March 4, 1985
MINUTES
The meeting was called to order at 7:35 p.m. by Chairman Scott Arndt in the
Borough Conference Room with the following members present:
Scott Arndt, Norm Wooten, Ed Van Fleet, Jim Poulos, and Okey Chandler.
A quorum was established.
Others present were Dave Crowe, Borough Engineer; Dan Millard, Construction
Inspector; and Jim Graham, Felton Construction Company.
Mr. Arndt then stated that the primary items of business were the review of the
bids which were received for Project No. 84-1 and Project No. 84-2 on February Z1,
1985, and asked the Borough Engineer to give a staff report.
Project No. 84-1:
Mr. Crowe reviewed the bid process, commented on his memorandum of
March 1, 1985, and explained that Resolution No. 85-26-R had been
prepared based on the recommendation from the Borough Attorney.
Ed Van Fleet moved to concur with the recommendation of Mr. Bolger,
and recommend that the Borough Assembly adopt Resolution No. 85-26-R,
awarding Project No. 84-1 to Brechan Enterprises, Inc. The motion was
seconded by Jim Poulos, and passed on a unanimous voice vote.
Project No. 84-2:
Mr. Crowe reviewed the bid process, commented on his memorandum
dated March 1, 1985, and explained that Resolution No. 85-27-R had
been prepared based on the recommendation from the Borough
Attorney.
Okey Chandler moved to concur with the recommendation of Mr. Bolger,
and recommend that the Borough Assembly adopt Resolution No. 85-27-R,
denying the protest by Kodiak Contractors, Inc. and awarding Project
No. 84-2 to Felton Construction Company. The motion was seconded
by Norm Wooten, and passed on a unanimous voice vote.
Chairman Arndt then explained that Borough Manager Jerome Selby had asked
that the Advisory Board consider the adoption of garbage collection powers for
Service District No. 1.

After considerable discussion, Okey Chandler moved to recommend that the
Borough Assembly adopt garbage collection powers for Service District No. 1.
Jim Poulos seconded the motion, which was unanimously defeated on a voice
vote.
The meeting was adjourned at 8:15 p.m.
