Assembly Special Meeting
May 30, 2024
A special meeting of the Kodiak Island Borough Assembly was held on May 30, 2024, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough
Manager Aimee Williams, Engineering and Facilities Director Dave Conrad, Deputy Clerk Lina
Cruz, and Assistant Clerk Irene Arellano.
ROLL CALL
Present were Mayor Scott Arndt, Assembly Members Jared Griffin, Larry LeDoux, Ryan
Sharratt, Scott Smiley, James Turner, and Bo Whiteside.
SMILEY moved to excuse Assembly Member Ames who was out on personal leave.
ROLL CALL VOTE ON THE MOTION FAILED THREE TO THREE: Griffin, Turner, and
Whiteside (Noes), LeDoux, Sharratt, and Smiley (Ayes).
Clerk's note: In the event of a tie, the mayor casts the deciding vote. As we inadvertently
overlooked the mayor's vote in the tie situation, we asked Mayor Arndt on June 3, 2024, on how
he would have voted. He indicated that he would have voted "no" on the motion to excuse. He
requested that his intended vote be accurately recorded.

SMILEY moved to authorize the Kodiak Island Borough Mayor to sign a letter to the
North Pacific Fishery Management Council in support of an emergency rule request to
allow mothershipping in the Central Gulf Of Alaska (CGOA) 2024 Pollock B Season

SMILEY moved to postponed indefinitely the authorization for the Kodiak Island
Borough Mayor to sign a letter to the North Pacific Fishery Management Council in

ROLL CALL VOTE ON THE MOTION TO POSTPONED INDEFINITELY CARRIED
UNANIMOUSLY: LeDoux, Sharratt, Smiley, Turner, Whiteside, and Griffin.
B. PUBLIC HEARING - Resolution No. FY2025-01 Establishing The Amount Of Funds To
Be Made Available From Local Sources For The Kodiak Island Borough School District
For The Fiscal Year Beginning July 1, 2024, And Ending June 30, 2025
SMILEY moved to adopt Resolution No. FY2025-01.
Mayor Arndt opened the public hearing. Hearing and seeing none, Mayor Arndt closed
the public hearing and reconvened the regular meeting.
GRIFFIN moved to call the question.
ROLL CALL VOTE ON THE MOTION CARRIED FOUR TO TWO: Smiley, Turner,
Griffin, and LeDoux (Ayes); Sharratt and Whiteside (Noes).
ROLL CALL VOTE ON THE MAIN MOTION CARRIED FIVE TO ONE: Smiley, Turner,
Griffin, LeDoux, Sharratt (Ayes); Whiteside (No).
ADJOURNMENT
SMILEY moved to adjourn the meeting at 7:36 p.m.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
