BELL'S FLATS-RUSSIAN CREEK ROAD/FIRE SERVICE DISTRICT
Regular meeting: August 2, 1984, @ 7:30 P.M.
Present: Reiland, Cobis, Mathes,Reyes, and Kortlever;
Rippey and Green excused absences.
Minutes: Minutes of July 12 meeting read and approved.
Visitors: Wally Valen from KEA was here in response to our
letter concerning repairs to roads needed after
new customer hook-ups. He stated that his crew
will stay more on top of the situation in the
future. It was noted that KEA immediately came
out and repaired the situation that precipitated
the letter. We thanked Wally and we feel thatKEA
is trying to be cooperative. Still no response
from Glacier State.
Earl Smith from Bayside came by to fill us in on
their plans to purchase a radio for the new tanker
truck. Tony Smaker was present to explain how this
new type of radio set-up will enable us to streamline
our communications gear. The type of radio discussed
will have 8 channels instead of 4, and we concurred
with Earl's idea of using the radio from our present
truck for the tanker, and putting the newer radio in
our present truck, which will be our Command vehicle.
The new radio set-up will be more simple to operate
for our Volunteers, who are sometimes confused by
the current rig. Also discussed was the fact that
Samson is providing free shipment of the tankers.
Earl also talked about State Training Grants, and
and an upcoming area -wide seminar in town under
these auspices. We are to supply Earl with a list
of topics we would like to see addressed by Sept 1.
Estimated cost of new Radio system is approx $3,000.00.

Old Business:
1) Contractor status - Kodiak Contractors, Inc is currently
fulfilling the terms of the Road Service contract, and
the Chairman has been out with their representative to
show them the CMP emplacements and ditchwork we lined up
for the summer. Chairman will look into whether they can
provide a water truck during dusty periods, especially
for the gravel haul road.
2) Turnout gear- still mising helmets, gloves, suspenders
and flashlights from new order. Chairman will talk to
supplier.
3) Truck repairs- Chairman talked to McPherson about lack
of action, and he promised to jump on it. Will require
more attention. Chairman will inquire about getting
work done at local Ford garage, instead of local man
Mc Pherson lined up to do this kind of work.
4) Communications problems- specifically problems with our
beepers don't work well in some locations. Chairman and
Fire Chief had a meeting with Gary Gibbons in town and
arranged for another test run with the high -gain antenna,
which test subsequently appeared to improve reception.
Chief and Bill Williams will perform some experiments
later this month to map out areas of weak reception.
5) Otter Drive- Mathes inquired of Dave Crowe about this
matter, and Crowe says that no action is planned at this
point. The steadily worsening condition of this road is
a matter which will need some action in the future. The
Chairman will pursue this matter .
6) Gravel source letter approved for sending to Borough Mana-
ger and Borough Assembly.
7) Insurance for Firefighters covering Stock Car Races was
being pursued by Mathes, but since he is leaving town
for several months, Chairman will pursue this matter.
New Business:
1) Reiland moves to adopt Constitution and By -Laws of Volun-
teer Fire Departmentm Cobis seconds, vote unanimous. Copies
of both will accompany these minutes.
2) Bingo- above action clears final hurdle for applying for
"Games of Chance" permit from State. Chairman will submit
application.
3) Barricades and warning lights are needed bt both Road Ser-
vice and Fire Department. Chairman will order several of
both.

4) Spare tires will be looked into for Fire Truck, but no
emergency situation.
5) Reiland will research prices on Video gear for training
purposes, and Chairman and Chief are planning to make
further use of gear by starting Monday night Football/
Training sessions. Feeling is that increased social
activity at Firehouse will aid in recruitment.
6) Chairman will advertise locally for Road/Fire Service
elections that are coming up.

