CALL TO ORDER
The meeting was called to order by Chairman, John Burnham, at 7:40 p.m,
in the meeting room of the Kodiak Island Borough Office Building.

III MINUTES FROM PREVIOUS MEETING
A. P&Z - Regular - December 18, 1974 - Mr. Erwin moved that the minutes
of the regular meeting of December 18, 1974 be approved as presented. Seconded
by Mr. Terry. Motion passed by unanimous roll call vote.

COMMUNICATIONS AND CORRESPONDENCE
A. Letter from U. S. Coast Guard Support Center Re: Recommended Procedures

that a copy ot this letter be sent to the City Port Director or Harbor (Master for
any recommendations they might have for the use of this area. Mrs. Gellis noted
that this c✓ouid be a good area for pot storage. They also recommended that the

B. Letter from Okey Chandler Re: Reconsideration on the Subdivision of
Lot 2, U. S. i;urvey 3099 with Letter from Charles Powell - Mr. Terry made a
motion to accept this final.plat. Motion died for lack of second. The Commission
requested that the sewer and water hookups be inspected and the road put in
before the plat was recorded. They suggested that the Building Inspector check
the lots out and see that they met with the code before recorded. Mrs. Gellis
moved for approval subject to the Borough Engineer's inspection of the water
and sewer facilities to the property lines as required by the Borough Code of

C. Letter from City of Kodiak Re: Lot 1, Block 1, Leite Subdivision - After
reviewing the code the Commission agreed that a use variance could not be granted
to t:Js lot. Mr. Terry mad> a motion to deny the request. Seconded by Mr. Erwin.
Motion ;gassed by unanimous roll call vote. Reasons for not granting the request
was that t!-1e lot is in an R-1 Zone. I he ommission also requested a letter from the
applicant stating where he is going to build his new dwelling. A plot plan
showing where the existing buildings are and where the proposed building will
go was also requested. The application for variance should apply to the Code.
A copy of this requested will be sent to the Borough Attorney for his opinion on
Crpnt'sng this variance.

Jahn F' :J! /Kodiak Island earough - Mrs. Gellis made a motion to approve the
vacation & replat of Lots 6 & 7, Block 5, Miller Point Subdivision. Seconded by
Mr. Terry, Mr. Burnham closed the regular meeting and opened the public hearing
there `asin- no comments from the audience, he closed tha public hearing and
rec3nvencci *E?e regular meeting. Question called for, motion passed by unanimous
roll ca!I vote.

B. Vacation & Replat of Lots 2 & 3, Block 2, Leite Addition - Wm. Hogan -
It was noted that there is no access to the back lot, and a letter from the City
stating that there might be one within the next two years. After some discussion,
Mr. Terry made a motion to disapprove until it abides by the Borough ordinances
on access. Seconded by Mrs. Gellis. Mr. Burnham opened the public hearing,
there being no comments, he closed the public hearing. Question called for,
motion Dassed by unanimous roll call vote.

IX P&Z ITEMS
A. Memo from Building Inspector Re: Questions raised regarding Add-ons -
The commission noted that there was an ordinance drawn up, thatrequired a
certain amount of feet from the end of an add -on of a trailer. This will be checked
out and copies of ordinances sent to the Commission if there is one.
B. Memo from Building Inspector Re: "Tradewinds" parking - It was requested
that a memo be written to the Building Inspector and Fire Inspector that the
owners have approximately six month period to tear their fence down to permit
off-street parking and report back to the Commission in a form of a memo on
what action has been taken.
C. Museum Grounds - Request City to Purchase land designated for Park
and Recreation to insure land for Museum - Mrs. Gellis noted that the City is
trying to negotiate with ASHA to obtain this land. The Russian Church would
also like some for parking space.
D. Request City to Designate Quarry Site as a Park - Mrs. Gellis stated that
this area would be a good place for a ballpark in the summer and a sled run
during the winter months.. Mrs. Gellis asked that the Commission think about
this area for use in the future.

The Commission requested that the following be checked on and see if they
have been done: Letter sent to Grothe on the slope and grade requirements of his
lots at Miller Point; if the Borough is still pursuing the idea of an Industrial
Park (since there will be a lot of construction in the near future); see if
letter was written to the City Council on putting an access through the Russell
Subdivision and that copies of all correspondence concerning Planning and Zoning
matters be sent to the Chairman. The Commission also requested a copy of all buildirn
permits issued and to find out if a Certificate of Occupancy is given out. If not, why,
and that the Building Inspector try to attend some of the P&Z meetings.
