Parks and Recreation Committee Minutes January 10, 1983
The Parks and Recreation Committee met in the School District
Conference Room on January 10, 1983. The meeting was called to
order at 6:40 p.m. by chairman Craig Johnson. Those present in
addition to the chairman were Barbara Popken, Jim Peotter, John
Sevier, Val Flinders, Stephanie Dochterman, Pat Szabo, Dave Waldron
and Linda Freed. (Member Tom Wischer was out of town.)
The minutes of the Committee's December 21, 1982, meeting were
approved as submitted.
Jim Peotter questioned the status of Wright property on Spruce
Cape Road. Dave Waldron agreed to check whether the property
was designated for use as a park.
Barbara Popken presented recommendations for Borough Parks and
Recreation Committe goals and objectives, as developed by the
subcommittee on goals and objectives. The committee agreed to
add "A.l.d. Conduct an opinion poll by mail" and 11B.2.g. Link
with other park/recreation facilities for development of a park
system." A motion was made by Pat Szabo and seconded by Val
Flinders to accept the amended recommendation as the Committee's
Goals and Objectives. The motion carried. (Copy of adopted

attached.)
John Sevier was appointed to contact KVOK about having committee
members appear on a Hotline show and to investigate the costs
of a mail opinion poll. John Sevier, Barbara Popken and Craig
Johnson agreed to participate in the program. They will also
form a committee to prepare information for a news release to
the newspaper. The committee agreed to the week of January 17
as the preferred time for the Hotline program.
Linda Freed, Borough planner, spoke to the committee about trails,
long-range planning and a systems approach to park planning. She
explained that the first step in developing a recreational trail
system is the identification of existing land and water trails.
The chairman appointed himself and Val Flinders as a committee
to identify local trails. The chairman will also ask the assistance
of Charlie Hobbs and Bill Herman.
The committee agreed to hold its next meeting at 7 p.m. on Monday,
January 24.
There being no further business, Barbara Popken moved the meeting
be adjourned. The motion was seconded by John Sevier. The meeting
was adjourned at 8:40 p.m.

1. Standards for determining whether to develop a facility/site
for a recreational/sport activity
a. Community demand for activity
b. Availability of other facilities
C. Suitability of available sites
d. Cost of developing and maintaining facility/site
2. Standards for site development
a. Accessibility to populated areas
b. Cost of development
c. Maintenance and operating costs
d. Number and variety of recreational needs served by
site
(1) Siting for more than one recreational/sport
activity
(2) Meeting cultural or educational needs as well
as recreational/sport needs
e. Accessibility to the handicapped and/or senior citizens
f. Land ownership, easements, etc.
g. Link with other park/recreational facilities for
development of a park system