CONSTITUTION
ARTICLE I NAME
The name shall be the Womens Bay Volunteer
Fire Department.
The name shall be recognized as official in
all associations and activities of the afore-
mentioned fire department.
ARTICLE II OBJECTIVE
SECTION I The department shall be organized in accor-
dance with accepted good practice, and shall
operate in concert with the Bell's Flats -
Russian Creek Fire Service District.
SECTION II The department shall be under the direct super-
vision of one Fire Chief, who will be appoint-
ed by the Fire Service District board, and one
Assistant Fire Chief to be appointed by same.
Terms of both offices will be indefinite, de-
pending upon good conduct and efficiency.
SECTION III It shall be the duty of the Chief to have
charge of all apparatus and equipment of the
Fire Department and to see that same is kept
in proper operating condition. Shall preside
at all meetings of the Department and may call
such special meetings or drills as he may deem
necessary. Shall have complete charge of the
department at all fires or other emergencies
involving the department. Shall be responsible
for the maintenance of adequate records of
all fires and other emergencies. Shall have
charge of the department in any other areas of
activity not specifically mentioned above. May
appoint such company officers as he may deem
necessary to assist with the work of the de-
partment.
SECTION IV The Assistant Chief shall assist the Chief in
his/her duties and take his/her place in case
of absence. Shall further serve as department
training officer with responsibility for de-
veloping and implementing a department -wide
training program, supervision of it's opera-
tion, and maintenance of adequate records
pertaining thereto.
SECTION V It shall be the duty of the Secretary to keep
a record of all department proceedings, to
include attendance at meetings, fires and
drills.

ARTICLE III MEMBERSHIP
SECTION I Any resident of the community of Womens Bay
shall be eligible for membership in the Fire
Department providing they be of legal age,
of good charachter, and be able to meet the
physical standards of Firefighting. All app-
lications, submitted in writing, shall be read
by the Secretary at a regular meeting of the
department. The application will accepted/
rejected by a majority vote of the membership.
Persons not elected to membership may reapply
after six months has elapsed.
SECTION II Members no longer able to function as regular
Firemen for reasons other than advanced age
or physical disability, may request to be
placed on Honorable Reserve. Reserves may be
recalled to service for emergencies or when
the Chief deems it necessary for the good of
the Department. Reserve firemen may request
reinstatement at any time up to three years
after they go on reserve status.
ARTICLE IV AMENDMENTS
SECTION I This Constitution shall become effective
immediately upon adoption by a majority of
the membership.
SECTION II This Constitution may be amended by a major-
ity vote of the members present at any regu-
lar meeting of the department, providing such
Amendment, in writing, has been proposed and
read at a previous meeting.
SECTION III This Constitution shall be brought up for
review at least every five years.
SECTION IV BY -LAWS -shall be developed by the members
of the department, with final approval in
the hands of the Fire Service District board.

WOMENS BAY VOLUNTEER FIRE DEPARTMENT BY-LAWS
SECTION I DUTIES- Duties of Company Officers shall be as-
signed by the Chief.
Members are responsible for upkeep and mainten-
ance of non -electronic gear issued to them, and
will present Electronic/Communication gear for
regular maintenance. Chief, or his representa-
tive will facillatate regular maintenance of
electronic/communications gear.
SECTION II MEMBERSHIP- full members must be local residents,
18 years of age, and physically able to fight
fires and handle equipment.
Auxilliary members must only be local residents
and desire to help in accomplishing the objec-
tives of the department. They will not take an
active role in fighting fires.
Youth membership will limited to ages 16 yrs
or older, and will be closely suervised at all
times in order to safeguard them and valuable
equipment. Youth members will be limited to
hand tools, and will not drive trucks until
of legal age.
SECTION III ATTENDANCE- due to the large number of fisher-
men in our Community, attendance will vary, and
allowances will be made. Any member who will be
gone for long periods will be asked to store
his Turn -out gear at the Firehouse. Any member
who is not present for three consecutive months
will be asked to turn in his/her gear.
SECTION IV RESPONSE TO FIRES- Chief will develop Standard
Operating Procedures on this subject, and all
members will be responsible for knowing these
S.O.P.'s.
SECTION V FUND RAISING- our permanent source of funding
(and major source) is the Bell's Flats/Russian
Creek Fire Service District, and is the highest
local authority on how the monies will be spent.
The Womens Bay Community holds regular fund
raisers to purchase equipment and materials for
the department. Members will assist as much as
possible in these activities.
SECTION VI MEETINGS- meetings will be held the first Sat-
urday morning of each month, and Robert's Rules
of Order will be the arbitrator.
SECTION VII ADMITIONAL BY-LAWS- will be added as needed by
a majority vote of the membership. The Fire Ser-
vice board will excercise final approval.
