CALL TO ORDER AND ROLL CALL The meeting was called to order at 7:35 p.m.

1. PUBLIC HEARING ON CASE S-82-020. The subdivision of a portion of the unsubdivided
U.S. Survey 3218 a 2.31 acre parcel at the northeasterly corner of U.S. Survey
3218), for the creation of a 27 space mobile home park, in accordance with the
standards contained in Chapter 16.40 of Borough Code. (Mike Rasmussen)
STAFF REPORT: Mr. Crowe presented a staff report based on a memorandum prepared
on July 7, 1982 by the Engineering Department.
Mr. Ramaglia how close are the trailers going to be to Lot G-1?
Mr. Crowe at least 5 feet from any property line.
Mr. Ramaglia is this area abutting a residential area?
Discussion between the Commission members and Mr. Crowe as to whether or not the
area in question would be touching any residential area.
Mr. Ramaglia people have called and stated that their water pressure is not
adequate.
Mr. Crowe 12" waterline is fed by an 8" waterline which is in the process of
being changed to a 12" waterline also. There shouldn't be any problem with
water pressure.
Mike Rasmussen I have talked to some of the people in this area and none of them
expressed any concern about the water pressure.
Mr. Ramaglia also, some of the residents have expressed a concern that people
from the trailer court will walk across their land. Will there be a fence
installed?
Discussion between the Commission members and Mr. Crowe on what type of conditions
could be added to this site plan. Any type of conditions could be added such as
putting up a fence.
Mrs. Crowe in most business districts, if there is a residential use, it is
generally above a business of some type.
Mrs. Crowe closed the regular meeting and opened the public hearing.
Mike Rasmussen the site plan has been altered somewhat, with 26 mobile home
spaces and 2 play areas. Working with the City to hook up to utilities. There
are 2 accesses to the park.
Mr. Briggs isn't the back of the lot lower than Mill Bay Road? How will the
sewer get from the back of the lot?
Cliff Omstead of P-K Construction explained the sewer system to the Commission.
Discussion between the Commission members and Mr. Omstead on the sewer system.
Mike Rasmussen sewer system plan has been submitted to DEC and been given verbal
approval. We are awaiting the written approval. We are also working with the
state on access to the trailer park.
Discussion between Mr. Briggs and Mr. Crowe on where the new sewer line was to
be installed.
Mr. Ramaglia are your oil tanks going to be buried?

Cliff Omstead it doesn't make any difference to us.
Mike Rasmussen the 12 conditions we submitted with the exception go with this
also.
Cliff Omstead we have been working with Mr. Crowe on making changes in an
additional manhole and changing the culvert to 18" instead of 12" .
Mr. Briggs what about the natural drainage of the lot?
Mike Rasmussen Mother Nature built it.
Cliff Omstead we will work together with Mr. Crowe on the drainage.
Mrs. Strickert have you thought about rezoning this to residential?
Mike Rasmussen I have not considered it as I feel a mobile home park is a
business use.
Mr. Briggs mobile home parks are not a business.
Mr. Parker own Lot 5, Crestview Subdivision. In favor of the request.
Mrs. Crowe closed the public hearing and reopened the regular meeting.
Mr. Ramaglia moved to a rove a request to subdivide a portion of the Unsubdivided

with Mrs. Strickert and Mr. Briggs voting NO and Mrs. Crowe and Mr. Ramaglia

Mrs. Crowe you do have the right to appeal our decision to the Borough Assembly.
Mike Rasmussen shouldn't the notices you recieved be a part of the record?
Mrs. Crowe I'm sorry, Mr. Crowe how many notices returned?
Mr. Crowe 6 received with non -objection.
Mike Rasmussen I don't understand why Mr. Briggs abstained from voting on the
exception but voted on this.
Mrs. Crowe Mr. Briggs was advised by his attorney to do what he felt best in
this situation.
Mr. Walton we felt it would be appropriate for Mr. Briggs to vote on the site
plan as the granting of the exception answered whether or not it was a permitted
use in a business district. Also without Mr. Briggs voting tonight there would
not have been a quorum for the meeting.
Mr. Crowe you may wish to state your reasons for denial.
REASONS FOR DENIAL:
Mrs. Strickert trailer court in my opinion is a residential use not a business
use.
Mr. Briggs trailers are not a business, it would cause too high a denisty in the
area.
Mrs. Strickert I am not against the trailer park, as I believe we need a mobile
home park, but I do not think it should be in a business district.
Mr. Ramaglia we are voting on the site plan not whether or not it is permitted.
We already acted on that.
Mr. Crowe proposed park does not front on residential land.
Mrs. Crowe it touches residential if the zoning goes to the middle of the
street.

Mr. Crowe you granted him the exception at your last meeting.
Mike Rasmussen Mrs. Crowe, this may help Mrs. Strickert in her feelings. I
would not object to you putting a time limit of 10 to 15 years;on this park. It
is before its time to develop this land for business uses. I would like to
continue the mobile home use over all of the land in USS 3218 that I own.
Mrs. Strickert can a time limit be placed on this?
Mr. Walton yes, it can be done.
Mrs. Crowe called a recess at 8:20 p.m. for discussion between the Commission
only. The meeting was reconvened by Mrs. Crowe at 8:50 p.m.
