1988-03-04 Regular MeetingKodiak Island Borough ARCHITECTURAL REVIEW BOARD MEETING MARCH 4, 1988 MINUTES The Architectural Review Board regular meeting of March 4, 1988, was called to order at 7:10 p.m. by Chairman Heinrichs. Roll call was taken: VOTING MEMBERS NON -VOTING PRESENT PRESENT Wayne Coleman Donna Smith Cliff Ford William Rieth Robin Heinrichs Roger Lackman ABSENT Dennis Nicholson, Robert D. MacFarlane Bill Beaty Joann Hall Thomas Saint Ken Gregg Jerome Selby Approval of January 12, 1988, minutes was called for. MINUTES APPROVED by unanimous voice vote. Mr. MacFarlane gave a review of the current projects: Kodiak High School Code Upgrade is the subject of tonight's meeting. At the Landfill Close-out very little work done since the last meeting because of the winter shut down of the road. There is indication the contract has many troubles. The Hospital Site is being prepared for the future hospital by taking overburden and blasting rock for a cut and fill for the site. They are at a point where most of the removal is being used for cover material at the landfill. Fifty-three percent done. Architectural Review Board 3/4/88 Page 1 Port Lions School_ Addition_ and_ Remodel classroom wing has roof on, insulation, vapor barrier, and sub -rock is fifty percent complete. Most of the excavation at the new wing has been completed with one problem at a location of an outcropping of rock_ A large fork lift and backhoe was brought in to rip rock instead of blasting_ The entire project is beginning to merge. It is possible it will be finished in September. Larsen_ Bay_School_Addition_ and _Remodel is 85 percent complete_ Most of the extra work is done_ The interior work and sheetrock are finished, the electrical and mechanical are ready for final between April 1 and 15_ The foundation of the old building will be re -nailed. In each school, the sprinkler system has been re- evaluated. A change order to Port Lions has been issued to bring an adequate water supply to the building to increase the sprinkler system in the crawl space and to completely protect it with heat or smoke detectors and an auto telephone dial_ In Larsen Bay, the water system in the village is less dependable, so a change order is being solicited _ Old_ Harbor_ School Addition_ and_ Remodel drawings are 50 percent complete_ Construction to start early in the summer. RFPs for construction manager were received today. East_ Elementary_ School_ Addition and Remodel classroom addition is complete and final inspection has taken place. Some outstanding problems on a punch list_ Most serious is noise level is higher than performance specs --library particularly bad_ Some of the noise level is equipment in the existing gym. The noise level in the library is completely unsatisfactory. In every classroom, the NC reading is not 35, it's 40 plus_ There is a testing lab coming down to identify problem. Beneficial occupancy will be taken Monday subject to those problems. Mr_ MacFarlane discussed what is needed to accomplish the code upgrade at the Kodiak High School facility. He explained Kumin Associates, Inc_ has followed the alternate list, but more alternates will eventually be needed_ Review of the plans revealed the plans are very complex, involved, and lengthy; therefore, the review is not as compre- hensive as it would otherwise be. Attached is a copy of the review comments, and the architect's response. Motion passed by UNANIMOUS VOICE VOTE_ During Board comments, Mr. Lackman said he would be tendering his resignation March 21 to the Borough Mayor. A MOTION was made by Wayne Coleman and seconded to adjourn the meeting at 9:45 p-m.
