1989-12-13 Regular MeetingBAYVI EW ROAD SERVICE DISTRICT DECEMBER 13, 1989 GENERAL_ MEETING MINUTES I. CALL TO ORDER: 7:04PM II. ROLL CALL: Reed Oswalt, Ron Chase, Randy Chase, Dawn Black, David Kubiak Quorum established. No others in attendance. III. MINUTES OF PREVIOUS MEETINGS: None available. IV. OLD BUSINESS: A. Approval of Continuing Contract with Brechan Enterprises Inc. Brechan has asked for contract extension since contract was left unfinished with Crowe's resignation, according to Ron Chase. Dawn Black discussed other districts' agreements to avoid overtime. Ron Chase noted that overtime only applied to the man and not to the equipment. Discussion of last year's misbilling of Bayview for work done at Sawmill Circle. Lilly Way and other deadends are not part of the state system. Membership unanimously approved of extending the present contract with Brechan. V. NEW BUSINESS: A. Liability of Road Service District Board members. Ron Chase read a letter from the borough addressing the liability issue. Letter stated that we are covered under the borough's insurance policy. B. Safety Issues and Concerns. The liability issue caused board members to take a looK at Bayview Drive and Monashka Circle in regard to the obvious safety concerns. The following priority became apparent. 1. Ron Chase and David Kubiak noted that the exit from Bayview onto Monashka is obscured to the right, making safe exit to the left (the usual direction) very unsafe. Ron Chase went and cut the vegetation down in the summer, but it continues to have unsafe sighting to the right. Reed 2. Randy Chase noted the breakup of Bayview Drive across from Schauff's trailer, and the very deep Swale adjacent to it between Oswalt's and Yovino's. Reed Oswalt stated that the two problems were related. According to Mr. Oswalt the stump fill was never removed when the road was built, causing it to be unstable. Nevertheless, the road is narrow at that point and the grader must grade it flat in order to keep it passable during icy conditions, which causes the moisture to stay on the road and causes it to C C Bayview Road Service 2 0 soften. If it were graded with a good deal of crown, it would promote runoff, but without shoulders or a guard rail, the depth of the ditch (in excess of twenty feet) could be fatal to road users in icy weather. As this particular section of the raod is now, it is broken with holes, and is narrow. Being on a blind turn, vehicles tend to take the middle rather than risk the deep outside ditch, which is promoting yet another unsafe condition of head-on collision. Ron Chase noted another very dangerous place was above Eufemio's trailer at the junction of Bayview Drive and Monashka Circle, where vehicles trying to turn right onto Bayview from Monashka Circle are likes to slide off the road and down the steep embankment onto the Eufemio's lot. Dawn Black raised the safety concern over children on and near the road in the darkness of the morning and evening. Of special concern was the entrance to Bayview Drive where the kids often stand in the road at the bottom of a steep grade, and the way the busses stop in Otmeloi (Monashka Bay Road) presenting grave danger due to the poor vision, the curves left and right, the high speed of drivers, and frequency of icy conditions. Students would be markedly safer if the busses pulled off Otmeloi at the park and loaded and unloaded children out of the traffic. The street light there also marks their presence. Randy Chase moved that the borough be advised of this safety issue concurrence. 4. Reed Oswalt moved we continue our present officers for one year. Dawn Black seconds. Unanimous consent. 5. We all received a letter from Brechan in regard to driveway plowing. Reed Oswalt prefers to pay time rather than flat rate. 6. Reed Oswalt suggests the paving of Bayview Drive because it would eliminate the maintenance. Better access, no winter ice buildup. Discussion of water and sewer and paving as a future goal, especially the fact that the road is in such good condition (except for the breakup between Yovino, Oswalt, and Schauff). VI.
