1999-18 Chamber of Commerce Economic Development Agreement(f -99-a ECONOMIC DEVELOPMENT PROGRAM AGREEMENT THIS AGREEMENT is entered into by and between the Kodiak Island Borough, Alaska ("Borough") and the Kodiak Chamber of Commerce ("Contractor") for the purpose of setting forth the terms and conditions pursuant to which the contractor shall be contracted to provide economic development activities. WITNESSETH Section 1. INTENT OF AGREEMENT. The Contractor is hereby contracted to provide an economic development committee and a full-time staff person to focus on economic development planning and project development in the Kodiak Island Borough. Section 2. SCOPE OF WORK. The Contractor will provide a full-time staff person who will serve as staff to an economic development committee drawn from the Kodiak Island community with representation from the City of Kodiak, Kodiak Island Borough, Kodiak Island villages, and the Kodiak Chamber of Commerce. The staff person will work with the committee to accomplish the tasks the committee develops, such as: Refinement of Existing Development Strategies • Encourage private enterprise to develop a cold storage plant in Kodiak. • Encourage private enterprise to develop a large-scale shiplift facility in Kodiak. • Develop specific goals to enhance village and rural economic development. • Support tax incentives to encourage secondary processing. • Work with the City of Kodiak, Kodiak Island Borough, area retailers and property owners on the Community Revitalization effort. • Work with the National Marine Fisheries Service, Fisheries Industrial Technology Center and local processors to develop and encourage secondary/value-added processing in Kodiak. • Work with Kodiak College, the Kodiak Island Borough School District and other organizations to encourage entrepreneurship and assist small business development. • Maintain Kodiak's award-winning web site, Kodiak Alaska Online. • Encourage regional telecommunication providers to develop a terrestrial microwave or fiber optic link between Kodiak and the mainland. • Conduct a workshop in cooperation with Kodiak College to help local businesses better market themselves on the Internet and World Wide Web. • Explore new employment and business opportunities related to the Kodiak Launch Complex. • Encourage new business related to the Kodiak Foreign Trade Zone. • Explore ways of enhancing Kodiak's position as a regional transportation hub. • Work with timber companies to explore possibilities for value-added timber processing in Kodiak. • Assist the City of Kodiak and State of Alaska in the development of a new pier for ferry terminal and ship docking. • Support passage of tax incentives for fishermen and processors. New Development Strategies • Explore and support ways to improve transportation between Kodiak and key regional locations. • Work with the City of Kodiak to encourage new opportunities for commercial fishing. • Work with village communities to ensure adequate infrastructure is available to encourage economic development opportunities: ➢ sewer/water ➢ fuel tank systems ➢ health care ➢ transportation ➢ telecommunications • Conduct research to provide better information regarding fishing/harvesting labor force statistics. • Encourage the beautification of Kodiak to support tourism. • Develop a community development plan to adequately reflect visitor industry impact and growth potential for all communities on Kodiak Island. A minimum of one committee meeting per quarter will be scheduled during the term of this Agreement for the purpose of maintaining committee input and guiding the efforts of the Contractor. A quarterly activity report of all activities of the Contractor will be submitted to the Borough Mayor by the 10th day following the end of each quarter. Section 3. TERM. Unless earlier terminated, this Agreement will remain in effect beginning July 1, 1999, and ending June 30, 2000. Section 4. COMPENSATION. As compensation for all services rendered under this Agreement, Contractor shall be paid $33,000 by the Kodiak Island Borough. Said compensation shall be paid in equal installments of $8,250 on the second Friday of July and October 1999, and January and April 2000.
