Parks and Recreation Committee Minutes April 11, 1983
The Parks and Recreation Committee met in the Borough Assembly
Chambers on April 11, 1983. The meeting was called to order at
7:13 p.m. by vice chairman Barbara Popken. Others present were
John Sevier, Val Flinders, Jim Peotter, Stefani Dochtermann, Pat
Briggs, Pat Szabo, and Dave Waldron. Excused were Dorothy Holm
and Craig Johnson.
Bob Gray reviewed Ellerbe's site plan proposals and sketches.
Sketches were based on basic surveys on all sites and discussion
from the Committee's March 7 meeting.
Committee action was as follows:
1. Panamaroff Creek site. Val Flinders moved that the Ellerbe
proposal be accepted—withaccepted—with the provision that the picnic area be
relocated to separate the play areas for younger and older children.
The motion was seconded by John Sevier and carried.
2. Mill Bay site. John Sevier moved that the latrine be moved
to a wooded site in the vicinity of the picnic area. The motion
was seconded by Stefani Dochtermann but did not carry. Val Flinders
made a subsequent motion to locate a small latrine in a wooded
site near the picnic area, with the possibility of replacing that
latrine with flush toilets near the sewage pump station. The
motion was seconded by Stefani Dochtermann and carried. It was
agreed to accept the Ellerbe proposal for the site with the
relocation of the latrine.
3. Russian Creek site. John Sevier moved that the Ellerbe plans
be accepted with inclusion in future planning of a site for two
tennis courts. The motion was seconded by Val Flinders and carried.
4. Bell's Flats Fire Station site. Stefani Dochtermann moved
that the Ellerbe plan be accepte , with a request to the Borough
Assembly to include in the park the adjoining lot. The motion
was seconded by Pat Briggs. During discussion it was indicated
that inclusion of the adjoining lot would provide a better site
for the picnic area and would allow the jogging trail to circle
the pond without having to fill the pond to avoid trespassing into
the adjoining lot. The motion carried.
5. Monashka Bay site. Stefani Dochtermann moved that a paved
activity area be included. The motion was seconded by Val Flinders
and carried. Pat Szabo moved that the parking site plan drawn
by Ellerbe, not the Borough plan, be used and that as much parking
as possible be moved up the hill. The motion was seconded by Pat
Briggs and carried. It was also agreed that the shelter be moved
onto the fill by the pond, that the "old" shelter site be replaced
by a play area, that the trail loop around the pond be completed,
and that cost estimates for a fireplace in the shelter be obtained.
Linda Freed spoke to the committee about possible grant monies
available for parks.

Jim Peotter moved that monies currently available and those which
may become available be first used to complete the Mill Bay site,
the Panamaroff Creek site, the Bell's Flats Fire Station site and
the Monashka Bay site and that any grant application be written
for completion of those four sites prior to development of the
Russian Creek site. The motion was seconded by Pat Briggs and
carried.
Pat Szabo moved that the committee ask the Borough Assembly to
protest the State's proposal for a walkway along Monashka Bay Road,
in particular that the State be asked to return to its original
plan for a walkway remote from the highway and that the State be
asked to work with the Borough to resolve problems that would be
created by the location of the presently planned walkway through
the Mill Bay park site. The motion was seconded and carried.
The committee agreed to hold their next meeting at 7:00 p.m. on
Monday, May 9.
There being no further business, the meeting adjourned at 11:10
p.m.
