Architectural Review Board
Regular Meeting
August 30, 1983
The meeting was called to order at 7:10 p.m, in the Borough
Conference room with the following persons present: Ron
Chase, Dave Thompson, Art Bors, John Witteveen, Lou Schneider
and Wayne Coleman.
Dave Thompson moved, and John Witteveen seconded, that award
of the Borough Building Residing contract be made to the
apparent low bidder, Unlimited Construction Co. for the base
bid plus alternate #1. The motion passed,
Ron Chase moved, and Art Bors seconded, that award of the Hos-
pital Alterations project be made to the qualified low bidder.
The motion passed,
A motion was made by Ron Chase and seconded by John Witteveen
that award of the Hospital Office Unit contract be made to the
low bidder in the amount of $64,320. The motion passed.
A motion was made by Lou Schneider and seconded by Dave Thompson
that the contract for Main Elementary Playground be awarded
to the low bidder in the amount of $104,494. The motion passed.
A motion was made by John Witteveen and seconded by Ron Chase
that the contract for Panamaroff Circle Park be awarded to
North Pacific Construction Co, in the amount of $7,840. The
motion passed.
Discussion followed concerning the delay on the Locker Room/
Boiler Replacement project. Board members expressed concern
regarding this delay.
Lou Schneider stated that the ARB should take a closer look
at future plans/specs to try to assure that hard to get
materials are not specified i.e. cinder block for locker
room area.
Discussion ensued regarding liquidated damages. It was the
general consensus that liquidated damages should be included
in all Borough contracts, but that each and every project should
be evaluated on a case -by -case basis. If actual damages occur
that preclude the owner's use of the facility on/after the
specified date, the liquidated damages should be invoked. If
the project were of such a nature that a delay in completion
did not substantially deprive the owner of beneficial use of the
facility, then other measures could be taken to negate the assess-
ment of liquidated damages.
Various projects listed on the Status Report were discussed.
