Burnham, at 7: 35 p.m. in the meeting room of the Kodiak Island Borough Office Building. II ROLL CALL PRESENT ABSENT Mr. John Burnham, Chairman Hal Lincoln Mr. Gene Erwin Tom Hayden Mr. John Welch Mr. Horrace Simmons Mr: Jerry Holt (Late Arrival) There were approximately five people in the audience. III MINUTES FROM PREVIOUS MEETING A. P&Z - Regular - June"25, 1975 - Mr. Erwin made a motion to the minutes of June 25, 1975. Seconded by Mr. Welch.'' Motion 1 by unanimous roll call vote. IV MINUTES FROM OTHER MEETINGS A. Assembly - Special - July 9, 1975 - No Comments V COMMUNICATIONS & CORRESPONDENCE r A. Letter from Alaska Welding Enterprises Re: Installation of Four (4) Trailer Houses on Two Acre Tract on Spruce Cape - It was noted that this is Lot 11, U. S. Survey 3101. After some discussion, Mr. Holt stated that the best way to go was to have a trailer park. Mr. Burnham suggested issuing a temporary permit for this park. Mr. Simmons stated that if this job is on the Coast Guard Base, that Mr. DeVi(le is bidding for, the Coast Guard will give him land to house the trailers or give him barracks to let his men stay in. Mr. Burnham further stated that he believes the Commission could give Mr. DeVille a temporary exception for one year. Mr. Simmons also stated that Mr. DeVille could have bid the job to house men in hotel rooms. Mr. Erwin suggested that the Commission give him a temporary permit and have him put in the trailers in the manner of a trailer court. Mr. Welch recommended that the staff find out the best way to allow this use. It was noted that there is ' a building and some crab pots on this lot still. It was questioned if this lot could take a septic system. Mr. Lindholm, Building Official, felt that this lot could handle the use of four trailers and a septic system. Mr. Holt stated that he would like to see this in writing. Mr. Holt moved that the Borough Staff be requested to write a letter to Mr. DeVille, suggesting that he either subdivide the property into four lots and the development conform with the ordinance or that he submit an application for a_trailer park permit. Seconded by Mr. Erwin. Motion passed on the following roll call vote: Mr. Holt - YES, Mr. Erwin - YES, r Mr. Welch - NO, Mr. Burnham - NO, Mr. Simmons - YES. B. Letter from Lloyd Benton Re: Rezoning Request for Lots 1 and 2, Block 1, Woodland Acres Second Addition from Unclassified to Business - Mr. Benton felt that these lots have a logical location for a business use. Mr. Simmons explained lumber yards in the Anchorage and Fairbanks area, were within a residential area and seemed to blend in. Mr. Burnham stated that according to the Planner, the Commission cannot zone just two lots to create a district, but must zone a block or more and if the Commission zoned this it would be spot zoning. Mr. Simmons stated that in some cases spot zoning is only half as objectionable as strip zoning. Mr. Holt moved for a public hearing. Seconded by Mr. Welch. After some discussion Mr. Welch withdrew his second and motion died for lack of second Mr. Erwin made a motion that this request be refused. Seconded by KIBS272878 KODIAK ISLAND BGROUGH FUNNING. Vacation & Replat of Lots 2 and 3, Block 2, Monashka Bay Subdivision, John Eufemio - to relocate existing building presently on property line - Mr. Holt moved for approval. Seconded by Mr. Erwin. Mr. Burnham closed the regular meeting and opened the public hearing. There being no comments, he then closed the public hearing and reconvened the regular meeting. Question being called for, Motion passed by unanimous roll call vote. VII SUBDIVISIONS, PRELIMINARY VIII SUBDIVISIONS, FINAL A. Vacation & Replat of Lots 24 and 25, Russian Creek Subdivision - Mr. Holt moved for approved. Seconded by Mr. Erwin . Motion passed by unanimous roll call vote. B. Vacation & Replat of Lots 78, 9, Block 5 Aleutian Homes Subdivision, Kodiak Island Properties - Mr'. Holt moved for approval. Seconded by Mr. Erwin. Motion passed by unanimous roll call vote. C. Vacation and Replat of Lots 2 and 3, Block 2, Monashka Bay Subdivision, John Eufemio (Case 355-A) - Mr. Erwin moved for approval. Seconded by r. Welch. Motion passed by unanimous roll call vote. D. Subdivision of Lot 1, Block 1, Leite Subdivision - City of Kodiak (Case 354-A) Mr. Erwin moved for approval. Seconded by Mr. Welch. Motion passed by unanimous roll tail vote E. Subdivision of Lot 3, U. S. Survey 4970 - Joe Zenter (Case 319-D) - Mr. Burnham notea that this su division was disapproved at the last regular meeting and has noted that the Commission has received Mr. Stratman's letter for the record. Mr. Ecklund stated that this subdivision is similar to Okey Chandler's suLdivision, which was recently approved. Mr. Stratman stated that when he was given an easement over Mr. Zentner's to build the bridge for ranch use only and that he has no ojbection for Mr. Zentner and occasional fishermen using the road, but if the land sold beyond this bridge, there will be more trafffic and he will be forced to upkeep the bridge for the public at his expense and would be liable for any accident that would occur on the bridge. Mr. Burnham stated that a letter be written to Mr. Zentner explaining the denial and also to the Assembly. F. Subdivision of Tract "A", U. S.Survey_1682 - Island Resources - Mr. Erwin asked Mr. Ecklund why wasn't the road surveyed in as part of the subdivision, and only put in as a generality. Mr. Ecklund explained that there was a right- of-way and that it would create an oddly shaped lot, which nobody could do anything with. but there is an actual road there. Mir. Erwin made a motion to remove this from table. Seconded by Mr. Holt. Motion passed by unanimous roll call vote. r- Mr. Welch made a motion to approve the subdivision of U. S. Survey 1682. Seconded by Mr. Erwin. iVlo`ion passed by unanimous roll call vote. IX P&Z COMMENTS A. Mr. Erwin brought up the question of availabe camper spots and this wou!d be discussed at a work session.
