CALL TO ORDER - The meeting was called to order at 7:30 n.m. II. ROLL CALL Commissioner's Present Also Present Mr. Baker Mr. Milligan Mr. Ball Mrs. Jones Mrs. Crowe Mr. Hill Mr. Erwin Mr. Perez (arrived at 7:55 p.m.) Mr. Pugh III. MINUTES - January 16, 1980 and January 30, 1980 Special meeting. Mr. Ball moved to approve the minutes of January 16. 1980 and Jan IV. APPEARANCE REQUEST - Mr. Pugh letter on Middle Bay Kiln Site Historical Nomination letter dated February 5, 1980. A variance to oermit the construction of an addition on an already existing structure into the second front yard on lot 24A, block 1, Aleutian Homes Subdivision. (Royal Large) Discussion between Commission and Mr. Milligan on the new variance application. Mr. Ball moved to approve the variance application as submitted by Mr. Large. Seconded by Mr. Hill. Motion PASSED with a 4-2 vote. Mr. Baker and Mr. Puah Mr. Baker stated that he felt the rational given by the applicant did not fit the four reasons for granting a variance. VI. PUBLIC HEARINGS A. ZONING 1. Z-80-002. A request to rezone lots 17A, 17B, 18 and 19, USS 3098 from unclassified to business. (Kelso, Pearman and Gudenau) and Z-80-001. A request to rezone lots 20, 21, 22, and 23, USS 3098, from unclassified to business. (Nilliam Bulen) STAFF REPORT: Mr. Milligan presented the staff report based on a memorandum prepared by the planning department. Discussion between fir. Milligan and the Commission. Mr. Pugh closed the regular meeting and opened the public hearing. Mr. Bulen in favor of the rezoning. Explained what his intentions were with the land. Brought a model as an expamle. Jerry Markham lives on lot 25 E-1. would like to see lot 23 USS 3098 left out of the rezoning as a buffer zone. Discussion between Commission and Mr. Markham. Mr. Perez moved to rezone lots 17 vote. 17B, 18, and 19, USS 3098 from unclassified . Motion PASSED by unanimous roll call 2. Z-80-004. A request for a variance from section 17.18.040 of the Zoning Ordinance on lot 10, block 8, Aleutian Homes Subdivision. (Terry Lowenberg) STAFF REPORT: Mr. Milligan presented the staff report based on a memorandum prepared by the planning department. Discussion on the carport between the Commission and Mr. Milligan. Mr. Pugh closed the regular meeting and opened the public hearing. Mr. Terry Lowenberg in favor of the variance and was not aware that they were in violation of the Zoning Ordinance. Mr. Pugh closed the public hearing and reopened the regular meeting. Motion seconded by fir. Erwin. B. SUBDIVISIONS - None C. OTHER - None VII. OLD BUSINESS A. ZONING 1. Z-79-048. An amendment to the Kodiak Island Borough Zoning Ordinance allowing the outdoor storage of commercial fishing gear as a lawful accessory use to a dwelling in the front yard, side yard or rear yard in all residential zoning districts. (P & Z Commission) Mr. Ball moved to remove this request from the table. Seconded by 11. Perez. Mr. Baker suggested that this request be left on the table and put on the general election. Motion FAILED by unanimous roll call vote. Mrs. Crowe moved to recommend to the Borough Assembly that the Assembly appoin, a committee that represents somebody trom the Planning commission, tishing community and other interested parties to draft an Ordinance that directly addresses the fishing gear storage and have it ready in time for the Genera Election Ballot. Seconded by Mr. Perez. Fishing gear storage ingeneral. Motion PASSED by unanimous roll call vote. KIBS225081 Kodiak Island Borough Planning and Zoning Commission Minutes February 20, 1980 Page 3 2. Z-79-060. A request to amend the Comprehensive Land Use Plan from public open space and light industrial to industrial, involving some 70.80 acres located adjacent to the Kodiak Municipal Airport, Beaver Lake and Dark Lake. And a request to rezone certain lands within USS 3467 and USS 3468 from unclassified to industrial. The property is located adjacent to the Kodiak Municipal Airport, Beaver Lake and Dark Lake. (City of Kodiak) (Case No. Z-79-060(a)). Mr. Pugh stated receipt of one letter then they gave us another letter dated February 20, 1980, Mr. Pugh read the letter. Mr. Pugh stated the staff and Commission would again try to meet with the Girl Scouts to look at the proposed sites for the Girl Scouts at 10:00 a.m. Saturday. Pars. Crowe moved to remove these requests from the table. Mr. Hill seconded the motion. Motion PASSED by unanimous roll call vote. Discussion on the lease between the Girl Scouts and the Borough. Mrs. Crowe moved to recommend to the Borough Assembly that the Comprehensive Land Use Plan be amended from public and open space to industrial including the new legal description and new map as prepared by the Borough Engineer or February 19, 1980. Seconded by Mr. Ball. Motion PASSED with a_6-1 vote Mr. Erwin voted NO and all other Commissioner's voted YES. Mrs. Crowe moved to recommend to the Borouqh Assembly that they rezone certain lands within USS 3467 and USS 3468 as depicted on the new legal description an the new map prepared by the Borough Engineer on February 19, 1980. Seconded by Mr. Perez. Motion PASSED with a 6-1 vote, Mr. Erwin voted NO and all other Commissioner's voted YES. B. SUBDIVISIONS 1. S-442-A. A request for the subdivision of Tract "A", Sunny Cove recreational Tracts, USS 1671, Spruce Island. (Ed Opheim) Mr. Perez moved to reconsider a request for the subdivision of Tract "A", Mr. Perez moved to recommend to the Borough Assembly with the clause that there are sixty 60 foot public use easements and utiltity easements and that they do not have to be developed. Seconded by Mrs. Crowe. Motion PASSED with a 6-1 vote, Mr. Erwin voted NO and all other Commissioner's voted YES. C. OTHER - None VIII. NEW BUSINESS - Mrs. Crowe moved to nominate Mr. Perez as a Commission representative of the O.C.S. Advisory Council to continue his place. Seconded by Mr. Baker.
