Comprehensive Economic Development Strategy Committee Meeting

Approval of Minutes:
- Moved by Carolyn, seconded by Pam to approve minutes of the April 19th CEDS Committee
meeting with amendments. Carried.
Sub -committee Reports:
1) Transportation - Murphy Forner
- Tony Lara's plans have been delayed for approximately 2 months. He should be in
operation by late July.
- The Collings Foundation will have a B24 and a B 17 WWII bomber in Kodiak from
July 1 - 3`a.
2) Communications - Jeff Derrickson
- Presented the Bandwidth survey that will be sent to various organizations/entities on
Kodiak Island to determine bandwidth requirements over the next 10 years.
- Pirelli Jacobson has been hired by scntel to do a feasibility study on a terrestrial cable.
- Statewide communications system is up for bid.

New Business:
- The Board reviewed the following sections of the CEDS Document: Assets and
Opportunities, Liabilities and Constraints, and Goals, Objectives and Strategies. The
following comments were made:
- Make sere our plan is in line with the State Plan.
- Consider including the Alaska Host Plan under the Visitor Industry section.
- Use "Kodiak Region" whenever referring to Kodiak
- More input required from outlying communities on their goals and objectives
- The City of Kodiak and the Kodiak Island Borough will review the document at their
July 171h joint work session.
Board Comments:
- Mike Machulsky - he has heard only great comments about Kodiak from all the
visitors to the island that he has encountered.

As part of our efforts to improve the telecommunications capabilities on Kodiak Island, the
Communications sub -committee of the Economic Development committee of the Kodiak
Chamber of Commerce has been working with Kodiak Electric Association and Kodiak Wireless
to investigate the possibility of accessing a reliable high bandwidth route. This includes
assessing the telecommunication needs of local business, government, and medical entities and
education organizations.
One of the mandates of the Kodiak Chamber of Commerce is to attract new businesses and to
improve the existing environment for those businesses currently operating on Kodiak Island. We
feel that our ability to attract new ventures to Kodiak Island is substantially limited by our
present satellite -based communications system.
_ Having terrestrial connectivity will allow business, government, medical and education entities
greater access to bandwidth intensive applications such as PC -video conferencing from home
and office, enhanced video services, distance education and telemedicine. Residential users will
notice the absence of delay commonly found in satellite -based telephone calls, and should
experience faster throughput speeds on Internet and data applications.
In order to determine if in fact there is a need for more bandwidth on Kodiak Island, we ask that
you complete the attached survey and return it to the Kodiak Chamber of Commerce via mail or
fax (486-7605) by July 16a'. We need to know your present requirements, as well as your 5-year
and 10-year forecasted requirements. Once the input is collected, a report will be prepared for
distribution to all telecommunications providers and should furnish the basis for future analysis
by the telecommunications industry.

to change. Current tariff prices for terrestrial (not satellite) bandwidth are as follows:

l Port Lions Proiect
The grant application for funding to cover a feasibility study for the project that was submitted to
First Alaskans Foundation was not selected for funding. I was advised of funding that may be
available under the USDA Rural Development Community Facilities Program. There is funding
set aside to cover professional services for a specific community project. Deadline for
application is August 15.
Southwest Alaska Municipal Conference
I attended the SWAMC Spring Conference in Unalaska from May 9 - 12. A major portion of the
conference was dedicated to the process of how to distribute the disaster relief funding. Two
public meetings were held in June during the North Pacific Management Council meetings in
Kodiak. Approximately 500 people attended the meetings, representing the cannery workers,
seafood processors, catcher vessels and local businesses. At each of these meetings, there was
universal support for the concept of creating committees representing the Central Gulf of Alaska,
Western Gulf of Alaska, and Bering Sea/Aleutian Islands fishery areas to work out individual
distribution plans. These negotiated plans would then be submitted to the SWAMC board for
approval. Under this concept, the committees would consist of various industry sector and
community representatives. Additionally, a CDQ representative would be selected from the
Aleutian Islands/Bering Sea sub -region. It is important to note that although the SWAMC board
intends to distribute the Steller sea lion mitigation funds by September of this year, the Board has
not made any decisions regarding the distribution methodology.
MainStreet Kodiak
The database to be used to inventory the downtown businesses has been developed and data
entry is progressing at the MainStreet Kodiak office. The data will be used, in part, to identify
"business holes" and will assist in the determination of what products/services are needed in the
downtown core.
CEDS Document
I have been working on the revision of the Kodiak Island Region Comprehensive Economic
Development Strategy document. EDA requested a revision of the document that was last
submitted in July 1995.
Threshold Services, Inc.
This organization was developed to provide employment training, supported job placement and
skills enhancement for disabled community members. Recently two positions were added to the
organization: Support Specialist and Job Coach.
Kodiak Launch ComDlex Advisory Group
The mission of this group is "to facilitate communications between the AADC Board of
Directors and the communities of Kodiak Island Borough, to keep the AADC Board of Directors
appraised of community concerns and impacts of the launch site on the community." We meet
regularly to discuss issues of concern and to meet with representatives from the aerospace
industry and military personnel. Most recently, we have met to discuss the draft Environmental
` Assessment for the U.S. Army and Missile Defense Command Proposal for the North Pacific
Targets Program.
