A meeting of the Architectural Review Board was held on August 8, in the school
district conference room located in the Borough office building.
The meeting was called to order at 7:05 p.m. with the following members present:
Jerome Selby, Jim Olsen, Art Bors, Robin Heinrichs, Bill Beaty, Wayne Coleman, and
Lou Schneider. Ray Camardella was also present.
I. Board members reviewed the Port Lions, Larsen Bay and Old Harbor Educational
Specification proposals. Considerable discussion of the purpose and application of
Ed Specs occured. John Witteveen explained that we were looking for a firm that
could address both code and space problems. John also stressed that the educational
consultant was probably the biggest factor to consider since actual design services
were not requested.
John Witteveen made a motion recommending that the School Board and Assembly auth-
orize staff to enter into negotiations with the following two firms listed in the
following priority: 1. Foltz -Nelson, Architects, 2. Selberg Associates, Inc.
The motion was seconded by Bill Beaty and passed by unanimous vote.
Wayne Coleman directed John Witteveen to conduct a phone check of references of both
firms and report back to the ARE.
II. Board members reviewed the proposals received for the East Elementary Schematic
and Design Development Drawings and Specifications. John Witteveen explained the
goals for East were to correct some minor code deficiencies and alleviate overcrowd-
ing. It was explained that both Main and East were designed for 350 students and
Peterson's enrollment had dropped by about 100 students reflecting the trend of Coast
Guard families moving into town causing a rise in enrollment at both East and Main
Elementary. Ray Camardella explained the state local hire law and laws regarding
competitive bidding for A/E's and surveyors.
Considerable discussion of the firms proposals occured. Bill Beaty moved to rank the
firms in the following order: 1. Selberg and Associates, 2. Architects GDM. The
motion was seconded by Jim Olsen and passed by unanimous vote.
III. The Hospital Seclusion Room preliminary design was reviewed with emphasis
toward proposed wall systems. The following comments were made:
- Wall surfaces should be a durable, resilient easily cleanable material;
- A poured resin or epoxy material might be considered;
- Lou Schneider suggested we look in Sweets catalog for prison grade wall coverings,
possibly fiberglass panels;
- Noise generation carrying into intensive care was discussed. A possible solution
was to build a staggered stud insulated wall system directly adjacent to the
seclusion room.
IV. A review of the metal panel materials on the exterior of the Auditorium occured.
Due to the high cost of upgrading the 18 guage material, it was the feeling of the
board not to upgrade to. Alucobond material.
