BOARD MEETING
APRIL 28, 1998
The meeting was called to order by Chair Kevin Arndt at 7:30 p.m. in the Bayside Fire Department.

AUDIENCE COMMENTS
Robert Casey spoke of the petition that was being routed throughout the Woodland Acres/Sheratine
subdivision. The petition states, "We, the residence of Woodland Acres subdivision, request the Service
District 91 Board to authorize the placement of stop signs, and speed zone signs within the Woodland
Acres subdivision and access roads, E.G. Sharatine Road." Mr. Casey spoke of his daughter that was
recently run off the road and suffered a fractured wrist. He would like to see stop signs and speed limit
signs throughout the Woodland Acres subdivision. He stated that the State Troopers agreed to start
patrolling the area on a regular basis. Mr. Casey stated that there is one stop sign and one children at
play sign (which was purchased by a resident on Teal) currently within the Woodland Acres subdivision
with a few yield signs throughout. He noted that the drivers do not respond to the yield signs.
ACCEPTANCE OF AGENDA
Scott Arndt asked that Wilton White Way be added as OLD BUSINESS. Robert Greene moved to
accept the agenda as amended. Ed Mahoney seconded. Motion passed by unanimous voice vote.
APPROVAL OF MINUTES
Scott Arndt moved to accept the minutes of March 3, 1998. Robert Greene seconded. Motion passed by
ammous voice vote.
INANCIAL REPORT
ott Arndt moved to acknowledge the receipt of the Financial Report. Ed Mahoney seconded. Motion
passed by unanimous voice vote.
OLD BUSINESS
D1 Invoices
Kevin Arndt stated that he went to A-K Construction on 4/28/98 and all outstanding Service District #1
invoices are ready and should be sent out within a day.
Wilton White Way
Scott Arndt stated that at the last Service District #1 meeting the Board voted to not maintain the
easement portion of Wilton White Way. Mr. Perez came to an Assembly work session and said he
would like to appeal the Service District's decision. Jerome Selby said that there was no need to appeal,
that he is overruling the Service District. Wilton White Way will be maintained effective immediately.
NEW BUSINESS
Water problem on Lilly Drive
vin Arndt stated that a letter was received from Eileen & Pete Probasco (Lot 5C, Bk6) , Matt &
,egan Moir (Lot 5A, Bk6) and Craig & Linda Zimmer (Lot 6,4, Bk6) regarding drainage problems on
Lilly Drive.
Eileen Probasco spoke about the ongoing drainage problems that not only effect her lot but neighboring
lots also. Eileen gave a description of the current drainage route. She asked that the Service District
address this problem and re-route the drainage in this area appropriately by abandoning or blocking the
existing culvert under Lilly Drive.
Matt Moir stated that he would like to fence his yard but the drainage ditch encroaches approximately
10' onto his property.
Craig Zimmer spoke about the same water drainage problem. He stated that water drains into the lot he
is in the process of purchasing (lot 6A).
Kevin Arndt spoke about the possibility of installing a culvert on Balika to help correct the drainage
path. He also suggested cleaning the ditches, this may solve the problem vs. installing more culverts.
Robert Greene asked Eileen Probasco why a culvert was not installed under her driveway when the
house was built? Eileen stated that it was required by the Borough Construction Inspector when the lots
were developed and prior to final plat approval, but that the requirement was never enforced upon the
4eveloper. He was allowed to finalize and sell the lots without adequately addressing the problem. He
ovided a drainage plan, but no easements.
Ncott Arndt stated that the current drainage in the Lilly Drive area is the original drainage for the area.
Ae spoke of the responsibility of a lot owner and having to accommodate the water that drains onto their
lot. Ms. Probasco reminded him that property owners cannot impede or block natural water paths, but
Borough code allows that water can be re-routed and requires that easements be provided along those
paths. No easements were platted for the drainage of the water through any of the lots in question.
Scott Arndt suggested postponing this item until the Service District #1 Board has the opportunity to
look at the drainage plan for Ed Mahoney's subdivision prior to making a decision on this issue.
Jennifer Spencer felt that an engineer's recommendation would be helpful with this issue. Kevin Arndt
agreed and mentioned that he would speak with the Borough engineer, Chris Lynch.
Dust Abatement
The Board discussed the dust abatement options including a surface similar to the Hall Road in Bells
Flats. Kevin Arndt stated that Service District #1 spent approximately $40,000 last year on dust
abatement.
The Board decided to use calcium chloride for dust abatement. Scott Arndt suggested making a partial
order now and another order mid -summer. Kevin Arndt suggested purchasing two 20' flats of calcium
chloride. He stated that he would check with A-K Construction about storage.
ChId Mahoney motioned to order 2 flats of calcium chloride. Scott Arndt seconded. Motion passed by
unanimous voice vote.
Street Signs
The Board discussed the street sign problem throughout the Woodland Acres subdivision. Kevin Arndt
suggested putting in 3 stop signs and removing the yield sign at the intersection of Gull and Puffin.
Scott Arndt was concerned about putting speed limit signs up when there's not appropriate enforcement
available. Kevin Arndt felt that street signs are a good visual tool to help remind people to slow down.
Jennifer Spencer also felt that street signs were necessary, and the residents of the Woodland Acres
subdivision are concerned and voiced their concern by signing the petition. Scott Arndt stated that if
speed limit signs are installed in the Woodland Acres subdivision then the Service District #1 would be
responsible Service District wide for speed limit signs.
Ed Mahoney motioned to install speed limit signs on Puffin and Gull and children at play signs in the
Woodland Acres subdivison. Jennifer Spencer seconded.

City Annexation Plan
The City Annexation Plan was supplied for the Service District #1 Board to review. Scott Arndt did not
anticipate the Service District #1 Board taking action on the plan at this time. Scott Arndt felt that there
was good and bad points with the proposed plan but ultimately it is up to the voters. He also voiced
concern about the rural residents loosing the rural loan program.
There was Board discussion regarding the City Annexation Plan proposed options, etc. The Service
District #1 Board was in favor of consolidation. Scott Arndt spoke of what is happening on the
Assembly level with the City Annexation Plan.
BOARD COMMENTS
Scott Arndt stated that the Board should be looking at the potential number of street signs that would be
needed throughout Service District #1.
Robert Greene felt that signage is a good idea.
Jennifer Spencer spoke favorably for signage throughout the Service District.
d Mahoney was concerned about who was monitoring the driveway permits (including culverts) within
the Borough. Becky Lorentz stated that the Engineering and Facilities Director, Chris Lynch is
reviewing all driveway permits.
