MINUTES
September 18, 1991
Attending the meeting were: Jim Wheeler, Ron Chase, Dave
Herrnsteen, Thomas Rainey, , Cliff Ford, Betty Walters, Ray
Camardella. Mike Milligan attended the first 10 minutes of
the meeting, then departed for another meeting.
Ray began the meeting by commenting on the number of current
projects and detailing some of the projects which could
become problems in the future. He introduced Betty Walters,
Assistant Supt. of Schools, as a new member of the group.
Attention then turned to the agenda items:
1. Main Elementary Roof Repair Project Status
Since the last ARB meeting, the lawyers for all parties
met with Ray and tried to decide who would accept
responsibility for repair of the problems. We were
attempting a three way split for pursuing a design
solution to the Main Elementary Roof problems. Early
estimates of costs are approximately $1,000,000, this
could put a company out of business. The installation
of the vapor barrier appears to be a problem. There
are holes in the vapor barrier and water is running on
the beams.
The Borough would like to get the matter settled
without litigation. The construction firm opted out of
helping with the design costs and offered a settlement
to stop the threat of litigation. The Architectural
Firm and the Borough are splitting the cost of the
design by another Architectural Firm. Once the design
is done, the construction firm will be again asked to
participate.
A trust fund has been set up through a third party and
a design firm was selected by a panel. Selected firm
is Kumin Associates, who is joint venturing with a firm
run by Clai Porter, a gentleman who has a lot of
experience in roofing problems from not only the
Architectural point of view, but also from the
construction angle. Testing will be done on the
fungus. Various types of roofing were discussed. The
design should be done about December 15. Bidding
should start in February, so that the work can be done
during the 1992 good weather time.
2. High School Alteration Project - Phase I Status

Delivery problems were encountered on cabinets and
carpet. Expected occupancy is about Oct. 1.
Old Harbor Structural Repair Status
Structural repairs are pretty much done. The fencing,
basket ball court, flag pole, and drainage improvements
have been done. Metal for the siding has been delayed.
Expect probably an October 15 completion date. The rot
was worse than expected. There was not enough
ventilation in the crawl space as well as moisture
entering from a damaged spot.
3. Kodiak Island Hospital Hot Water System Renovations
Two sets of plans were presented for the board's use.
The existing hot water tank is above a catwalk. It has
been repaired numerous times. The state inspector
condemned it last year. It provides hot water for the
entire hospital. Service to the hospital is not to be
interrupted for very long while that tank is being
replaced. Two electric hot water generators will
provide steam for the autoclaves when the renovation is
done.
Ron Chase moved the plans for the Hot Water System
Renovations at the Kodiak Island Hospital be approved.
The motion carried following a second by Thomas Rainey.
4. Port Lions Dormers
There is a snow sliding problem at Port Lions School in
the area of the Shop Doors. Sno Jax were considered,
but it was felt that they were not a good solution to
the problem. It was decided that changing the roof
line would be a more satisfactory solution to the
problem. It was noted there was no support for the cap
flashing.
Ron Chase moved to approve the plans. Following a
second, the motion carried.
5. East Elementary Lighting
Need for more exterior lighting at East Elementary
became apparent a few years ago with a child molestation
case. The project is expected to cost between $30 to
$35,000. It calls for three pole lights and soffit area
lights aimed at the play areas. Photo cells, contractors
and time clocks were discussed as measures to decrease
operation costs, which are estimated to be between $3,000 to
$4,000 a year.
Cliff Ford moved the plans be approved. Seconded by
Ron Chase, the motion carried.
6. High School Alterations - Phase II
Ray outlined the next phase in the high school
modifications to be changing the weight room, home
economics area and gaining three classrooms.
Discussion was held on recouping expenditures on school
projects from the State and Federal government.
Peterson School was discussed at length, with
renovation time lines predicted for 1993-94.
7. Board Comments
Jim Wheeler commented on the step repairs at the Junior
High School and indicated the repair job needed more
materials.
Betty spoke of the thickness of the woods behind the
high school being a supervision problem.
8. Adjournment
There being no further business, the meeting was
adjourned at 10:00 p.m..
