Page 1 CALL TO ORDER AND ROLL CALL - The meeting was called to order at 7:40 p.m. in the High School Library. COMMISSIONER'S PRESENT Virginia Crowe Tim Hill Dan James Jo Ann Strickert Quroum was established. 1. MINUTES - October 20, 1982 October 25, 1982 COMMISSIONER'S EXCUSED Ron Ball Pat Briggs Jerry Gudenau ALSO PRESENT Will Walton, Director of Community Develop Joanne Jones, Planning Secretary Mr. Hill moved to glace the October minutes under item #15. Seoonded by Mrs. Strickert Motion PASSED by unanimous voice vote. 2. SPECIAL ORDER OF BUSINESS - Election of Officers Mr. Hill moved to postpone action on this until December 15, 1982. Seconded by Mrs. Strickert. Motion PASSED by unanimous voice vote. 3. APPEARANCE REQUESTS WITH PRIOR NOTICE AND AUDIENCE COMMENTS - None. 4. PUBLIC HEARING ON CASE 82-116. A request for an exception to permit the construction of a pre -fabricated sixteen 16 person dormitory to house temporary construction workers on Lot 2, Block 1, Tract M, USS 3218. (Alagnak, Inc.) Mr. Walton presented the staff report prepare by the Community Development Department. Mrs. Crowe closed the regular meeting and opened the public hearing. Steve Tolton employee of Alagnak, for the request. Mr. James what about sharing housing with the canneries? Steve Tolton we have had problems with that in the past. Mrs. Crowe would you follow this site plan? Steve Tolton yes we would. Discussion between Mrs. Strickert, Mr. Hill and Steve Tolton on putting in a laundry facility/snack bar. Steve Tolton not really wanting to put in a kitchen due to the cost involved. Mrs. Crowe if at a later date Alagnak wanted to expand this facility, would they have to come back to us? Mr. Walton yes they would. Mrs. Crowe closed the public hearing and reopened the regular meeting. A request for a variance to permit the construction of a front deck which will encroach 10' into the required front yard, (the deck will be off the ground) on Lot 6, Block 4, Baranof Heights Subdivision. (Wes and Debra Wiley) Mr. Walton 72 public hearing notices mailed out and 1 returned as a non -objection. Mrs. Crowe what is the distance from the back of the house to the rear lot line? Mr. Walton 119 feet. Mr. Hill is there a steep grade in the back? Debbie Wiley a little, we also have plans for the back yard. Mrs. Crowe if allowed, encroaches 10' feet into front yard, then other lots could use that as their front yard line? Mr. Walton that is partially correct. Mrs. Crowe closed the regular meeting and opened the public hearing. Debbie Wiley would like to have the deck in the front yard as that is where the sun is, it would give our kids a safe place to play and we could park under the deck. Mrs. Crowe how many parking spaces are needed for a duplex? Mr. Walton 4. Mrs. Crowe closed the public hearing and reopened the regular meeting. Mrs. Strickert I voted NO as I did not feel there were any special conditions to allow the deck in the front yard as there is plenty of room in the rear yard. Mrs. Crowe voted NO for the same reasons as Mrs. Strickert. Mrs. Crowe informed Debbie Wiley that she had a 10 day appeal right to the City Council. 6. PUBLIC HEARING ON CASE 82-113. A request for a land lease on USS 2539, Tract A, Section 2, T29S, R21W, S.M. Calvin Huggard) ickert moved to table a requ no Commission in Jan on PASbEU by unanimous ro 2539. Tract A. Section 7. PUBLIC HEARING ON CASE 82-123. A request for a land lease on T24S, R24W, S.M., Rasp- berry Island, Onion Bay for a 5 acre homesite. (Melvin H. Bonner) Mr. Walton one of the problems with this request is that the applicants have placed their request over Smokey Stover's patented land. Mr. Hill what about acting on all the other lease applications we tabled in this area? Mrs. Crowe closed the regular meeting and opened the public hearing. Peter Holm looks to be over Stover's area. Discussion between Mrs. Crowe and Peter Holm on acting on all the leases that have been tabled in this area. r. PUBLIC HEARING ON CASE 82-124. A request for a land lease on T24S, R24W, S.M. on Raspberry Island, Onion Bay for a 5 acre homesite. (Leola J. Bonner) Mrs. Crowe the public hearing and staff report on this item were held under the previous case. Discussion between the Commission members and Mr. Walton on bringing up the other land lease cases in this area at the December meeting. Mrs. Stricker stated that the applicants should be notified. 9. PUBLIC HEARING ON CASE 82-127. A request for a 5 acre land lease north of USS 1738 in Section 34, T19S, R20W, S.M. for a homesite. (Robert Voelker) Mr. Walton we would like to see this case tabled so we can do some more research. Mr. Tubbs' letter points out some problem areas. Mrs. Crowe closed the regular meeting and opened the public hearing. Robert Voelker explained how he acquired the cabin and his intentions. Mr. Hill squatters have no rights. If the State says to leave you must do so. Mrs. Crowe could this be brought up in December? Mr. Walton we need to find out where the cabin in question is located. Mrs. Crowe closed the public hearing and reopened the regular meeting. 10. PUBLIC HEARING ON CASE 82-136. Public hearing on the Kodiak Island Borough land disposal program. Community Development Department) Mr. Walton presented the staff report prepared by the Community Development Department. Discussion between the Commission members and Mr. Walton on the steps to take to prepare the land for sale. to adopt Commission Resolution 82-136 as prepared by staff. unanimous 11. PUBLIC HEARING ON CASE 82-107. Public hearing on the draft 1983-1988 Capital Improve- ment Program. COMMISSIONER'S COMMENTS Mr. Hill moved to approve the October 20 1982 minutes with one (1) correction - change October 10 1982 date on page 1 to October 20 1982 meeting. Seconded by Mrs. Strickert. Motion PASSED by unanimous voice vote. Mrs. Strickert welcomed Dan James to the Commission, also will be out of town December 8-22, 1982. Mr. James nothing. 18. DEPARTMENTAL REPORTS 1. Mr. Walton documenting cars parked between Tony's and the Center Street Plaza in fire lane to see if something can be done. Discussion between Commission members on getting a report, for the December meeting on the Rasmussen trailer park. 19.
