Planning & Zoning Com-cession
July 16, 1969
I CALL TO ORDER
The meeting was called to order by Presiding Officer Ed Haney at 7 30 Pr in
the Courtroom of the State Office Building.

Roll call was taken and the follaring members were in attendance:

Also in attendance was Mr. Stansbury, Building Inspector.

A. The Presiding Officer asked if there were any convents on the minutes
of the previous meeting. Mr. Wallace made a motion to approve these minutes,
:Irs. Gellis seconded the motion, and voice vote eras unanincusly in favor.

V. C01,11UNICATIONS AND CORRESPONDENCL
A. Letter fran Helicopters Unlimited
The Carmission n mbers felt that a facility such as that being considered
by Helicopters Unlimited would be beneficial to the caramanity, and made the
suggestion that perhaps a place near the present airportand a pad located
near the hospital would be ideal locations for air strips. It was suggested
that a copy of the correspondence be forwarded to Dr. McKinley for recamien-
dations of the Chamber of Commerce. It was felt that a facility of this
type would be in harmony with the Canprehensive Plan.
VI. PUBLIC HEARINGS -NONE
VII ZONIc]G ITEMS, PRELID1INARY REVIEW
A. Exception Request - John Rudick, Ouzinkie (Case 220 A)
Mr. Haney read the letters fran Mr. Rudick requesting an exception to the
zoning ordinances in order to place a temporary liquor store in Ouzinkie
on Block 14, Lot 3, U. S. Survey 4871, Mr. Stansbury's reply, and Mrs.
Hajdu's letter to the Ouzinkie Village Council asking for their campents
on the proposed package store of Mr. Rudick's. Mr. Wallace made a motion
to table this item until next week, which would allay the Ouzinkie Village
Council to reply to I:rs. Hajdu's letter. Mr. '^elch_ seconded t_he_ motion, and
voice vote was urmunnously in favor.
B. Approval of Existing Land Use traps for Villages
This item was scheduled for the work session to be held on July 23, pending
correspondence with the villages.
C. Exception request, E. Brothers, Trailer in R-3 (Case 222 A)
A letter fran the Brothers' was reau requesting rlacement of their trailer
in the R-3 area and it was noted that it would not conflict with the Cara
prehensive Plan. After some discussion, Mr. 6wallace made a motion that th,
exception rcauest be caranted, Mr. Welch seconded, and roll call vote was
(Mr. Haney excused himself at this time, as he had to meet the plane. Mr.
Wallace acted as Presiding Officer.)
VIII SUBDIVISIONS, PRELIMDIARY RBVIEW
A. Subdivision of Lot 2 and Portion of Lot 1, Blk. 2, U. S. Survey 3066
The letter fran Mr. Scott was read, anti the plat was studied. Thera was a
great deal of discussion, and it was decided that no action should he taken
until a written opinion fran the Borough Engineer had been received on this
and Mr. Scott will be contacted so that he will be in attendance at the
work session to be held on July 23 to explain the proposed plat.

A. Review Bell's Flats
for Public Hearing on Z

A letter from the School Board reserving an area for a school was read.
After much discussion and studying of the proposed plat, Mrs. Gellis made
a motion that Tract P, Russian Creek, be zoned residential, Tracts D, E,
and F, Be l's Flats, will public use, and Lot 19, Block 7 will be p 1:
use; Lot l; BLOCK b, Belt°s Flats to be zoned public use also. r4r. vVneeler
seconded the motion, and voice vote was unanimously in Yavor. A public
hearing will be set for July 30, 1969. A call will be made to the school,
as there was a conflict in additional lot received by the School Board for
school reserve.
B. ieconnendation regarding trailers allowed in R-2 and R-3
The Planning and Zoning Commission wanted to go on record as not u
to place a blanket restriction on trailers in R-2 and R-3 areas, bu
each be considered on an individual basis in its am behalf, and be
Drovidina there are no objections from surrounding property owners.
XI PLANNING & STAFF ITEMS
A. Mrs. Gellis asked when the extentions granted the trailer parks are to
expire, and it was brought out that they had expired last June. She then
asked why these courts were not required to provide tenants with a play
area for the children, so they atleast could have an area, out of the roads,
where the children could safely play. It was pointed out that the Borough
Assembly has in every case granted extensions on questions of these types.
After prolonged discussion and due deliberation, firs. Gellis made the
motion that, in view of the concentrated efforts on the part ot tne City,
Zcnina Ccxmnission recommend that the Borough Assemblv no longer grant exten-

Mrs. Gellis moved for adjournment, Mr. Wallace seconded the motion, and the
vote was unanimously in favor. The meeting adjourned at 9 45 PM.
