Regular Meeting : July 12, 1984 @7:30 P.M.
Present: Rippey, Kortlever, Mathes, Reiland and Green. Reyes
and Cobis excused .
Minutes of Last Meeting: minutes of4/12/84 read and accepted.
Visitors: Bill Williams was there to discuss our Communications
problems.
Problems: the minimum requirement for our system is that
Beeper tone and voice must be heard everywhere
in the Valley, and this is not the current sit-
uation. Upon examination of Contract between
Aksala and the Borough we find no performance
clause, only a Materials list. Contract does
not require system to work.
Possible Solutions:
1) Telephone line from Downtown to Womens Bay
Firehouse with automic rekeying from Firehouse
-problems with this method are recurring costs
in the form of monthly bill, and the possibil-
ity of interfering with town.
2) With permission from State of Alaska, we could
�0%62728�` rebroadcast from a unit on Nyman Peninsula.
- problems: must broadcast on a different fre-
quency and this will impair Island -wide Emer-
,�`,nA j gency Communications, which is just now be -
co coming a reality. Beepers must also be modi-
fied and then would not recieve signals from
Y1. town.
3) Increase power from Pillar Mountain by replac-
ing antenna with higher gain antenna and/or put
in new higher power transmitter.
Current Transmitter is 15 years old and is 40
or 50 watts. Antenna is 0 gain.
Proposed Changes are to 100 watt Transmitter
and 6 gain antenna.
Proposed Costs are approx $600 to $800 and
$2000 for antenna and transmitter respective-
ly.
Mr. Williams feels that the third solution is probably
the best, and from his presentation we decided to pursue
the matter: 1) further research with radio checks in the
Valley by Williams, Mathes and the Chief. 2) Fire Chief
will contact Town about their feelings on this idea and
their ideas on financing the project.

Old Business:
1) Borough Assembly passed our FY1985 budget requests with
only minor changes.
2) Borough let Contract for Sargent Ck Rd repairs to Kodiak
Contractors, Inc. for approximately $35,000.00. The point
was made that the Assembly told us when this was resolved
that if the cost came in at this figure or less that we
would not be asked to contribute any funds.
3) Kodiak Contractors is currently fulfilling Road Service
contract.
4) Recieved letter from Jamin& Bolger, Borough lawyers, which
reinforced our position on Road Maintenance Contract.
5) Report on status of new Turnout Gear: pants, boots and
coats recieved. Boots paid for, and awaiting helmets, gloves
and flashlights.
6) Tanker truck should be here by October.
7) Fund Balance from FY 1984:
Road Service- $4028.00
Fire Service- $ 896.00
8) Directional signs to Firehouse are being completed and put
up one at a time.
New Business:
1) Mathes moves to approach City about fixing Communications
problems, and to authorize expenditures to a maximum of
$3000.00 in efforts to solve problems. Reiland seconds,
vote unanimous.
2) Reiland moves to refuse payment of 5/26/84 invoice from
Kodiak Contractors, Inc. This was for road grading and
was 1) done while roads were too dry( four days after
work was supposed to be done) 2) equipment operator did
a very poor job. Kortlever seconds, vote unanimous.
3) Mathes moves to contact our contractor, Kodiak Contrac-
tors, Inc. and request that they begin on our list of
summer maintenance projects in the near future. Rippey
seconds, wote unanimous.
4) Mathes moves to pursue Borough reconstruction of Otter
Drive. Reiland seconds, vote unanimous.
5) Chairman will draft letters to KEA and Glacier State on
ditches they leave in the road when they hook up new
customers.
6) Check with Borough about a temporary source of gravel in
our area.
7) Firechief authorized to spend $500.00 on additional Brush
Fire fighting tools.
8) Discussed developing water sources for Fire Fighting in
the Valley. This includes deepening pond near Firehouse
possibly.

9) Discussed Insurance coverage and possible fees for Firemen
standing by at Stock Car races. Kortlever will check on the
Insurance.
10) Fire Chief suggested a flat fee of approx $6 to volunteers
who show up at a fire. Tabled until next meeting.
11) Meeting date will be variable for awhile, always Thursday,
but mat be first, second or third week of the month. Next
meeting set for August 2, 1984.
12) Fire Chief and chairman are looking into a Radio for the
new Tanker Truck.
