July 25, 1984
A meeting of the Architectural Review Board was held on July 25, 1984 in the
school district conference room in the Borough Building. The meeting was called to
order at 7:05 pm with the following members present: Wayne Coleman, Bill Beaty, Art
Bors, John Witteveen, Jim Olsen, Chuck Winegarden and Robin Heinrichs. Absent members
were Phil Anderson and Lou Schneider. Ray Camardella, Facility Coordinator for the
Borough was also in attendance.
The hospital generator submittals were reviewed with the following questions/comments:
- Bill Beaty suggested having KEA review the submittals.
- Where does the 2000 gallon fuel tank go and what kind of fill material will it be
on?
- Verify that the existing ground will support the weight of the modules and a
concrete pad is not required.
- How is the remote fire alarm hook-up accomplished?
- Coordinate generator exhaust location away from fresh air intakes for the hospital.
(Roof penetrations were considered the best option.)
- What type of disconnects are being proposed.and what is the AIC rating?
- Will the discharge air backdraft dampers have a cycling problem?
- What type of fuel filter system is proposed?
- Is a day tank proposed?
- Is there a requirement for an air filter system for the combustion air?
A motion was made and seconded to approve the hospital generator submittals subject to
positive response to the above comments. The motion carried by unanimous vote.
The hospital operating room air conditioning design was reviewed with the following
concerns expressed:
- Penetrations through the roof shoud be properly flashed rather than hot mopped as
shown.
- The roof support shown did not appear adequate and might cause a roof leak.
- Is there a requirement to tie the unit into the fire alarm system to automatically
shutdown upon initiation of alarm?
- There should be a shroud over the air intake as a minimum.
- Bill Beaty questioned why a roof top unit was designed and not a wall mounted unit
or the existing unit modified?
- All members expressed concern that roof top units in Kodiak did not perform well
due to the wet weather.
- Wayne Coleman and Robin Heinrichs suggested that a roof top unit would be adequate
only if it was totally enclosed.
A motion was made by Bill Beaty and seconded by John Witteveen to direct staff to
investigate alternate methods of A/C unit installation rather than roof top. If
alternate methods prove too costly or impractical, the design as submitted with the
above concerns addressed was approved. The motion carried by unanimous vote.
The Borough Building Handicapped Ramp was reviewed with the following comments:
- Provide a more finished floor covering rather than broomed concrete.
- Abandon the light switch rather than relocating it since it is not needed.
- Prepare the existing concrete surface to a clean rough exposed aggregate or sawcut
at least a one inch channel where the epoxy concrete feathers to the existing floor.

John Witteveen made a motion to approve the Borough Building handicapped ramp design
subject to incorporation of the above comments, seconded by Jim Olsen. The motion
carried by unanimous vote.
The Mental Health handicapped apartment preliminary design was reviewed with the
following comments:
- The kitchen cabinet height was questioned.
- A concern as to not enough storage space in the apartment was expressed.
- The kitchen range should have controls on the front for easy access from a wheel-
chair.
- The sink height in the bathroom was questioned.
- Outlets on the facia of the cabinets rather than backsplash were suggested.
- The bathroom outlets require GFI protection.
- Art Hors pointed out that more cabinet space could be gained in the kitchen if the
drawers were relocated.
Ray Camardella explained that the above comments would be forwarded to the Architect
for incorporation in the final design.
The upcoming Chiniak electrification by KEA was discussed with the following comments:
John Witteveen expressed the school districts position that at 26 cents per kilowatt
hour, it was not advantages for the school to hook-up to KEA. The efficiency of the
installed waste heat system was greater than expected and initial construction costs
would not be recovered if the system was not allowed to operate for a greater period of
time. A compromise with KEA may be achieved where the school could switch from KEA to
their own generation system for certain periods of the day. A general discussion of the
school selling power to KEA occured. It was noted that the school was the only three
phase user beyond the wye in the road and if they did not express interest in hooking
up, only single phase power would be installed. The board generally agreed that it
would be advantageous for the school to hook-up to KEA power in the long term. John
indicated that if the school did hook-up to KEA power, they intended to disconnect one
of the 30 KW generators. Wayne Coleman recommended that both generators remain
installed as is.
Jim Olsen made a motion that the ARB recommend to the school board that they favor-
ably consider supporting the Chiniak school hook-up to KEA, seconded by Chuck
Winegarden. The motion carried by unanimous vote.
A review of status reports occured with Ray Camardella reviewing progress on the
Auditorium project. It was mentioned that substantial completion on the Jr. High was
scheduled for July 30, 1984.
A meeting was scheduled for August 8, to review the East Elementary Schematic and
Design Development proposals and the BIA School Educational specification proposals.
A walk-thru of the Jr. High project for board members was scheduled for 10 am Saturday,
July 28, 1984.
There being no further business, the meeting adjourned at 9:45 pm
