Omar Stratman would like the Planning and Zoning Commission to grant final approval
to my subdivision in USS 5701 as all the required conditions have been met.
14rs. Crowe we do have a deadline for submitting items for the agenda so that staff
has enough time to review the item.
Mr. Ball I think we should act on this tonight.
Omar Stratman presented the final plat showing that the 5 conditions had been met as
required by the Borough Engineer.
Mrs. Crowe suggested items 3, 4, 5, and 6 be acted on together.
3. PUBLIC HEARING ON CASE 82-092. A request for a land lease on portions of Sections 19,
20, 27, 28, 29, and 33, T24S, R24W, S.M., Raspberry Island, Onion Bay for grazing
horses and goats. (Amariah Outfitters)
Mrs. Crowe closed the regular meeting and opened the public hearing.
Robert Burgy would like to know how much land is involved as I have land over there also
Mrs. Crowe do you have any acreage figures?
Mr. Walton not at this time.
Discussion between the Commission members and Mr. Walton on leasing policies.

Paul Lorring would not like to constrict Mr. Burgy in any way. Would like to put up
a single family residence.

Monashka Bay. Timberline, Inc.)
Mr. Ramaglia I would like to be excused from this as I feel I have a conflict of
interest in this case.
Mrs. Crowe that is fine.
Mrs. Strickert does this need to go to the City Council?
Mr. Walton no it does not.
Mrs. Crowe closed the regular meeting and opened the public hearing.
Shawn Dillion presented petition with 29 signatures opposing the requested. Land is
fragile. Defined the meaning of fragile.
Mr. Ball what is the beach like?
Shawn Dillion the beach would be wiped. out.
Mrs. Strickert you mentioned the sanitary landfill.
Shawn Dillion road would go through the sanitary landfill.
Mr. Hill would you object to the public using this road?
Shawn Dillion I don't think it is really feasible to put in a road in that area as
roads are hard to keep up and to maintain. The sawmill has other road alternatives.
IDiscussion between the Commission members and Shawn Dillion on other areas to use
for log landing.
Richard Diemer against the request. Wetland area, ducks and fish in this area. Need
to get permit from Corp of Engineers to fill in the swamp area.
William Missal land is fragile - everytime there is a storm the beach changes (6 or 7
months out of the year)

Peter Bollenbacher small beach, very steep, would ruin beach if road was put in.
Bill Swearingin road will ruin beach, when you start cutting trees you leave it open
for the wind to blow down surrounding trees.
Cathy Cordry when will the public be able to use the road? Will we be assured that all
the requirements will be met?
Mrs. Crowe that will be looked into.
Bob Aldrich used as recreation area.
Robert Burgy against, should be consistant with land use planning.

William Bulen beach must be protected. Dump will not always be there, eventually it
will all be a park.
Len Grothe associated with Timberline. The reasons we are asking for this request is
to salvage timber from Ouzinkie and we want to also stay out of the public's way.

Len Grothe we could continue to use Pillar Creek.

8. PUBLIC HEARING ON CASE S-82-028. Preliminary subdivision development schemes, boundary
and topographic survey and municipal land disposal grant program. (Kodiak Island
Borough)
Mr. Crowe introduced Bob Barrett of Art Witman Associates.
Bob Barrett presented an indepth explanation of the three (3) subdivision schemes
parks, lot sizes and road design) how arrived at and why the configuration of the
lots and the roads.
Mr. Crowe explained indepth alternative #4 which is a combination of various portions
of alternatives 1-3.

Mrs. Crowe called a recess at 9:25 p.m. the meeting was reconvened at 9:40 p.m.
Mrs. Crowe we are not accepting testimony on the airport closure just the subdivision
schemes.
Mrs. Crowe closed the regular meeting and opened the public hearing.
Valere Gardner presented petition with 50 signatures to provide for more park area.
Suggested tabling until parks are looked into more. Would like to see the 16 acre
park around Island Lake.

