I. CALL TO ORDER - The meeting was called to order at 7:30 p.m.

A. Election of Vice Chairman - Mr. Ball moved to have Mr. Pugh as Vice -
Chairman. Seconded by Mr. Perez. Motion PASSED by unanimous roll

Mr. Pugh closed the regular meeting and opened the public hearing.
Mrs. Kavanaugh stated that she approved of the business zoning.
Mr. Russell stated that he would like to see the land rezoned to business
Mr. Knowels stated that he was in favor of the business zoning.
Mr. Stone stated he was opposed to the rezoning.
Mr. Johnson stated he was opposed to the rezoning and he would rather
see a park go in there.
Mr. Pugh closed the public hearing and reopened the regular meeting.
Discussion between the Commission on the access to Birch Street, utility
easements, building height and the possiblity of a one way street to Mill
Bay. Also there was discussion on input from the City of Kodiak on this
issue.
Mr. Perez moved that we set this aside until that time when we can

Mr. Pugh closed the regular meeting and opened the public hearing.
Hearing no comments Mr. Pugh closed the public hearing and reopened the
regular meeting.
The Commission moved to split the request into three sections, 1) Rasmussen
2) Zimmer, and 3) Parsons.
Mrs. Crowe moved to recommend the rezoning of the unsubdivided portion of

Mrs. Crowe moved to interpret the Kodiak Island Borough Code of Ordinanc(
Section 17.30.060 as to include a veterinary clinic as an accessory use
to an animal shelter. Seconded by Mr. Ball. Motion PASSED by unanimous
roll call vote.
B. SUBDIVISIONS
1. S-79-010. A request to subdivide lot 12C, block 7, Bells Flats Alaska
Subdivision. (Kelly Wakefield)
STAFF REPORT: Mr. Gordon presented the staff report based on a memorandL
prepared by the Planning Department.
Mr. Pugh closed the regular meeting and opened the public hearing.
Ms. Kelly Wakefield stated that she was still in favor of the subdivisic

STAFF REPORT: Mr. Gordon presented the staff report based on a memorandum
prepared by the Planning Department.
Mr. Pugh closed the regular meeting and opened the public hearing.
Mr. Russell stated that he disagreed with the flood plain. Does not
think that all of this Tract "H" is in the flood plain, is willing to hav
it resurveyed to prove his point.

STAFF REPORT: Mr. Gordon presented the staff report based on a memorandum
prepared by the Planning Department.
Discussion between Mr. Gordon and the Commission on the plat.
Mr. Pugh closed the regular meeting and opened the public hearing. Hearii

Mr. Ball moved to grant the request to subdivide lot 17 Russian Creek
Alaska Subdivision into two lots with the following conditions: 1) that
the plat be approved subject to location the street corners common to lot!
17A, and 17B, 2) a 10 utilit easement alongthe lotline common to lots
17A and 17B, and 3 that P1r. Lund explain why there are two residences on
lot 17B. Seconded by Mr. Perez. Motion FAILED with a 5-1 vote Mr. Ball
voted YES and all other Commissioner's vnted N0.
4. S-79-051. A request to vacate lot 19, block 18 Kodiak Townsite, USS 2537E
a portion of USS 1837 and a portion of Brooklyn Avenue right-of-way. And
a request to replat to lot 19A, block 18, Kodiak Townsite, USS 2537B.

Mr. Pugh closed the regular meeting and opened the public hearing.
MrsBovay stated that she and some of her neighbors were concerned with
'— what was going to be done to the lot, what about the waterline, who will
pay for the work, how much noise will there be if any, will there be enOL
parking for the people and what about the building height?
Mr. Pugh reassured Mrs. Movay that she would have water, parking would be
provided, noise should not increase but Mr. Pugh could not tell Mrs. Mova
what was going to be done with the land as he did not know.
Mr. Pugh closed the public hearing and reopened the regular meeting.

S-79-052. A request to subdivide an unsubdivided portion of Port Lions
Subdivision into lots 1-31. (KANA Housing Authority)
STAFF REPORT: Mr. Gordon presented the staff report based on a memorandui
prepared by the Planning Department.
Mr. Pugh closed the regular meeting and opened the public hearing.
Mr. Simmons stated that he was acting on the behalf of the City of Port
Lions. Had no other comments but would be available to answer any questi(

Mr. Baker questioned Mr. Simmons on the plat about easements and why did
the plat look like such a sketch?
Mr. Simmons replied that it is just a preliminary.
Mr. Baker moved that we grant conceptual approval to a request for approva
of a preliminary subdivision plat dealing wiht the unsubdivided portion of

Mr. Pugh asked the Commission if they would like to proceed with the
rezoning of this subdivision from watershed to R-1 single family residence

6. 5-79-053. A request to subdivide into two lots, lot 21, block 1, Monashka
Bay Subdivision. (Bill Yovino)
STAFF REPORT: Mr. Gordon presented the staff report based on a memorandum
prepared by the Planning Department.
Discussion between the Commission on the fact that only one easement was
shown.

X. INFORMATION AND REPORTS
A. Communications
1. Final Draft Subdivision Regulations - Mr. Pugh stated that he did not
get a copy of the regulations.
2. Mrs. Crowe brought up the letter received from the City of Kodiak on
the Trailer Park Ordinance, she would like it to be at the October 24, is
work session.
B. Reports
1. Chairman's Report - Mr. Pugh welcomed Mr. Baker back to the Commissic
2. Committee Report - Mr. Ball commented on the meeting with the Fisher-
man's Association. They appointed two members to work with the Commissic
afte fishing season.
3. Staff Report
a. Borough Manager - None
b. City Manager - None
c. Planning Director - House numbering system has the numbers on it
so you can look at it now. Put on October 24, 1979, work session.

XI. COMMISSIONER'S COMMENTS -
Mr. Pugh would like to get a copy of the City of Kodiak's flight path Ordinan
for the October 24, 1979, work session.
