1985-03-26 Regular Meeting° r � Y �� ` '� March 26,_1985 The meeting was called to order at 7:08 p"m" in the Borough Conference Room with the following members present: Wayne Coleman, Reed Oswalt, John Witteveen, Robin Heinrichs, Bill Beaty, and Donnell Rounsaville" Also present were: Ray Camardella, Kodiak Island Borough Facility Coordinator, Jim Gingerich, Hospital Administrator, Don Kuiper, Hospital Maintenance Engineer, Jonathan Rigdon and Richard Coad, Mills, John & Rigdon, and Wilton White, Chairman, Hospital Advisory Board. Bill Beaty motioned to approve the minutes of the previous meeting held March 13, 1985, seconded by John Witteveen and passed by unanimous vote. Ray then explained the purpose of the facility survey and long range plan/narrative program and master planning effort being undertaken for the hospital faciltiy. It was explained that a joint Hospital Advisory Board, Architectural Review Board, and Assembly work session would he held on April 18, 1985, for review of the facility survey and long range plan/narrative program documents" Jonathan Rigdon and Richard Coad then presented an overview of the facility survey" The following comments summarize the review: - The normal rule of thumb for space requirement in a hospital is 1100-1200 square feet per bed. ^^ Even through the hospital subdivision has acreage, usable acreage is very limited due to large gradients in site elevation" - The draft document being reviewed required further work and would need clarification as to what were minor and major deficiencies. - The hospital should be planned as a "growing organism" to allow for future changes in hospital technology - Major deficiency areas seemed to be: - Lack of space" - Inadequate mechanical ventillation (ducts too small for increased CFM). - Lack of positive room pressure in sterile areas. - Lack of physical separation of clean and soiled areas" - The electrical survey indicated some potential safety hazards and it was requested that the electrical engineer list any life safety items that require immediate corrective action, o - Space between the ceiling and roof deck varies and is inadequate for new duct installation" ^ The proper two hour separation does not exist between the newer and older portions of the building. ^ Structurally the existing building would not support a second story" There is no lateral stability or seismic bracing on mechanical and electrical equipment.
