1985-09-19 Regular MeetingARCHITECTURAL MEETING September REVIEW BOARD MINUTES 19, 1985 The meeting was called to order at 7:15 p.m" in the School District Conference Room with the following members present: Wayne Coleman, Chairman, Bill Beaty, Art Bors, Reed Oswalt, John Witteveen, and Chuck Winegarden" Also present was Ray Camardella, Kodiak Island Borough Facility Coordinator. 1" Review of previous meeting minutes - John Witteveen moved to approve the minutes of the previous meeting as submitted, seconded by Bill Beaty and passed by unanimous vote" 7^ A/E selection for the Kodiak High School Asbestos Abatement/ System Upgrade Project - John Witteveen moved to remove The Little Susitna Company from consideration for the following reasons: Poor telephone survey results (attached) Poor presentation Seconded by Reed Oswalt and passed by unanimous vote. Considerable discussion then occurred regarding Sundherg and Associates approach to the project" Basically, Sundberg and Associates would act as Construction Manager with Power~ Master providing demolition supervision and quality assur- ance. Ray Camardella then explained some areas of concern with this approach. 1° Sundherg/s proposal did not contain a State of Alaska registered Architect. 2° Local ordinances do not allow for the purchase of this service without competitive bidding" 3. The Owner assumes liability since a contractor is not specifically hired. 4. The proposal should he considered non -responsive since it did not address only A/E services asrequested. Ray also explained that the method of bidding the project would be phased as follows: Phase I) Demolition Contract with Notice to Proceed June 1, l986" Phase TT} Install contract to include new fireproofing ceiling, gym floor, bleacher install and domestic water upgrade" Notice to Proceed issued 2-3 weeks after Phase I Notice to Proceed. This would allow for local contractors to bid the new installation work and minimize the contractor's exposure to the Asbestos liability" Considerable discussion occurred regarding the above. John Witteveen moved to rescind the previous action regard- ing The Little Susitna Company, seconded by Bill Beaty and passed by unanimous vote" Reed Oswalt motioned to prioritize the firms in the follow- ing order: 1° Sundberg and Associates 2" The Pickering Firm 3. The Little Susitna Company Seconded by Art Bors^ Discussion occurred as follows: John Witteveen did not believe that Sundberg's proposal was responsive" Chuck Winegarden expressed concern for the Borough assuming liability with Sundberg's approach" The motion failed two to three with John Witteveen, Bill Beaty and Chuck Winegarden casting the "No" votes" Bill Beaty moved to rank the firms in the following order: 1, The Pickering Firm 2. Sundberg and Associates 3. The Little Susitna Company Seconded by John Witteveen and passed by unanimous vote. 3" Maintenance Facility Plans and Specifications - Ray Camardella reviewed the Maintenance Plans and Specifications prepared by Sundberg and Associates and explained staff comments regarding the plans. The following additional items were discussed: - The need for windows in the rool-up doors was ques- tioned. - Detail A~D 5 shows 7'-4" plywood wainscot rather than 8'-0»" Also, oak trim is indicated. - The metal siding panels need to be held up from the ground to minimize corrosion" - Bottom of footing and baseplate elevations need to he provided on structural drawings" - We may want valves on gauge lines to isolate the gauges. - A small water heater should be added to the restroom" ^ The main power line needs to run to the manual two ~position switch rather than the MDP as shown" - Consider paddle fans for mixing the air in the high areas and preventing stratification" ` Panel B service needs to be sized for 400 rather than 200 amps as shown" Rill Beaty motioned that the Architectural Review Board had reviewed and commented on the Maintenance Facility plans" Seconded by Chuck Winegarden and passed by unanimous vote" There being no further business, the meeting adjourned at 9:10 p.m. Submitted:
