1984-06-04 Regular MeetingC Q_, r Kodiak Island Borough MINUTES SERVICE DISTRICT NO. 1 ADVISORY BOARD MEETING June 4, 1984 Chairman Scott Arndt called the meeting to order at 7:40 p.m. with himself, Pat Szabo, Baine Cater, and Jim Poulos present. A quorum was established. Also present were Jack Leet of URS Engineers; Dave Crowe, Borough Engineer; Dan Millard, Borough Construction Inspector/Liaison Engineer; and Al Burch, a resident of the Mission Lake area. The following items of business were considered: 1. Mission Lake: Jack Leet presented the final plans for the Mission Lake area water and sewer improvements and the completion of the Spruce Cape sewer, Project No. 84-1. Dave Crowe pointed out that main line water valves needed to be included on either side of the north Cut-off Road and Jackson Lane connections, and grinder pumps needed to be added for Lots 11 and 24, U. S. Survey 3101. PAT SZABO MOVED, AND JIM POULOS SECONDED THE MOTION, TO ACCEPT THE DESIGN WITH THE ADDITION OF THE GRINDER PUMPS AND WATER VALVES. THE MOTION WAS APPROVED UNANIMOUSLY. 2. Award of Water and Sewer Maintenance Contract: The only bid received was submitted by Alagnak, Inc. PAT SZABO MOVED, AND BAINE CATER SECONDED THE MOTION, TO RECOMMEND TO THE ASSEMBLY THAT THE CONTRACT BE AWARDED TO ALAGNAK, INC. THE MOTION PASSED UNANIMOUSLY. 3. Resolution No. 84-47-R: Scott Arndt explained the background behind this resolution, and subsequent discussion centered on such action being premature since all the old facilities had not been replaced. PAT SZABO MOVED, AND JIM POULOS SECONDED THE MOTION, TO RECOMMEND THAT THE ASSEMBLY NOT REMOVE THIS RESOLUTION FROM THE TABLE. THE MOTION PASSED UNANIMOUSLY. r Kodiak Island Borough r . Possible Annexation of Lots 20 through 23, Block 7, and Lot 4, Block 6, Monashka Bay Alaska Subdivision: Scott Arndt reported that five property owners have signed a petition requesting annexation to the Service District and connection to Project No. 82-2 utilities, but that he had requested them not to submit the petition until the Advisory Board had discussed the issue. Scott Arndt felt that the owners of Lots 21 through 23, Block 7, and Lot 4, Block 6, should be annexed and furnished with grinder pumps, if feasible. Jack Leet cautioned that installation of pumps on Lots 20, 21, and 22 may not be feasible where the houses are located due to the pumps having no head to pump against. Lots 21 and 22 could be served if gravity service lines are laid by the owners to the lower portion of the property where the pumps would then have adequate head to operate against. Scott felt that service to Lot 20 is doubtful because the house location does not allow a reasonable route for a gravity line to a possible pump location. PAT SZABO MOVED, AND JIM POULOS SECONDED THE MOTION, TO DIRECT STAFF TO ORDER FOUR ADDITIONAL GRINDER PUMPS FOR INSTALLATION AT SERVICE DISTRICT EXPENSE ON LOT 4, BLOCK 6, AND LOTS 21 THROUGH 23, BLOCK 7, MONASHKA BAY ALASKA SUBDIVISION. THE MOTION PASSED UNANIMOUSLY. The next meeting was set for July 2 at 7:30 p.m. in the Borough Conference Room, Second Floor, Borough Building. David C. Crowe, P.E.
