1985-02-14 Regular MeetingARCHITECTURAL REVIEW BOARD MEETING MINUTES FEBRUARY 14, 1985 The meeting was called to order at 7:10 p.m^ in the school district conference room on February 14, 1985, with the following members present: Wayne Coleman, Reed Oswalt, Robin Hienrich, Art Bors, and Bill Beaty. Dennis Murray arrived at 7:30 p.m. Also present were Jim Gingerich, Hospital Administrator, and Ray Camardella` Kodiak Island Borough Facility Coordinator" Ray introduced the consultant team of Mills, John, and Rigdon, including: Jonathan Rigdon, Architect, Mills, John & Rigdon. Keith Lundberg, Planner, Health Resource Services" Jim Harrison, Health Resource Services. Audie Wallace, Mechanical Engineer, VFT/Coffman Engineers, Roger Huntley, Electrical Engineer, Audie Wallace, Mechanical Engineer, VFT/Coffman Engineers, and Roger Huntley., Electrical Engineer, VFT/Coffman Fngineers, John Rigdon explained that the consultant team had been involved with gathering data and interviewing staff members of the Hospital and various agencies throughout Kodiak" Also, that the A&E consultants were doing an intensive building survey. He then asked Wayne Coleman what the purpose of the ARR was. Wayne explained that the hoard was formed about four years ago at the start of the major school construction projects and was concerned with functionality/ durability, quality and energy conservtion^ He explained that the Board also served as the building code review and appeals board and served in an advisory role to the Borough Assembly" John Rigdon then explained that a narrative program was a written description of activities within the building. A discussion of problems with the existing structure and various building systems occured with the following comments made: ~ The steam heating system was a problem and hot water would he the preferred system. - The existing structure did not have proper ventillation in regards to required air exchanges" - Temperature control is not adequate; air conditioning is required in some spaces. ` There are numerous solids in Kodiak water that causes pipes to become blocked, - Galvanized pipe does not last long due to the iron eating bacteria causing significant corrosion" Copper or plastic pipe was preferred" The hotter the water, the more corrosion occurs, - Steam was used in the laundyv blanket warmers and autoclave. - The community is looking towards a more stable price for electricity" - It was stressed that what we were looking for was ease of maintenance, lack of electrical complexity. - Flat roofs were a problem. Irma systems worked well but a concern with heat loss was expressed. � ~ nera| roo+s seem to work well but salt corosjon could problem. ^ Painted metal was a problem. - Furnace exhaust stacks seem to corrode quickly. - Elastromeric roofs were a total failure. - Concrete block construction if silicone sealed air infiltration worked but was not preferred, be a to prevent water and I ^ t was noted that there were two concrete plants on the Island and it sold for approximately $150/cubic yard" - 3/4x local aggregate was available. - There are numerous electrical violations including too many disconnects and problems with the fire alarm system. - The flourescent lighting is old and about at the end of its usefu]] life. Newer type fixtures with energy efficient ballasts was preferred. - There are two asphalt plants in town" - KEA measured a peak load of 139 KW. - The approach to the facility and parking were noted as a problem. ~ There appeared to be an underground water problem. - It was pointed out that type T occupancy wouldn't allow use of PVC conduit. ` The electrical engineer was going to check on the size of the air louver for the new generation module, he felt it may be undersized" East Elementary schematic drawings were reviewed. Reed Oswalt expressed a concern with the disruption to the kid's play areas. He expressed a concern with protecting and maintaining the equipment on the fitness trail. He also would like to have the contractors access defined clearly, perhaps through the new ballfield area. It was pointed out that new equipment could be added to allow for use while construction was underway. Bill Beaty motioned to approve the plans with Art Bors seconding. The motion passed with one dissenting vote" A discussion then occured with the emphasis to move ahead with the project due to the problems associated with timing. The remodel work in the existing structure had to occur during the summer months to accomodate the school session. Reed Oswalt made a motion that the ARB recommend that the Borough proceed with design through construction documents if funding seems emminent" Seconded by Robin Heinrichs" The motion passed with one dissenting vote" The upcoming Peterson Elementary project was discussed and it was explained that it would be crucial to do a very thorough review 2 ^ � ~ � of the construction documents.
