CALL TO ORDER AND ROLL CALL - The meeting was called to order at 7:40 p.m. in the
Borough Assembly Chambers.

1. Len Grothe extension.
Len Grothe the letter I submitted says it all basically.
Mrs. Strickert testimony will be limited to two (2) minutes each.
Tom Simmons for the extension as we would like to purchase 4 of the lots in Woodland Acres

Mrs. Crowe what is the status of selling lots before a plat is recorded?
Mr. Crowe Borough Code and State Law state that no offering shall occur before the land
is platted.

2. Don Gott motion revision.
Don Gott would like original motion restated as follows "no further building improvements,
unless Lot 24A is to be connected to a public sewer."
Mrs. Crowe have you talked to Jackson's about hooking into their system?
Don Gott there would not be much of a cost break that way.
Discussion between the Commission members and Don Gott on taking to Jon Smee to possibly
hook into his system which will hook into the City system.
Mrs. Strickert would you be will to talk to Jon Smee?

4. PUBLIC HEARING ON CASE 83-008. A request for a variance from Section 17.18.040(C) to
permit the construction of a kitchen addition which will encroach 10 feet into the require

Mrs. Crowe I voted no because there are no unusual circumstances to grant a variance,
it would be setting a precident and there are other ways to gain square footage.
Mr. Briggs voted yes because a precident is already set for accessory buildings in the
rear yard.
Mrs. Strickert voted yes, concur with Mr. Briggs.
Mr. Gregg voted yes, concur with Mr. Briggs.
Mr. Rennell voted no and concur with Mrs. Crowe.
Mr. James voted no and concur with Mrs. Crowe.

Mr. Walton contractors are asking for relief.
Discussion between the Commission members and Mr. Walton on changing lot areas per
dwelling units.
Discussion between the Commission members and Mr. Walton on the difference between site

Mrs. Crowe under Section 17.20.080 change 5 or more dwellings to a tri-plex for site
l plan review by the Planning Commission.

Mr. James under area requirements change #4 from 2,000 square feet to 1,600 square feet.

Scott Arndt I have a problem with submitting a site plan to the Commission for anything
larger than a tri-plex, that is why wewhave staff.
Discussion between the Commission members and Mr. Arndt on lot area square footages and
when to submit a site plan to the Planning and Zoning Commission for approval.
Mrs. Strickert closed the public hearing and reopened the regular meeting.
Mr. James change the square footage on four plexes to 2,000 square feet.
More discussion on land square footages for building types between the Commission members.
Mr. Briggs would like to see mobile homes permitted in R-3 zones.

Mr. Gregg moved to table an ordinance amending Chapter 16.20 on subdivision
standards by creating park dedication requirements until April 1983. Secon

16. PUBLIC HEARING ON CASE 83-010. Parks and Recreation Committee's proposed park

Mr. Briggs I would like to be excused from this case as I am a member of the Parks
Committee.

Mrs. Strickert closed the regular meeting and opened the public hearing.
Pat Briggs member of the Parks Committee, explained briefly about the four (4) proposed
park areas.
Mrs. Crowe how much in your budget?
Pat Briggs 160 thousand.
Mr. Rennell are three wheelers excluded from the parks?
Mrs. Strickert do you have an area for three wheelers?
Dorothy Holm member of the parks committee, hope you support our recommendations.
John Sevier member of the parks committee, would like to have a year round park also.
Mrs. Strickert closed the public hearing and reopened the regular meeting.
Mrs. Crowe what is a park developer?
Pat Briggs they are like an engineer.
Mrs. Crowe good plan, would like to see some local people help work on the park layout.
Mrs. Strickert would like to see local people involved.
Mr. Crowe volunters are fine, but construction plans must be done by a professional.
Mrs. Crowe moved to approve and recommend to the Borough Assembly the four (4) areas

Mrs. Strickert consensus of the Commission is that the subdivision
died at the end of
the six 6 month preliminary approval period.
Mr. Crowe Mr. Grothe is correct we did not advise him that the six
coming up prior to the expiration. We did infact notify him after
month deadline was
preliminary approval
was granted of the six month time period.
Discussion between the Commission members and Mr. Crowe on other subdivision cases
which have expired due to the six month time period.
Mrs. Strickert legally we can not act on this as the time limit has
expired.
Mr. Crowe no public hearing is required on preliminary plats.
Mrs Crowe moved to grant prelmiriary subdivision approval to cases
S-82-005 and S-82-016
