1995-03-02 Regular Meeting-.Y/.D3p Kodiak LEPC Meeting Minutes March 2, 1995 The Kodiak LEPC met at 3:00 p.m. on Thursday, March 2, 1995, in the City Manager's conference room following the quarterly Emergency Services Organization meeting. Present were LEPC members Gary Bloomquist, Corky McCorkle, George Weaver, John Chya, Mike Dolph, Andy Nault; alternates Linda Freed and Jeff Young; staff Barbara Rudio, and guest Alan Blume. Gary Bloomquist announced that a recent appointment to the LEPC, Gerald Halvorson, no longer lives in the Kodiak area. He asked Linda Freed or Jerome Selby to be responsible for finding a village resident to nominate as a representative of the public at -large. Under new business: 1. Linda Freed moved and John Chya seconded a motion that allows the LEPC to have alternate members. The motion carried. 2. George Weaver moved and Andy Nault seconded a motion that allows the alternate LEPC members to vote. The motion passed. Alan Blume of the USCG Marine Safety Office, Anchorage, led a short discussion on the establishment of a joint marine firefighting (?) contingency plan for the area. He stated that the Coast Guard would respond as the federal on -scene coordinator in the event of an off -shore hazmat incident. Linda mentioned that the area plan is vague. She further stated that the plans of individual operators should be consistent with the area plan. The borough reviews. individual operating plans. Mike predicted that eventually, ideally, the area plan will indicate what we can do and where. Any incident going beyond our limit will be turned over to the Coast Guard or another agency. Blume wrapped up the discussion by stating that the Coast Guard will work with the ESO and provide assistance. Chairman Bloomquiest will appoint someone to take minutes of the LEPC meetings.
