The meetin g was called to order by chairman John ?'aller at 7:30 p.m. in the Courtroom
of the State Office Building, Kodiak, Alaska.

A. P&Z - regul.ar- meeting - 11/26/69 - Mr. Wallace moved to accept the minutes as
written, seconnee by Mrs. Gellis, motion carried by unanimous voice vote.

A. Letter from Chamber of Commerce re Location for Public Trailer and Carmer Park
read by the Clrai.tMa*n. The Chairman noted that there is a plan in progress to
install a trailer court in a portion of the Kadiak Subdivision and that it was
the tuulerstanding of:- the Planning & Zoning Commission that a portion of the
Cou_t would be set aside for the use of tourists with campers and travel trailers.
The ra,&crc of t:ne Caard-ssion felt that a letter should be directed to the State
to a-k if n rhapz roadside parks could be built and maintained for such
purpcce. There were several areas that were suggested for this other than the
Kadiak Suoltvisicn, such as a section in Bell's Flats; the sites at Abercrombie
and ai area to i.he right of the Town -Base Road just inside the Old Main gate
line. It was pcuited cut that these roadside parks would not necessarily have
to furnish lights, hc,vever restroans and water facilities should be available.
The Canm.sato_n further felt that since the Borough does not have the Park and
Recrcati.on Pe:,>c _ twit this is something that should be handled by the State or
perhaps by the Chamber of Cautierce themselves. It had been the intent of the
Caimi-ssion that the proposed Trailer Court in the Kadiak Subdivision would provide
space frog such a facility. There is a need, however for spaces that Provide
limited facilit along the road system and then perhaps another that would for
a fce provide facilities such as showers, restroams, electricity and .rater.

as a decision has be, =a reached on the request for lease of a portion of the Radiak
Subdivision fog a Trailer Park seconded JDY 1r Haney motion carried by voice
vote with one agauist. — --

A. Rezoning of Lot.; 1-9, US.^, 3066, from Unclassified to Business, Robert Scott
(Case 221-C) Mr. Iiancy moved for approval of rezoning of Lots 1-9 USS 3066 from
Unclassified to Business, seconded by Mrs. Gelis. The meeting was ilosed and the
r public hearing opened. iirs. Hajdu was in the audience to represent iir. Scott;
a short ressm was given in which it was stated that the area is primaiily business.
and has been for many years. In order to expand, the businesses there or to sell
this area should be rezoned for its present use. There were several persons in
the audience, all residents of the area, and they indicated agreement in this
rezoning. Mr. i:j.-C'_choski was present and requested that Block 1, Lots 1-3
be ircluded in this rezoning as the persons awning the three lots were agreeable
The public hearing was closed and the regular
meeting reconvened. I3r. Haney amended his motion to include Block 1, Lots 1-2-3
to be rezoned to business, cwith the approval of the second. The property owners
in the area were listed. The question was called for and the motion passed by
unaninmus roll call vote.

A. Trailer Park Ordinance, Revision of The CanuiSSiOn discussed this matter at
length with particular attention being given to the workability of the ordinance
as regards the private individual wishing to place two or even three trailers
on his private lot. It was noted that the ordinance trill have to be reviewed
with the idea of changing sane items. This should be done at a work session
with each mmber bringaagin suggested changes that can be discussed. Once this
has been accanplished, the ordinance may be presented to the 1-hrough Assembly
for a first reading and a public hearing date set. The object in the proposed
changes is to be one of flexibility and iurther.to develop an ordinance that
can be enforced and to do so once the ordinance has been approved and published.
I4r. Statter indicated that he had discussed the ordinance with the State
Sanitarian and there were suggestions from the Sanitarian's office, which trill
be written up at a later date.
