1984-07-02 Regular MeetingKodiak Island Borough ' SERVICE DISTRICT NO. 1 ADVISORY BOARD July 2, 1984 MINUTES Scott Arndt called the meeting to order in Room 201 of the Borough Building with himself, Pat Szabo, Baine Cater, and Ed Van Fleet present. A quorum was established. Scott presented an agreement signed by Art Bors and Greg Furin regarding construction of public sewer to provide service to Lot 4, Block 3, Miller Point Alaska Subdivision, First Addition, and finished by stating that Mr. Bors had informed him that they did not wish to proceed with the project at this time. No action was taken. Scott then brought up the question of annexation of Lot 4, Block 6, and Lots 20 through 23, Block 7, Monashka Bay Alaska Subdivision, and explained that the Assembly is split over whether to hold an election or to provide service by contract. Scott also stated that the owner of Lot 20 no longer desires to be included in the possible annexation. All present felt that services should be provided to Lot 4, Block 6, and Lots 21 through 23, Block 7, because these lots lie within 200 feet of public water and sewer facilities and their existing sewer systems drain toward Island Lake, but agreed that providing service by contract might be better (than annexation) until a larger area is proposed for annexation -- such as Lots 4A, 4B, 5, 6A, and 6B, Block 1, Miller Point Alaska Subdivision, Second Addition, fronting on Parkside Drive. Baine Cater moved, and Ed Van Fleet seconded the motion, to contract with the owners of Lot 4, Block 6, and Lots 21 through 23, Block 7, Monashka Bay Alaska Subdivision, to provide water and sewer service for the same monthly service charges (as charged to Service District No. 1 customers), plus any area -wide assessments. The motion passed unanimously. The next meeting was set for August 6 at 7:30 p.m. in the Borough Conference Room, First Floor, Borough Building. The meeting was adjourned at 8:30 p.m. avid C.
