1985-04-18 Regular MeetingThe meeting was called to order at 9:12 p.m" in the Borough conference room with the following members present: Chajrman/ Wayne Coleman, Bill Beaty, Robin Heinrichs, Art Bars, Reed Oswalt and John Witteveen" I. Minutes of the previous meeting were reviewed and the following corrections made: The ARB strongly recommends location of a helicopter pad immediately adjacent to the hospital. A motion to approve the corrected minutes was made by Robin Heinrichs, seconded by Bill Beaty and passed by unanimous vote. IT. The hospital facility survey was reviewed and Bill Beaty motioned that the ARB recommend the Assembly accept the survey as a true and accurate physical description of the hospital, seconded by John Witteveen and passed by unanimous vote" III. The Karluk Electrification project blueprints and specifications were reviewed with the following comments. - A combined meter base, transfer switch and disconnect was available at a cost of about $250. The school district would utilize village power when the reliability was demonstrated and a cost negotiated. - Alternate light poles to consider were the pull chain type or swivel pole to ease bulb replacement" - There was no connector or protection of connectors spec'd. All connections should have set screws and corrosion inhibitors. - It was discussed to possibly add an alternate for the direct burial line to be aluminum in lieu of copper" This would result in some cost savings, - The underground line required positive identification so as not to he dug up in the future. All tangents should have an engraved plastic sign indicating depth of burial and lines should be marked with a ribbon or large plastic grader proof tie. - Primary and secondary lines require meggaring and a record of the tests should be turned over to the owner. - A 12" minimum separation in lieu of 6" between lines was recommended" John Witteveen moved to accept the plans with additional technical review by Bill Beaty, and expressing the ARB's concern with proper maintenance and system operation. Seconded by Bill Beaty and passed with one opposing vote, IV" The revised maintenance facility floor plan was reviewed including base bid and alternate. Reed Oswalt felt that a butler type building was sufficient. ~ It was pointed out that the possibility of utilizing the facility for future instruction space was a concern of the school district. - One large roll -up door would have to be moved if the alternate was not accepted" - It was recommended that a sprinkler system be installed since quick payback would be realized in insurance savings. Bill Beaty moved to approve the schematic floor plan, seconded by John Witteveen and passed by unanimous vote.
