1990-02-06 Regular MeetingBayview Drive Road Service District Commission Meeting
On 2/6/90, the meeting was called to order by Ron Chase at 7:05 P.M. at the Bay -
side Fire Station. All members were present: Reed Oswalt, Dave Kubiak, Dawn Black,
Ron Chase and Randy Chase. Dave Kubiak read the minutes of the previous meeting
which were approved as read. Mr. Marle Brown, new road grader operator for Brechan
on Bayview Drive attended the meeting. Mr. Chase told Mr. Brown that we had been
billed $2900 for this last month, and we have a total yearly budget of $4,000. We
have only $667 left in our account, and that is due to the fact that we had over
$1,000 left in our account from last year. The precise amount left over had been
discovered by this Commission today when Dawn Black had been sent up to collect
this and other figures on balance sheets from the Borough Finance Officer. Mr.
Brown said that he was watched closely in his grading efforts by his immediate boss
Mr. Kozak, and he had felt that he almost neglected Bayview in comparison to other
roads which he also graded. He also said that if one does not take off snow now,
it turns to ice later. He felt that he should have been called out more often.
Members of the Commission informed Mr. Brown that until we overran our yearly
budget, we had not had the grader operator on a call -out basis during the last two
years. When to grade the road had been left to the previous grader operator's
discretion, and he understood we had a limited budget. This operator was recently
fired, however, and the Commission had not had a chance to talk to the new one.
Dawn Black said that we might need to consider raising our yearly budget. Reed
Oswalt said that it might just be an unusually hard winter, and traffic is heavy
due to buiding projects. The members felt that we should wait and consider this
matter after we had been able to further consider the outcome of this winter and
its grading requirements. Ron Chase said he had asked that our meeting be announced
on the radio so we could have more input from the community. Randy Chase said that
we might be able to get revenue sharing money from the Borough. Dawn Black said
she appreciated the grading now being done in the morning as opposed to in the
.afternoon, as it was often done previously. Ron Chase said that Dawn Black should
be thanked for getting the financial data from the Borough and that Dave Kubiak
should be thanked for typing last meeting's minutes. Dave Kubiak said there are
"licks" in the road which must be "hit" in the spring. One is past Chase's house
before coming out onto Monashka Bay Road, and there are two more between Eufemio's
and the other end of the road. Reed Oswalt said we had the same problem last year.
We have only 3 inches of top fill, and the frost is about 2 feet down. He suggested
that we try to get the road blacktopped. This will better protect the surface of
the road. Members of the Commission thought some of our road construction prob-
lems were due to the fact the $138,000 that was earmarked to be spent on construc-
ting our road was taken away to pave Bell's Flats roads. There is also the very
dangerous problem caused by the Borough not using the ten feet of additional
land it purchased from Reed Oswalt in order to make Bayview the required width at
the bend in the road by Chase's. The stump filled and settling area also has
deep gorges or ditches on each side which are extremely hazardous in the winter.
This Commission voted to request assistance from the Borough in these and other
matters last month, and Ron Chase said we need to pursue an answer from the Borough
on these matters listed in last month's minutes. The view down Monashka Bay Road
from Bayview is blocked by trees and brush which is not as required by law. Reed
Oswalt said that there should be 600 feet of clear view each way. There is also
presently a blocked culvert on Bayview which will probably be unblocked by a person
now doing construction, and the culvert at the entrance to Bayview needs attention.
Reed Oswalt said that he has some fill rock left from creating an entrance from his
property onto Bayview and would be willing to use it to fill the gorges at the bend
near Chase's. He thought the Borough owned the land, but Randy Chase said he owned
that land and after requesting some advice from the Borough and getting a suitable

and, probably, horizontal culvert or manhole, Mr. Oswalt could dui the fill into the Chase's gorge.
Members of the Commission felt that we need lots of fill for the "licks" but can't
afford it on our own. The Borough need to make capital improvements on Bayview.
Marle Brown said that we needed to say how we wanted our road graded. Ron Chase
said for Mr. Brown to leave a birm of snow high enough on the sides of the road so
that no one can Slide off the road. Mr. Brown said that is not the usual practice,
but he will do it. One member of the Commission had slid off the road and
high -centered on frozen snow this evening. Mr. Brown said he could go through Bayview
in a gearthatwould allow him to grade the road in less time and cost us less
money. He can also fix the "licks" easily in the spring. He added that at least
l inhabitant of Three Sisters Road had wanted him to grade the road down to "dust,"
and even though he hadn't gone to that extreme, the people on that road, like the
people on Bayview, were not happy with last month's bill. Bayview Commission told
Mr. Brown that we did not want Bayview graded down to dust, but to once again use
his discretion. Mr. Brown said that last month Safeway's parking lot was not given
higher priority than Bayview with the grader operator as has sometimes been the
situation in the past. In the heavy snows we've been having,Safeway is afraid that
grading might damage the blacktop, in any case. Reed Oswalt said that the State
had given the borough $100,000 for a sewer and water study of Bayview and that
Mayor Selby says that money is still available for that purpose. Members said to look
into using this money for this purpose as we pursue the blacktopping of Bayview.
Because our area is rocky it would be expensive to put in sewer and water. Some
places have concrete highways rather than blacktop due to new concreting technolo-
gies. Perhaps our own rock could be used for this purpose. We also need to more
vigorously pursue revenue sharing money this year than last year as we don't
believe we got any of these funds last year, members of the Commission said. Ron
Chase said he would go to the Borough tomorrow about using Reed Oswalt's fill in
the gorge and putting in a culvert. Reed Oswalt said we should use large rock to
fill around the culvert so water flow wouldn't be blocked. Ground water used to
stand in this area, but doesn't do so much now. Several years ago Madsens and
Oswalts had a water trench through this area. There is a spring that comes up in
the middle of Oswalt's new driveway onto Bayview which had to be rerouted.
Accounting fees at the Borough level for Bayview Road money are partially paid for
with the interest on our assessments.
