Assembly Regular Meeting
April 17, 2025
A regular meeting of the Kodiak Island Borough Assembly was held on April 17, 2025, in the
Assembly Chambers. The meeting was called to order at 6:30 p.m. Staff present were Borough
Manager Aimee Williams, Solid Waste/Environmental Specialist Jena Hassinger, Finance
Director Dora Cross, Deputy Clerk Lina Cruz and Assistant Clerk Irene Arellano.
1. INVOCATION
Anthony Furio of the Salvation Army gave the invocation.
2. PLEDGE OF ALLEGIANCE
Mayor Arndt led the pledge of allegiance.
3. STATEMENT OF LAND ACKNOWLEDGEMENT
We are gathered on the traditional homeland of the Sugpiaq/Alutiiq people, and we
acknowledge the 10 tribes of the Kodiak Alutiiq Region. We recognize the Alutiiq culture
that enriches our community to this day.
4. ROLL CALL
Present were Mayor Arndt, Assembly Members Steven Ames, Jared Griffin, Dave
Johnson, Ryan Sharratt, Scoff Smiley, and Bo Whiteside.
SHARRATT moved to excuse Assembly Member LeDoux who was out on medical
leave.
ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Ames, Johnson,
Smiley, Sharratt, and Whiteside (AYES); Griffin (NO).
5. APPROVAL OF AGENDA AND CONSENT AGENDA
SMILEY moved to approve the agenda and consent agenda.
VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY.

AWARDS AND PRESENTATIONS
A. Update From Providence Kodiak Island Medical Center Administrator Karl Hertz
Administrator Karl Hertz and Interim Administrator Lori Riddell provided a report
on the Providence Kodiak Island Medical Center, and it was included in the
packet.
COMMITTEE REPORTS — None.
PUBLIC HEARING
A. Ordinance No. FY2025-15, Amending Title 2 Administration And Personnel
Chapter 30 General Rules Section 2.30.020 To Allow Electronic Participation Of
Mayor And Assembly Members To Meetings
GRIFFIN moved to adopt Ordinance No. FY2025-15.
Mayor Arndt opened the public hearing.
Sue Jeffrey and Dan Ogg spoke under public hearing.
Hearing and seeing no other comments, Mayor Arndt closed the public hearing.
ROLL CALL VOTE ON THE MOTION CARRIED FIVE TO ONE: Griffin,
Johnson, Sharratt, Whiteside, and Ames (AYES); Smiley (NO).
BOROUGH MANAGER'S REPORT
Borough Manager Aimee Williams provided a manager's report, and it was included in
the meeting packet.
12. MESSAGES FROM THE BOROUGH MAYOR
Mayor Arndt spoke on his attendance to the Memorial service for Daniel Nelson Jr. on
April 12th, 2025 at the Kodiak Alaska Army National Guard.
13. CONSIDERATION OF CALENDAR - UNFINISHED BUSINESS — None.
14. CONSIDERATION OF CALENDAR - NEW BUSINESS
14.A. CONTRACTS
Contract No. FY2021-01, Extension 5 And Optional Extension 6, With Threshold
Services, Inc. For Recycling
GRIFFIN moved to authorize the Borough Manager to execute Contract No.
FY2021-01, Extension 5 with Optional Extension 6, with Threshold Services, Inc
for Recycling.

14.13. RESOLUTIONS
1. Resolution No. FY2023-20B, Amending Resolution No. FY2023-20 To Extend
The Sunset Date Of The Health Facilities Advisory Board (HFAB) To June 30,
2027
GRIFFIN moved to adopt Resolution No. FY2023-20B.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Sharratt,
Smiley, Whiteside, Ames, Griffin, and Johnson.
2. Resolution No. FY2025-21, Establishing A North Star School Facility Work
Group
GRIFFIN moved to adopt Resolution No. FY2025-21.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Smiley,
Whiteside, Ames, Griffin, Johnson, and Sharratt.
3. Resolution No. FY2025-22, Authorizing The Disposal By Easement Of Borough
Land For Less Than Fair Market Value
GRIFFIN moved to adopt Resolution No. FY2025-22.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Whiteside,
Ames, Griffin, Johnson, Sharratt, and Smiley.
4. Resolution No. FY2025-23, Supporting Increased, Multi -Year Funding For The
U.S. Coast Guard For All Operational Programs, Infrastructure, And
Maintenance
GRIFFIN moved to adopt Resolution No. FY2025-23.

GRIFFIN moved to confirm the mayoral appointment of Maggie Hubert to the
Solid Waste Advisory Board Ex -Officio Kodiak High School Student Council
Representative seat for a one-year term beginning April 30th of 2025.
ROLL CALL VOTE ON THE MOTION CARRIED UNANIMOUSLY: Griffin,
Johnson, Sharratt, Smiley, Whiteside, and Ames.
15. CITIZENS' COMMENTS — None.
16. ASSEMBLY MEMBERS' COMMENTS
Assembly Member Johnson thanked Maggie Hubert for volunteering to serve on
the Solid Waste Advisory Board as the Kodiak High School Student Council
Representative. He congratulated Mayor Arndt for being recognized as the Cook
Inlet and Regional Advisory Council Volunteer of the Year. He also
congratulated Executive Director Ellen Simeonoff and her team at the Kodiak
Chambers of Commerce for hosting an outstanding ComFish Alaska event. He
welcomed the Tustumena ferry back and lastly, he congratulated the 12U Girls
Hockey Team on their Ponytail Hockey Tournament victory.
Assembly Member Whiteside stated that will be submitting a request to propose
an amendment to the Kodiak Island Borough Code 2.25.060 Declaring and
Filling Vacancies section B.
Assembly Member Griffin expressed his gratitude to the Kodiak Chambers of
Commerce and its partners for a successful ComFish Alaska event. He also
shared insights from his research on the Ocean Restoration Project Act.
The rest of the Assembly members had no comment.
17. ADJOURNMENT
GRIFFIN moved to adjourn the meeting at 8:25 p.m.
