ARCHITECTURAL REVIEW BOARD MEETING
JULY 22, 1986
The meeting was called to order at 7:00 pm on July 22, 1986 in
the Borough Assembly Chambers with the following members present:
Bill Beaty, Chairman, Wayne Coleman, Vice -Chairman, Arthur Hors, Robin
Heinrichs, Reed Oswalt, Martha Ruble. Also present were Robert
MacFarlane, Bill Rieth, Pam Smith, KIB, Garry Struther of URS consul-
tant on the Akhiok Dam Improvements and Ted Hawley of Arctic Engineers
consultant for the Solid Waste Baling Facility.
Garry Struther presented the Akhiok Dam Improvements project.
This project was introduced in 1984 when Akhiok ran out of water. The
village has 103 to 110 people. The first dam was built by the Public
Health Services.
The elevation of the dam will be raised 6 feet. Water goes to
the filter pump house and then to two storage tanks raising the
pressure 30 to 40 lbs downtown.

installed. This was discovered by a soils test in the dam.

- Motion was made to accept the Akhiok Dam Improvements, voted
on and passed by unanimous vote.
Bob MacFarlane presented the Roofing Projects: Borough Roof,
Port Lions Roof, Port Lions Siding and Old Harbor Roof. The Bid
Opening was today (July 22, 1986) at 3:00 pm the apparent low bidder
Northern Exploration & Equipment Company in the amount of $362,382 and
the other bidder Weather Guard Roofing in the amount of $449,823.00.
The existing roof Old Harbor and Port Lions roof will be com-
pletely replaced. On the Borough Building any wet insulation will be
removed and there will be an addition to 6". Art Jacobs who designed
the original roofs has checked the new loading on the roofs. These
roofs will be like the Roof on the new Maintenance Facility.
- A Motion to accept the Proposal of Northern Exploration &
Equipment Company was passed by unanimous vote.
Minutes from January 29, 1986 meeting were approved with no
comments.
Ted Hawley of Arctic Engineers consultant for the Solid Waste
Facilities projects presented the Baling Facility.
Prior to a review of the Solid Waste Baling Facility a discussion
of the site selection took place. The Review Board determined by a
split vote to make the following recommendation.
"Recommend to the Borough Assembly that they should recon-
sider the location of the Baler Facility to the existing landfill
site".
The present documents were then reviewed suggested
modifications were the following:
A. Increase the width of the paved travel way
B. Paved access to the loading facilities
C. Location of the power service drop near the building
D. Use of standard dock bumpers
E. Use of a fiberglass oil storage tank
F. Use of steel plates if the pre -cast concrete panels did
not stand the strain of the loading of the baler.
There being no further business, the meeting adjourned at 10:00
pm.
