received in objection to the rezoning which has be included in your packet.

one of the lots.
Dave Odell Box 2062, opposed to the rezoning. Would like to see the area stay
with larger lot sizes.
Mr. Ramaglia what is the average lot sizes out in that area now?
Mr. Odell from 1 to 5 acres.

Mr. Hill 40,000 square feet.
What is the smallest size lot?
Morris Lee sewage problem, no water supply except from two lakes.
Cliff Stone Box 2191 against the rezoning. Would rather see the lots rezoned to
no smaller than 3 acres.
Jan Pennington Pouch K - live at Mile 35 Chiniak. Agree with sewage problems.
Other danger would be that we do not have a Comprehensive Plan for the area.
Discussion between Mrs. Crowe and Jan Pennington on the steps to follow in
preparing a Comprehensive Plan for that area.
Mrs. Strickert the Comprehensive Plan does not need to be done by a consultant
and could possibly be done in-house.
Mr. Ramaglia Rural Residential does not mean that the lot has to be 1 acre. It
can be larger.
Janet Lee live at Mile 3512 Chiniak. Why does Mr. Stratman wish to change the
zoning? Would rather see the lots larger than 1 acre.
Mrs. Crowe explained to Janet Lee what the request was about and that Mr. Stratman
could subdivide as low as 40,000 square feet. Further discussion continued on why
some of the Conservation lots vary in size from 1 acre to 5 acres.
Janet Lee I would like to see an environmental impact statement done.
Mrs. Crowe Dave, could you explain the procedure to subdivide land?
Mr. Crowe explained the procedure for subdividing land.
Helena Schwiete live at Mile 34, bought the land in 1964. Would like to see
the lots stay at 3 acres or more.
Omar Stratman Box 2376 bought the land for cattle grazing, since the area has
grown so much I can't keep up with all the dogs so I decided to subdivide and
sell the land. The smallest parcel would probably be 12 acres in size.
Mr. Ramaglia would you consider setting a minimum lot size of 21-, acres?
Omar Stratman I have been contacted by several people who wish to purchase 12
acre lots. There is a stream that flows through the 76.62 acres. I would be
willing to subdivide the lots into 21-, acre lots if the people who are interested
in purchasing them would agree to 2z acres.

Mr. Ramaglia can we restrict the lot sized in rural residential areas to 2 acres?
Mrs. Crowe we can't really restrict the sizes as the code has specific lot sizes
for rural residential lots. Most of the lot sizes vary anyway for rural resident-
ial lots.
Discussion between the Commission members on what the zonin.a is around the area
in question.

REASONS FOR DENIAL:
Mr. Hill we do not need the same problems in this area as we have in other areas
in the Borough. Would like to retain the safety of the area.
Mr. Ramaglia voted NO because of the public testimony as most of the people. to
be involved would rather see 2Z acre lots as the smallest.

6. PUBLIC HEARING ON CASE 82-057. A request for an exception from Section 17.21.010(G;
Uses Permitted to permit an R/V Camp Groud and a mobile home park in a business
district on Lot 24, Block 1, Russian Creek Alaska Subdivision. (Kay Marshall)
Mrs. Crowe explained that this request is only for the R/V park. Not the mobile
home park.
Mrs. Crowe closed the regular meeting and opened the public hearing.
Brent Mackie would like to see the development plan for this proposal.
Mr. Hill showed Mr. Mackie the development plan.
John Burt lives on Tract L. Opposed to the request for several reasons, sewer
problems, more people and would like to see 40,000 square foot lots.
Shelly Long Opposed to the request, sewer problems, too many people, trash that
will be left behind and an increase in vandalism.
Mrs. Crowe don't you think that if we offer a place for these people to stay it
will help to clean things up?
Shelly Long it sounds logical, but I don't know if people would really follow
the rules. I slao have a letter from Mr. and Mrs. Huges who are also against
this request.
Mike Rasmussen we need a place to put these people.
Ken Sikora would like to have other public hearings on this.

Mrs. Crowe if this is approved there should be a condition that the sewer and
water placement be installed before final approval will be granted. In the
Comprehensive Plan for the Womans Bay Area this area was set aside for small
businesses.
Discussion on placing small businesses with homes or apartments on the top of the
business.
Mr. Ramaglia future planning should be done for Tsunamis.
Mr. Hill I do not think this goes along with the Comprehensive Plan that the
Womans Bay Community submitted to us.

