Assembly Regular Meeting
May 15, 2025
A regular meeting of the Kodiak Island Borough Assembly was held on May 15, 2025, in the
Borough Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were
Borough Manager Aimee Williams, Finance Director Dora Cross, Community Development
Director Chris French, Engineering and Facilities Director Dave Conrad, Borough Clerk Nova
M. Javier. and Assistant Clerk Irene Arellano.
1. INVOCATION
Major Dave Davis of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Mayor Arndt led the pledge of allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we
acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture
that enriches our community to this day.
4. ROLL CALL
Present were Mayor Arndt, Assembly Members Steven Ames, Jared Griffin, Dave
Johnson, Larry LeDoux, Ryan Sharratt, and Scott Smiley.

GRIFFIN moved to approve the agenda and consent agenda.

Mayor Arndt proclaimed the month of June as LGBTQIA+ Pride Month.

Engineering and Facilities Director Dave Conrad, Kodiak Chamber of
Commerce Assistant Alexxandra Carter, and Kodiak Native Youth Council
Members Bella Alpiak and Tiffany Samuelson provided a presentation about the
Community Clean Up Day, Household Hazardous Waste Event, and Earth Day
Clean Up Events in the Village Communities.

10. PUBLIC HEARING
A. Ordinance No. FY2025-02B, Amending Ordinance No. FY2025-02, Fiscal Year
2025 Budget, By Amending Budgets and Appropriations To Account For Various
Revenues That Are Over Budget, Providing For Additional Expenditures, And
Moving Funds Between Projects
GRIFFIN moved to adopt Ordinance No. FY2025-02B.
Mayor Arndt opened the public hearing.
Seeing and hearing none, Mayor Arndt closed the public hearing.
ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Ames, Griffin,
Johnson, LeDoux, and Smiley (AYES); Sharratt (NO).
11. BOROUGH MANAGER'S REPORT
Borough Manager Aimee Williams provided a manager's report, and it was included in
the meeting packet.

Mayor Arndt gave a shout -out to the class of 2025 especially to Devin Sharratt.

Replacement Structural Design with Jensen Yorba Wall.

15. CITIZENS' COMMENTS
• Deb Goodell spoke under citizen's comments.
16. ASSEMBLY MEMBERS' COMMENTS
• Assembly Member Griffin commented on his recent trips to Old Harbor, Port
Lions, and Akhiok highlighting the state of the infrastructures in those places. He
emphasized that the Borough's approach to budget amendments fosters public
trust by demonstrating transparency in government finances.
• Assembly Member Johnson thanked the Kodiak Chambers of Commerce for the
Community Clean-up Day and acknowledged the Kodiak Native Youth Council.
He also wished the home team competing this weekend the best.
• Assembly Member Ames thanked the organizations who supported the
Community Clean-up Day.
• Assembly Member LeDoux reminded everyone about the upcoming Kodiak
Crab Festival and expressed appreciation for the hard work of all Borough
Directors. He appreciated Carlene McChesney for all her comments. He
requested from Manager Williams that a budget calendar be posted on the
website.
• Assembly Member Smiley had no comments.
• Assembly Member Sharratt recognized and thanked the KIBSD Superintendent
Cyndy Mika for her dedication and the tough decisions she makes.
17. EXECUTIVE SESSION
Borough Manager's Performance Evaluation
GRIFFIN moved to convene into executive session under the authority of KIBC
2.30.030 (F)(1)(C) to discuss the borough manager's performance evaluation, a
subject that qualifies for executive session as a matter that may tend to prejudice
a character or reputation of any person.
ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Griffin,
Johnson, LeDoux, Smiley, and Ames (AYES); Sharratt (NO).
GRIFFIN moved to invite the Mayor and Assembly members into executive
session and Manager Williams was invited at a later time.

VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Arndt called for a 7 -minute recess and convened the
executive session at 7:42 p.m.
Upon returning from the executive session, Mayor Arndt reconvened the regular
meeting at 8:25 p.m. and announced that the Borough Manager had a
satisfactory job performance, and her salary should be increased as stated in
her contract.
17. ADJOURNMENT
GRIFFIN moved to adjourn the meeting at 8:26 p.m.
