CALL TO ORDER The special meeting of the Planning and Zoning Commission was called to order at 7:35 p.m. by Chair Knauf on March 27, 1996 in the Borough Conference Room. II. ROLL CALL Commissioners Present: Jeff Knauf, Chair Donna Bell David Neshiem Clarence Selig Darlene Turner Commissioners Absent: Jerrol Friend - Excused Roberta Scheidler - Excused A quorum was established. III. APPROVAL OF AGENDA Others Present: Bob Scholze, Associate Planner Community Development Dept. COMMISSIONER SELIG MOVED TO ACCEPT the agenda with the additions reported by staff. The motion was seconded and CARRIED by unanimous voice vote. VII. OLD BUSINESS A) Case S90-001. Planning and Zoning Commission review of phase one of the final plat, with proposed changes, (according to the letter of preliminary approval dated February 22, 1990) of the subdivision of Tract E, U.S. Survey 1682, creating Lots 1 through 4, Block 12, Lots 9 through 27, Block 13, and Tract E-1, Woodland Acres 8th Addition. Generally located in Woodland Acres, at the end of Gull Drive. P & Z Minutes: March 27, 1996 Page I of 3 BOB SCHOLZE indicated that the agenda for this special meeting was published in the local newspaper. He stated that this case was before the Commission now to meet a condition of approval, requiring Planning and Zoning Commission review of the final plat, and also because there were two changes on this plat from the preliminary plat. Those two changes were; 1) creation of a twenty (20) foot wide drainage easement, and 2) naming the two ponds within the subdivision. He pointed out that this was phase one of the subdivision, and final approval of this phase would allow the applicant to develop some of the lots now, with the rest of the development occuring at a future date, when the rest of the water and sewer utilities were made available. Staff recommended Commission approval of phase one of this request, and that all additional phases of this subdivision be returned to the Commission for review prior to final plat approval. COMMISSIONER TURNER MOVED TO GRANT final approval of Phase One, with proposed changes, as submitted on March 26, 1996, of the final plat (according to the letter of preliminary plat approval dated February 22, 1990) of the subdivision of Tract E, U.S. Survey 1682, creating Lots 1 through 4, Block 12, Lots 9 through 27, Block 13, and Tract E-1, Woodland Acres 8th Addition, subject to the remaining four (4) conditions of approval as well as the requirements of Chapter 16.50 [Final Plat] of the Borough Code, and to require that all additional phases of this subdivision be returned to the Commission for review prior to final plat approval. The MOTION was seconded. Even though the item was being heard as an old business item, CHAIR KNAUF closed the special meeting and opened the public hearing. Lee Russell, co -applicant, appeared before the Commission to express his support for this request. Jack Heuster, local contractor, appeared before the Commission to express his support for this request. Kevin Kin& hopeful property owner of one of the lots in this subdivision, appeared before the Commission to express his support for this request. Public hearing closed. Special meeting opened.