Mrs. Strickert how do you get access to the back part of this land?
Mike Rasmussen pointed out the 4 ways to get to the property. Most logical will
be off of Mill Bay Road.
Discussion between the Commission members and Mr. Rasmussen on access to the
property.
Bill Waibel PKS Employee. I will be a resident of this park if it is approved,
we would like to have our families here with us. There will be approximately
27 families involved.
Mrs. Crowe would you expound on the family size and age of the children.
Bill Waibel family size would be approximately 3 people oldest child I believe
would probably be age 5.
Kermit Reppond for the exception.
Mrs. Strickert are you looking at this as a way to move you mobile home?
Kermit Reppond yes.
Art Johnson not entirely against this. Good location for a business. Should
provide a place to live for people coming to work here temporarily.
Mrs. Crowe what zoning do you think should be used for mobile homes?
Art Johnson it should adhere to the Comprehensive Plan.
Joan Johnson land designated for business, I would hate to see it changed to
residential.
Mrs. Crowe the land would not be changed.
Joan Johnson would like to see it remain business.

Mr. Ball isn't this the most favorable comment notices we have received?
Mr. Walton yes.
Mr. Hill the development plan must come back to us.
Mrs. Strickert will this park be open to the public?
Mike Rasmussen it depends on how many spaces I have available. If I have the
space I would like to let others use it.
Mr. Ball all the trailers that will be put in will be in top condition?
Mike Rasmussen that is correct.
Mrs. Strickert would people have to purchase the mobile home from you?
Mike Rasmussen I do not want to be in the mobile home business. I just want to
offer a place to put them.
Mrs. Crowe is it good planning to allow a mobile home park in a business district?
Mr. Ramaglia if granted, can these mobile homes be uses as businesses?
Mr. Walton they probably could, you may wish to make it a condition that
business uses be restricted.
Mr. Briggs we should stick to the Comprehensive Plan.
Mr. Hill would not like to totally shut off the other business area.
Mr. Briggs I would like to abstain from voting on this case.

park proposed on'Lots 1, 2 and 5, Block 2 and Lot 1 and 2, Block 4, Kadiak
Alaska Subdivision, First Addition. (Anthony J. Perez)

Anthony Perez there are 13 acres involved here. The Comprehensive Plan designates
this area for a mobile home park, if this is approved it will be at least 1 year
before completion.
Lisa Parker opposed to the mobile home park and the R/V park.
Martha Randolph will there be other public hearings on the development plan?
What about a time limit for the R/V's and will this park and the trailers meet
all State Standards? Also Tony can you explain this 30' x 30' building?

Mr. Crowe 30' would not allow for double access. And you are correct in stating
that the easement goes with the property.

Peggy Nekeferoff that would be fine. The Girls have money to help up -grade the
area.

Ken Lester the Elks are leaning towards youth activity. We would like to work
with the Girl Scouts to come up with an area acceptable for both groups.

area.
Discussion between the Commission members, Ken Lester and Peggy Nekeferoff on
working up an area that would be acceptable for both groups.
Lorna Arndt I would like to see two areas instead of one large area.
Ed Saunders for the lease, need two areas for the Scouts.
Mr. Ball I would like to look at both areas before making a decision.

PUBLIC HEARING ON CASE 82-034 . Public hearing on the Kodiak Island Borough
Coastal Zone Management Plan Public Hearing Draft. (CZM Department)
Linda Freed CZM Coordinator explained what the draft was about and what procedures
should be taken to adopt this document. Borough Assembly will hold a public
hearing on July 1 and then Planning and Zoning will have another public hearing
on July 21, 1982.

Forrest Blau was involved with CZM at the STate level for several years. I am
also on the CZM Technical Committee. I urge the Commission to read and provide
comments on this document. The maps will be very useful.

Mrs. Crowe send a Resolution to the Borough and City on the areas we request
as possible sites. Would we lease the land similar to what we do for the gravel
leases?
Mr. Walton we would prepare a contract for the leasing of the land for crab pot
and gear storage.
Mrs. Crowe no action needed by the Commission.

26. COMMUNICATIONS
Mr. Crowe letter from Roy Madsen requesting a waiver of subdivision/platting
regulations on the division of the east half of the west half of USS 1736.
What would you like to do with this?
Mrs. Crowe put it on the July meeting.
Mr. Walton Felton Construction has the contract for the Monashka Damn Project
and they would like to set up temporary living quarters at the VFW site.
Also the Sportmans Association would like to sublease some land from the VFW
for a training and firearms shooting facilty.
Mrs. Crowe go ahead with both proposals.
Commissioner's present concurred.

Gene Mueller thank you for your consideration on my case.
Lorna Arndt many years ago myself and the Freeman's tried to lease or purchase
a portion of Tract A, Lot 1, USS 3218 for our own use and nothing has ever
happened with it.
Mr. Walton explained what steps needed to be taken by Mrs. Arndt.
Peter Meyers Mrs. Crowe, Mrs. Strickert, Mr. Ramaglia and Mr. Briggs can you
tell me why you voted against my sugbdivision?
