Item 1. Chairman Fisk called the meeting to order, at 7:42
p.m. in the Borough Assembly Chambers Conference room with
the following persons present:

Gordon Gould Tony Perez Martha Randolph
Scott Arndt
Staff: Dan Millard
Item 2. Randolph moved and Arndt seconded toyaccept the
minutes of the January 5, 1988 meeting as presented. Arndt
amended paragraph on of page three to read as follows:
"Arndt was verbally informed by Millard of the approved
location of the clean out. Arndt refused to install this
clean out, and installed a clean out at the ,function box
containing electrical and TV approximately 102 feet from the
property line on Lot 8. Arndt's reason for doing so was
that when Millard approved the clean out location on Lot 8
then anywhere on Lot 8 was OK and would allow for a future
driveway location."
Randolph seconded the amendment as friendly. The minutes
were accepted unanimously.
Item 3. No audience comments.
Item 4. Staff Report. Millard reported on a water leak on
Artic Tern that was causing a glacier on the road. The
school bus getting stuck was prompted the search for the
leak. Millard said that they opened the area around the
main looking for the leak. After two days they verified
that the leak was between Norton and Arndt's property.
Finally finding the leak on Bill Kyper's property and turned
of service to Lot 9, block 1, Island Lake Subdivision. The
question that staff asked as a result of this time spent
was: How does the Borough collect for prospecting for leaks
when they are finally found on private property. A brief
discussion followed with no conclusion.
Millard reported that Eperson's pump loop was installed
which was successful and cured the problem. Estimated cost
is $750 to $1,000.

Millard discussed work orders that had been requested for
driveway culverts on Woodland Drive, Sunset Drive, Bay
Circle and Sean Circle. The Board wanted these requests
held in order to look at the budget and the impact these
requests will have on it.
Millard presented information on the sewer gas leak around
the Cassidy and Ure residents. The board instructed Millard
to inform Ure that the SD intended to install a sealed lid
on the manhole and to make sure that his vents were working
properly so the house would not be gassed.
Item 5. A worksession on the work program and budget was
scheduled for February 22, 1988 at 7:30 p.m.
Item 6. Board Comments. Chairman Fisk requested that
future Agendas have Chairman Comments as a regular item
before Board Comments. Chairman Fisk reported that in
January 60 hours of snow removal was accomplished at about
$5,000. Fisk said that there were three complaints or
request for sanding or grading due to icy conditions.
Fisk recounted the driveway culvert requests described by
Millard.
Fisk identified the need for the board to establish a ditch
and culvert policy in the service district and also identify
where dangers exist because of the lack of barricades such
as Seabreeze Circle.
Fisk discussed the sloop of the Tana Lane and the icing
condition this creates.
Fisk presented two subdivisions for the boards review: Lot
2, Block 7, Miller Point, First Addition to Lots 2A and 2B;
and Vacate Lots 8A, 9A, and IOA, USS 3466 to Lots 9A-1 and
IOA-1. The board had no objection to either except that the
SD will not pay for Wagner's hook up to sewer.
Fisk reported that road signs are being put up and the stop
sign on Woodland Drive is still leaning and Felton will not
fix it. The Board told Fisk to just get it fixed.

Arndt commented on projects identified by Fisk and
questioned work orders because of overspending. He
commented further that the Woodland Acres problem will go
away when it thaws and Sunset problem will go away as soon
as Roberts hooks into the sewer. Hold off on all work
orders. Arndt ask if others agreed with which they did.
Smith commented that driveway culverts should be the property
owners responsibility.
Chandler commented that the board should not spend any more
money on snow removal.
Randolph commented on water leaks found on private property
are the owners responsibility, but that prospecting is a SD
cost. Property owners must be notified that they must fix
water leaks.
Perez commented that it is the policy of the SD not to
repair anything on private property.
Gould commented that there is a need for the board to come
up with a policy on ditches and the need for keeping clear.
