The fact that the City and Borough require State I_: ?ncing in
situations where the state does not raised concern in the
committee. Property owner liability for unlicensed w,orl.ers was
also discussed.
A motion was made by Jim Wheeler that we, (local government)
shouldn't be more restrictive than the State. The motion was

OLD BUSINESS
Discussion was resumed on the 1991 Uniform Building Code.
Chapter 31 Accessibility: Will this new chapter satisfy the
Americans With,Disabilities Act? It was thought that the ANSI
Accessibility Standards adopted by the new UBC would show intent
to comply with the new legislation.
Chapter 25 & Appendix 25 Conventional Light -Frame Construction in
High -Wind Areas: Light frame construction requirements,(single
family and duplex) require more bracing in the 1991 UBC than the
1986 CABO dwelling code, which is currently adopted by the City
and Borough. Appendix 25 is intended for areas with a design wind
speed of 80 to 110 miles an hour. The design wind speed for
Kodiak is 110 mph. After further discussion it was agreed that
