CALL TO ORDER
The meeting vaas called to order by Chairman, John Burnham, at 7: 35p.m.
in the meeting room of the Kodiak Island Borough Office Building.

Also present was Will Gariss, Planner, George Lindholm, Building Official,
and approximateiy five other people in the audience.
III MINUTES FROM PREVIOUS MEETING
A. P&Z - Regular - May 21, 1975 - Mr. Holt moved for approval of the
minutes. Seconded by Mr. Welch. Motion passed by unanimous roll call
vote.
IV MINUTES FROM OTHER MEETINGS
A. Assembly - Regular - june Sth and 6th, 1975 - There were no comments.
V COMMUNICATIONS & CORRESPONDENCE
A. Letter from Raymond Rodeheaver - l'.equestinq an additional use
r" permit in the Monash{;a Bay Subdivision, to put a garage on their lot. - After
reviewing the cod- and noting the uses permitted in an Unclassified zone,
Mr. Holt moved for disapproval on the basis that it will be a proliferation of
an alreody ill,,gai commercial venture in a predominentiy residential area and
an oppositior to the existing ordinance. Seconded by Mr. Erwin. Motion
passed by roll _all vote.

A. Letter from R. Holmes Johnson - Requesting a Variance on the Road Rigl
of -`Nay within his proposed Subdivison of U. S. Survey 1822- Mr. Burnahr
read the letter from Dr. Johnson requesting for a variance on the 60 foot
right-of-way within his proposed subdivision. The commission agreed that
the road could be any width, but the right-of-way should remain 60 feet in
case of future development.
VII NEW BUSINESS
A. Vacation and Replat, of Lots 2, and 3, Block 2, Monashka Bay Subdivision -
Dr. Eufemio was present and explained the reason for the vacation and replat
of these lots. Mr. Holt -roved for a public hearing and requested Dr. Eufemio
r to provide the Commission wit'- the square footage of the proposed lots at the
public hearing. Mr. Welch seconded by motion. Motion passed by unanimous
roll call vote.

B. Vacation and Replat of Lots 78, 9, Block 5, Aleutian Homes Subdivision -
to relocate existing playground - KIP - Mr. Erwin made a motion for approval.
Seconded by Mr. Holt. Mr. Burnham closed the regular meeting and opened
the public hearing. There being no comments, he closed the public hearing
and reconvened the regular meeting. Question being called for, motion passed
by unanimous roll call vote.
r-- Ix SUBDIVISIONS, PRELIMINARY
A. Subdivision of Lot 1, Block 1, Leite Subdivision - (Ray Beck) City of Kodiak -
Mr. Hoit moved for, approval on the condition that there be no new construction
on the lot un:,:,the existing buildings are moved. Seconded by Mr. Erwin.
Question being call-d for motion passed by .unanimous roll call vote.
X SUBDIVISIONS, FINAL
A. Subdivision of a Portion of U. S. Survey 1396 - Lee Russell - The Commission
noted that the water and sewer should be in before the plat was recorded.
Mr. Holt moved for approval. Seconded by Mr. Welch. Question being called
or, motion passed y unanimous roll call vote.
B.. Vacation and Replat of Lots 24 & 25, Russian Creek Subdivision - No Plat
was available at this time. Mr. Holt moved to tabled until the the plat was
available. Seconded by Mr. rwin. Motion passed by unanimous roll call vote.
C. Vacation and Replat of Lots 78, 9, Block 5, Aleutian Homes Subdivision -KIP -
There was no final plat available at this time. Mr. Holt so moved to table.
Seconded by Mr. Erwin. Motion passed by unanimous roll call vote.
r D. Subdivision of a Portion of U. S. Survey 4970 - Joe Zentner (Recreational
Tracts, - The Commission felt that an easement over State lands and private
leased lard %-,-a s not enough reassurance for permanent access to the lots within
the proposed subdivision. Mr. Holt moved for disapproval on the grounds
that there is no guaranteed access. Mr. Gariss stated that the Mayor had a
letter from Bureau of Land Management indicating that there will be no granting
of easements. Mr. Gariss stated that this might be a good case to make specific
requests of obtaining an easement from BLM. It was indicated that this land
might becc.me Native Land Claims. The motion was seconded by Mr. Welch.
Question :'�eing called for, motion passed on the following roll call vote:
Mr. Weld': - YES, Mr. Holt, - YES, Mr. Erwin - NO, and Mr. Burnham - YES.
Mr. Burnham h-tstructed tha staff to write a letter to Mr. Zentner and the Borough
Assembly expiaining the reason that they felt they could not approve the
subdivision untii there is a definite easement to the land.
E. Subdivision of Tract "A", U. S. Survey 1682 - Island Resources - It was
in on the preliminary plat of this subdivsion, to
question why -he road drawn
the beach, was not put on the final plat and Mr. Erwin stated that he didn't
think the roads were put in yet. Mr. Holt moved to table until the road drawn
in previously was put in and the right-of-way. Seconded by Mr. Erwin. Motion
passed by unanimous roll call vote.

Mr. Host noted that the Island Lake Sawmill was still in operation and advertizing.
Mr. Gariss noted that Mr. Hansen was looking at the property that the Borough
owns at the end of Rezanof, where the extension of Rezanof Drive is supposed to
go and possibiy attempting to buy some lots from a private individual in this
area, which is zoned industrial.
The Commission asked when Tony Perez's house will be torn down. Mr.
Lindholm stated that the Borough Assembly asked for assistance from our
Borough Attorney on this matter..

Mr. Gariss noted that Mr. Terry had instructed him to formulate procedures
for applying for additional use permits and to establish check procedures.
Mr. Gariss also noted that he was visited from the Department of Environmental
Conservation and they informed him that they were supposed to receive
copies of all subdivisions to approve them and that they suggested that copies
also go to the Dept. of Health, Highways and the Fire Marshal for approval.
He also noted that topology and drainage should be shown on all the plats.
Mr. Holt noted that there is a body shop being operated in the Monashka Bay area.
Mr. Welch stated that this was being moved into the Mill Bay area.
