The meeting was called to order at 7:11 p"m" in the school distrit
conference room with the following members present: Chairman/
Wayne Coleman, Art Bors, Reed Oswalt, Chuck Winegarden, Bill
Beaty, Robin Heinrichs, John Witteveen and Dennis Murray" Also
present were Roger Flanders, John Rigdon and Richard Coad"
I. Minutes of the previous meeting were reviewed" A motion to
approve the minutes as submitted was made by Bill Beaty seconded
by Chuck Winegarden and passed by unanimous vote"
IT. Jonathan Rigdon and Richard Coad, Architects with Mills John,
& Rigdon, were introduced and two schemes for implementing the
Master Plan on the existing site were reviewed with the following
points discussed-
- The basic layout of spaces within a hospital were explained
including circulation patterns and separation between public and
service traffic"
- Both plans presented required addition of new space and
vacating existing space in a phased manner with occupation of
newly remodeled areas.
- There are some basic existing fixed spaces that require little
expansion: ICF, kitchen, mechanical and the nursing unit"
- The major control for the building is the nurses station which
has direct supervisory control over: Public, Nursery, ICU,
Isolation and Emergency.
- Transforming all of the nursery unit into single rooms versus
double rooms would require further review"
~ The proposed addition results in an 85` expansion at the back
of the building. '
- The need for a future medical office building was expressed and
a possible second -story over any new construction with parking on
the back hillside mentioned.
~ Staff interviews indicated that scheme #1 was the most
workable.
- Coast Guard pilots interviewed stated that they did not want to
land at the hospital and preferred the open area on Mission Road"
- No new mechanical areas were shown and it was explained that
both the electrical and mechanical aspects have not yet been
totally worked out.
- One staff suggestion was to locate surgery closer to delivery
to allow rapid C`sections,
- The breakpoint for one or two-story construction was about
57,000 square feet which our Facility was approaching.
- Staffing levels were being reviewed by management to determine
the impact of the expansion"
- A second -story addition above medical service areas was
undesirable due to potential interference with columns and other
structural members" A possibility would be to construct the
second -story area on columns on the NE portion of the building
with parking underneath"
- A separation of emergency staff and public parking was
desirable"
- A heli-pad would require 150 FIDD, the Coast Guard helicopter
is 72' long, rotor diameter is 76' and it weighs 23,000#" The pad
requires a hard surface and the rotor generates 150 mph wind"
- Reed Oswalt suggested that a corridor lighting for approach of
the hospital from the channel be looked into.
- A concern with tsunami interference at the proposed heli-pad
was voiced"
- A structural steel frame or precast panel system was suggested
over poured concrete or CMV"
` The old section of the building would be upgraded to withstand
seismic shock during renovation.
- There is a proposed 60% increase in square footage.
- The use of hot water heat in lieu of steam was expressed"
- The relocation of the emergency generators into the building
was stressed"
- Art Bars felt it was going to be difficult to fit the required
facility on the existing site.
- New hospital space was estimated at $200-225 Sq Ft. The
architectural review board expressed agreement with the master
planning approach currently being pursued"
There being no further business, the meeting adjourned at 8:55
p.m.
