COL-MUNICATIONS AND CORRCSPOuDENCE
A. Letter from Division of Lands re VF7 Request for additional land. Mr. Tan Sweeney
was present to represent the VF1.7 in their request. The letter from Division of
Lands was read stating that The Veterans of Foreign Wars had been granted authority
to develop 30 acres in the Monashka Bay area. On May 16, 1969, the Vk77 indicated
that it would appear that they would need 90 acres . This 90 acres appears to
have a common boundary with the Kodiak Island Borough's proposed sanitary fill
site. Mr. Sweeney informed the Camu.ssion that most of the work has been completed
on the thirty acres, the building is nearly finished and many other improvements
have been accomplished. The additional 60 acres would provided additional public
recreational grounds, such as skeet range, picnic areas, a ski -run, the area will
j� make a good cross-country run and can be used also for snow -mobiles; in the future
I it is hoped that a wilding pool and swimming pool will be possible, also the Boy
Scouts have been given an area to develop and use. The additional acreage would
have a common boundary with the water shed area and thereby afford better protection
for that area. The VZJ building is almost completed for a cost of $65,000.00; over-
all cost of $130,000, this extra includes volunteer help and equipment supplied by
members of the VFP7 and of the community that have donated time and effort. Verbal
camacu_tment has been received from The Recreational Departrient, Division of Lands
that they will help in establishing picnic areas-. This area will be open to the
Public. It was pointed out in the discussion that the area will be controlled,
a caretaker will be living in the VFt1 building and maintaining the area. Mrs. Gellis
moved that the Commission recemynend to the Borough Assembly that the VF9 bi granted
the total of 90 acres in the 24onashka Bav area and to note that this wi 1 be for

VII ZONING ITEMS - PRELE.M\1ARY REVIE.7
A. Earl Deater, Borrow Site Application, preliminary and final. The Cam-L ssion
had requested at the last meeting to have a check made with the Department of
Navy, Kodiak to see if they still needed the stock -pile location. A letter was
received from the Commanding Officer to the effect that the Navy no longer had
need, for the stock -pile area and in fact would have the material removed from
the area by June 1, 1969 and would relinquish all claims to residual aggregate that
may remain on Borough Lands. The file and plats were reviewed. Mr. Wallace moved
that approval be given for the preliminary borrow site plat and that approval be
given on the final plat subject to the Borough Engineer's approval, seconded by
Prir. Welch. Ilotion passed by unanimous roll call vote.
B. Brechan Borrow Site Application, mend from R. A. Jones tSA,_.zecuTzcndi.ng that the
applicant be instructed to proceed with final survey based upon the attached print
and concur in allowing excess acreage, if it is excess or an alternative would be
for the Borough to establish the area for a deductive should excess acreage occur.
Mr. 1.7allace moved that the approval for *i.nal survey be given to Mr. Brechan and
that anvtbina in excess of twenty (20) acres will be deducted from the lease.

C & D. Variance Request, U. S. Survey 3101, Lot 10, (Case 216-A); Exception
Request, U. S. Sruvey 3101, Lot 10 (Case 216•-B) Omlid. The requests have been
reviewed by the Borough Attorney and are in order and may be considered under
Chapter 5, Sub -chapter 2, Section 3 A (7). i1r. Omlid has requested a variance
for a set -back of 25 feet due to the fact that the laced drops off sharply at about

