JULY 21, 1987 REGULAR MEETING

Chairman Scott Arndt called the meeting to order at 6:35 p.m. Also present were Earl
Smith, Jim Fisk, Tony Perez, Pat Szabo and Okey Chandler. Dave Crowe and Dan Millard
of the Borough staff were present. Ed Van Fleet was absent.
1. Approval of Minutes
The minutes of the June 23 meeting were corrected to show that Ed Van Fleet and Jim Fisk
were absent. Earl Smith moved to approve the minutes as corrected. The motion was
seconded by Pat Szabo and carried unanimously.
2. Award of Water and Sewer Maintenance Contract.
Brechan Enterprises, Inc. was the only company to submit a proposal. Jim Fisk moved
that the Board recommend that the Assembly award Brechan Enterprises the force account
contract for water and sewer maintenance for Service District One from September 1, 1987,
through June 30, 1988. The motion was seconded by Tony Perez and carried unanimously.
3. Shirley Berns' Request.
letter from Shirley Berns (copy attached) was read, requesting the Service District's
assistance in removing a damaged tree from the property line. Jim Fisk moved that the
Service District ask Paul Hansen to assist Shirley Berns in falling the tree safely and
that Ms. Berns be responsible for disposing of the fallen tree. The motion was seconded
by Tony Perez and carried unanimously.
4. Fire District #1 Request.
Scott Arndt read a request from the Fire District that water and sewer mains be installed
on Otmeloi Way (copy attached). Granting the request would result in rescinding the
priorities previously established for Project 85-3. Tony Perez moved to acknowledge
receipt of the letter and take no further action. The motion was seconded by Pat Szabo.
Jim Peterson, owner of Lot 5, Block 9, spoke in favor of retaining the priorities already
established to install water and sewer on Anton Way and Lilly Drive. Ray Boutwell, pastor
of the Monashka Bay Baptist Church on Anton Way, also spoke in favor of retaining the
previously established priorities and presented a statement from families of the Church
that he was speaking on their behalf (copy attached). Bud Cassidy, owner of Lots 6A
and 6A1, spoke in favor of retaining the previously established priorities so that a
temporary line crossing his property to service a lot across Lilly Way could be eliminated.
A roll call vote was taken: Tony Perez, yes; Pat Szabo, yes; Earl Smith, no; Jim Fisk,
yes; Okey Chandler, yes; Scott Arndt, no. The motion carried, 4 yes, 2 no.
5. Martha Randolph Request.
Martha Randolph, owner of Lot 5, USS 3100, Spruce Cape Road, requested that the Spruce
ape water main be upgraded. She described flooding in her home from a hot water heater

pressure relief valve that she felt was caused by extreme high pressue in the water main.
Dave Crowe explained that the topography of the line made it impractical to install pressure
relief valves. Scott Arndt said that the problem would be considered.
Ed Van Fleet arrived at 7:20 p.m.
There being no further business, the meeting was adjourned at 7:25 p.m.

Regarding: Tree on property line
During the recent water and sewer installation on Cliffside Road, the
roots of a tree located on the property line were cut. Subsequently,
this larger tree is now leaning at an angle against a smaller tree.
It is just a matter of time until the wind blows this larger tree down
and when it falls, it will hit the electric power lines crossing the
road near our front driveway. My husband would cut the tree down but
the angle at which the tree is leaning can not be corrected without
the use of equipment. Since this tree is on the property line and the
roots were cut during utilities installation, I am requesting the
service district to provide some assistance in cutting the tree.
