MINUTES
December 8, 1992
Attending the meeting were: Jim Wheeler, chairman; Gerry Cloudy,
Ron Chase, Woody Koning, Mike Milligan, Betty Walters, Steve
Hobgood and Kaye McClain, staff.
Mr. Wheeler called the meeting to order at 7:04 p.m. Mr. Hobgood
inquired if everyone had been able to review the proposals of the
seven firms which responded to the Request for Proposals for both
construction of a new Hospital and the remodel of the old Hospital.
He suggested the group consider whether they wish to recommend to
the Assembly that the same firm do both the studies on remodel or
rebuild. He noted there would be a substantial cost saving in
giving the job to one firm.
Mr. Hobgood also stated the process of remodeling/rebuilding the
Hospital had three steps: 1) plan analysis, 2) architectural, 3)
construction/remodel. He reviewed the evaluation/elimination
process for the members of the Board. Discussion followed.
Each member of the board ranked the seven firms based upon their
review. The totals were added and the firms were ranked in order
_ as follows:
1. Hospital Building & Equipment (HBE)
2. Kaplan, McLaughlin & Diaz
3. Prochaska & Associates
4. Livingston Slone
5. ECI Hyer
6. Mills, John, Rigdon
7. Heery
Ms. Walters suggested references be checked on the three top firms
and they be asked to make presentations to the Board on December
15, 1992. In case references are unfavorable the fourth ranked
firm will also be asked to make a presentation.
The meeting was declared adjourned at 8:40 p.m.
