1985-10-10 Regular MeetingWONF_.JS BAY SERVICE DISTRICT CRegular Meeting: October 10, 1985 @ 7:30 P.M. Present: Cobis, Gondek, Berry and Comstock. Unexcused ab- sences Williams, Schaeffer and Rippey. Minutes: Minutes of Sept. 12 meeting read and accepted. Chair Report: 1- Complaintsfrom constituents: Tuck- 11746 Bells Flats Road- complained of grader damage to Road near her driveway, will investigate. Ausman- wants to know when we intend to move culvert on Womens Bay Drive. Advised her that although we had planned to move on it ASAP, we have been ad- vised by the Borough Engineer that not only is the project cost prohibitive as planned,but that moving the culvert would fly in the face of the natural drainage. Ms. Ausman was advised of this by the Chairman, 2- Chairman complained to Contractor about quality of Road Grading, specifically the poor work done by Don Lawhead. 3- Brushing- although we first requested action in the Spring, Brechan Enterprizes has just recently decided to move on it, now that the leaves are down. The contractor was given a map with areas to be brushed marked clearly, in early Summer, but now can't find it and wants the roads flagged for brushing. We decided to flag the main drag on both sides of the river as a test run. Price quoted is $82/hr for two men, a pickup and chainsaws. 4- Dredging job on pond at Firehouse was successful, and should provide a dependable source of water year round. The material dredged out was used to build up a founda- tion pad for future expansion of the Firehouse. 5- Mutual aid agreement now in force. This covers only the Coast Guard Base and Bayside. The City of Kodiak refused to discuss the idea, but our Fire Dept. feels that they are no loss to us. 6- Fire Department training is adding a Saturday morning class again, 10:00 to noon. The Board was also forewarned that it will shortly become necessary to hire professional instructors to maintain certification of our volunteers. Cost estimates will be forthcoming from Chief Gondek. 7- Board members should encourage neighbors to conform to Borough regs on house Vs and their placement. 8- Requested General Fund Balance- $69,000.00 9- Changes in Contract for Road Maintenance: this led to general discussion on our repeated failure to get a Contractor who will do what we want, when we want it. We discussed, again, the possibility of buying our own grader, and hiring a man to operate/maintain it. This would cover the major needs of the Road Service. If we could rent a backhoe or caterpiller when we needed them, we would be covered. Chairman will start looking into . 1- Can we legally buy and operate machinery? 2- Can we have an employee? 3- Estimates on Grader cost and projected cost of maintenance. r r C WOMENS BAY SERVICE DISTRICTf) Regular Meeting: October 10 (continued) Old Business: 1- Ugak Drive- this job needs to be engineered by Engineer. Chairman will send a memo requesting plan widening Ugak Dr. and a tirnaround at the the street(mostly for the grader) 2- Elbe CMP emplacement- job has been assigned to tractor(in July) and we are waiting. the Boro- that he end of the Con- 3- Williams driveway culverts- contractor has questions on this, but since Williams is not at this meeting, it will have to wait. New Business: 1- Corner at Pat Reiland's.house is developing a large hole, and needs a couple loads of gravel, and to have the ditch re-established. This was caused by the Phone Co. Gondek moves to have contractor fix this, Comstock seconds. 2- Election of Officers: *The results of these elections are dependant on the Boro AssembIt's action in confirming the results of the Oct 1 election. -Chairman opens the floor for nominations: -Comstock nominates Berry for Chairman, Gondek seconds, -Cobis nominates Comstock for vice -Chairman, Berry 2nds. -Gondek nominates Cobis for Secretary, Comstock seconds. - Comstock moves to close nominations, Cobis seconds, voice vote unanimous. - all three candidates unanimously elected by voice vote. - The members present agreed that the practice of letting the Chair do everything is unfair, and all pledge to help split up the workload. 3- Comstock wonders about "Yield" signs, and similar traffic control signs. Discussion revealed our lack of success icn getting a local enforcement promise from the Boro or the State Troopers. 4- Berry suggests streetlights at'the Bus Stops. This was greeted enthusiastically by other members, and while we investigate details, Berry will talk to the Lions about possible funding, and Comstock will talk to K.E.A. about technical details.