Valere Gardner at least 6 months.
Mrs. Strickert how big of an area would you like to see?
Valere Gardner at least 16 acres.
Mrs. Crowe read the petition from Valere Gardner.
Larry Nicholson Pilots Association. opposed to alternatives 1-3, alternative #4
more acceptable.
Stan Baltzo Pilots Association. We do not see aviation proposed in any of the three (3)
proposals. DOT meeting on aviation 10:00 a.m., October 21, 1982. We would like to
see Lots 3A-11A used for aviation purposes.
Mrs. Strickert why has this not been brought up at other meetings?
Stan Baltzo not usually sent a notice.
Ralph Wright Flyrite. Would like to see these plans tabled, there needs to be a
permanent place for the municipal airport. State does not have plans for a float
plane base. Would like to see the industrial zoning deleted around the airport.
'— Mr. Gudenau what lots are you referring to?
Ralph Wright basically the lots adjacent to the runway.
Sidney Cathy would like to see greenbelts around the industrial land.
Mrs. Crowe business zoning along Mill Bay Road.
Martin Eaton good job for planned development, would like to see larger lots and more
parks.
Wayne Coleman Beaver Lake property owner. In favor of development. Alternative #2 -
no road on southerly end of Beaver Lake. Lakeshore Drive - mini -parks. Alternative
#4 - Benson Avenue - relocate to meet with Smokey's dump road.
Kathie Short Alternative #2 most favorable, would like to see more parks. Should not
use steep land for residential use.
Mike Vivion Fish and Wildlife - aviation is the best use for this area.
Bob Stanford Island Air Service look into aviation uses for this area.
Darsha Ballenger more parks, lots should be larger than 1/4 acre.

Mr. Ramgalia delet the road by the runway, show the runway as the runway. Should be
smaller lots.
Mrs. Crowe there are approximately 50 industrial lots and 150 rural residential and
residential lots.

Mr. Crowe we would like to have this completed by December 31, 1982 but we are
approximately 2 months behind.

important part at this point.

Mrs. Crowe explained that the meeting was a continuation of the recessed October
20, 1982 meeting.
1. PUBLIC HEARING ON CASE S-82-028. Prelminary subdivision development schemes,
boundary and topographic survey and municipal land disposal grant program. (Kodiak
Island Borough)
Mr. Ball explained the map the Commission came up with at the October 21, 1982
work session.
Mrs. Crowe does this go to the City?
Mr. Crowe yes, it does.
Mr. Hill what about B.P.O.E.?
Mr. Crowe it is an access easement.
Mr. Ball we re -aligned the road to take into account the existing City leases.
Mrs. Crowe any remarks on the sewer?
Mr. Ball we took into consideration the probable course the sewer would follow.
Mrs. Strickert why does this go to the City?
Mr. Crowe the City owns part of the land involved.
Mr. Ball moved to pass recommendations to the Borough Assembly and City Council
on preliminary subdivision development schemes, boundary and topographic survey
and municipal land disposal grant program with the following comments from the
October 21, 1982 work session and the ma that was prepared from tat wor
session: 1 using Borough Engineer map - alternative #4, Selief Extension accept-
able, with north boundaries of #1 making Rural Residential lots 30' larger;
2 increase right-of-way to 100' through industrial area bordering on both roads
to Benson Extension; 3 re-ali nin Benson; 4 !)Sul-de=sac off Selief o.k. - 60';
5 Swam Lane o.k. er ma #4; 6 Vista View; 7 Wilderness Loop extended to
edge of Borough property to pickup existing lots; 8 Land from northwest
boundaries of KCC to Benson extension industrial line to Mill Bay Road will not
be platted 9 Smokey's Industrial Road ok per map #4; 10 Lots and parks to
be left until later except around lake, Rural Residential or lar er lots where
the terrain warrants, sewer and water - residential lots - smaller; 11 raise
Beaver Lake 1 foot. Seconded by Mrs. Strickert. Motion PASSED with a 6-1 vote
with Mrs. Strickert, Mr. Ball Mrs. Crowe Mr. Gudenau, Mr. Hill and Mr. Ramaglia
voting YES and Mr. Briggs abstaining.
2. PUBLIC HEARING ON CASE 82-100. An Ordinance enacting Chapter 17.02 of Borough Code
on Comprehensive Plans. Community Development Department)
Mr. Walton explained the purpose of the ordinance.
Mrs. Crowe why is the Capital Improvements Program listed?
Mr. Walton explained why the Capital Improvements Program was listed.
Discussion between the Commission members and Mr. Walton on possible clarifying
the use of the Capital Improvements Program.

COMMUNICATIONS
1. Ordinance No. 82-34-0. An Ordinance of the Kodiak Island Borough Assembly
enacting Chapter 17.53 of Borough Code on Recreational Vehicle Parks.
Mrs. Crowe length of stay should be 90 days to avoid conflict with the Uniform
Building Code.
Mr. Ramaglia setback should protect neighbors.
Discussion between the Commission members and Mr. Walton on Code requirements
for setbacks.
Mrs. Crowe construction plans should be approved by the Planning Commission.
Mr. Ball moved to pass Ordinance 82-34-0 to the Borough Assembly as prepared and
