipment similar
to that for the Bell's Flats parks should also be provided.
Island Lake Creek Walking Trail. The committee agreed that the trail
should be a walking trail and should be designed and built to dis-
courage access by motorized vehicles. The trail should be designed
for inclusion of parcours equipment.
Island Lake Park. The committee agreed to limit development of the
area at this time to picnic tables, firepits and benches.
Monashka Bay Beach. The committee agreed to request the Borough
Assembly to survey and set aside for parks and recreational use that
portion of Monashka Bay beach below the sanitary land fill.
Those members who had attended the June 8 City Parks and Recreation
Committee meeting reported on points of common concern. These
included the elimination of overnight camping at Fort Abercrombie
and the possibility of developing the beach generally known as Gibson
Cove beach as a park area.
Pat Briggs moved that the Borough Assembly be requested to pass a
resolution asking the Alaska Division of Parks not to eliminate
overnight camping at Fort Abercrombie until it develops another
location to replace the camping facilities that would be eliminated
at Fort Aber-crombie. The motion was seconded by Stephani Dochtermann
and carried unanimously.

Dorothy Holm moved that the Borough Assembly be asked to negotiate
with the State prior to disposal of Alaska Food Company property
in order to acquire public access to that area generally known as
Gibson Cove beach and to obtain from whatever source necessary suf-
ficient land to dedicate for parks and recreational use. The motion
was seconded by Pat Briggs and carried unanimously.
Parks and Recreation Plan Update.
The committee agreed that its next priority is the update of the
Borough's parks and recreation plan.
The next meeting will be held at 7:30 p.m., Monday, September 12.
Its primary purpose will be as a work session on the parks and recrea-
tion plan.
There being no further business, the meeting was adjourned at 9:40
p.m.