forty feet. An exception was requested in order to build a three -plea with
two small efficiency one -bedroom apartments downstairs and owner occupied apartment
on second floor. There will be sufficient parking area to acccmTcdate these apart-
ments. The Carprehensive Plan and maps were studied and there would be no conflict
in this area. Pairs. Gellis moved that a public hearing be held on the Variance
Request and the Exception Request by @Sr. =1d, seconded by Mr. Wallace, motion pas,
(^ E. Rezoning U. S. Survey 3219, Blk 3, Lots 9, 10, 11 and 12, U. S. Survey 3463,
I Blk 1, Lots 1 & 2, D. Arndt (Case 218-A ), Unclassified to Business. This case
has not been reviewed by the Borough Attorney at yet, however I.1r. Arndt was in the
audience and explained to the Commission that there was a need here for extra
warehouses and his bus. :Tess was expanding. He further said that the other people
in the area have no objections to this being rezoned. Mrs. Gellis moved that a
public hearing be held for the rezoning of U. S. Survey 3219, Blk 3, Lots 9, 10, 11
and 12, U. S. Survey 3463, Blk- 1, Lots 1 0 2, (Case 218 A), seconded by Mr. Welch.
F. Rezoning, U. S. Survey 3098, Lot 11 from Public to Unclassified, SCAT (Case
214-A). A letter from Gil Jarvela was read stating that the rezoning was requested
to enable the South Central Air Taxi to place a trailer on the lot for the purpose
of temporary living quarters to serve as a watcbman's residence. If the business
expands as expected the company will be purchasing the lot for further expansion.
The Borough Attorney advised that the City as the owner had not signed the petition
for rezoning and that the Commission might consider the request under Section 10 (B)
(5) (c) Service Recreational uses. In discussion it was felt by the Commission
that it would be better rezoned on P&Z initiative and further pointed out that the
City had voiced no objections to having this rezoned. This rezoning would bring
Lot 11 in line with the adjoining lots which are also Unclassified. Pair. Wallace__
moved that U. S. Survey 3098, Lot 11, be rezoned from Public to Unclassified on
P&Z initiative and that a nublid hearina be held, seconded by Mr. Welch. Motion
H. Establish Policy for Trailers in R-2 Zones. Since trailers have been permitted
only in unclassified areas before the Assembly requested that a policy be established
concerning trailers in an R-2 zone in order that each individual request will not
have to be referred directly to the Borough Assembly. During the discussion many
points were brought out - whether to allow the trailer in the R-2 zone with the
stipulation that it was for temporary residence until permanent house could be built
and that idhtin 90 days after the trailer was moved on the property should be cleared.
Another suggestion was that 90 days after a conplaint had been received from the
neighbors the trailer would be requested to be moved. Again it was noted that
the trailer permits are only issued for a one year period. In an Unclassified
area there is allowance for R-2 and R-1 dwellings so in referring to an R-2 zone
there is little difference. Mr. Wallace moved that this item be tabled until future
work session could be taken up, seconded by Nrs. Gellis, motion passed by unanimous_
VIII SUBDIVISIONS, PREIM-M ARY
A. Review of Preliminary Plat Killarney Hills. The letter of May 1, 1969 from
City was read setting forth items that they requested to be changed in the final
plat. These items are the same that the Borough Engineer first set forth in the
memo of April 8, 1969. Mr. Best had indicated that all the changes would be made
in the final plat with the exception of the size of Lot 1 & 16 of Block 5. The
Borough Engineer indicated by telephone this date that the City still requested
the changes be made. The map was studied and after further discussion I.T. Wallace
moved that the Borough Engineer's recamiendations on changes were to be incorporat
in i-ha final nlat. seconded by MrS. Gellis. Motion passed by unanimous roll call

X OLD BUSINESS
A. Junk Yard Ordinance - Review. The Anchorage Junk Yard Ordinance has been
received and reviewed by the Building Inspector, who recommended that item #7
be deleted, regarding the suitability of the applicant and suggested that the
ordinance should include penalty for violation and enforcement procedure. Mr.
Stansbury was asked what method of enforcing the City uses. It was noted that
every year there is a spring clean-up campaign and that people are served notice
of junk in the yards, two weeks times is allowed for removal of the junk. A check
is made at the end of the -two-week period and useally the people have complied with
the requests. The penalty for non --compliance is a fine up to $300 or 30 days.

B. Zoning of Entire Bell's_Flats area, establish work session. A work session has
been set for Wednesday, June 4th, 1969, at the Borough Office.
IC. Open to Entry Program, make firm recanendations. Since a work session has
been set for the Zoning of Bell's Flats it was decided to also include the
recarmendations for the open to Entry program at that time.
D & F. Final Survey Plats for Royal Large and wright, welborn Borrow Site
Application. The plats were reviewed and it was noted that the suggested changes
in the preliminary had been incorporated into the final plats. Mr. Wallace moved
that approval be given for the final survey of 11r. Large and Wright, Welborn subje

XII AUDIENCE CCDI=S
A. Mr. St?n Lee re Moving of K-D Dorns on Spruce Cade Rd. Mr. Lee was in the
audience and stated that he would like to purchase the I: D Downs and move then
to another locations on Forrester's property and connect to T. T. Jackson's water
and sewer. It was pointed out however, that it would not be possible for the
one building to be connected to the water and sewer as this would constitute a
public service for which a license has not been obtained. Mr. Lee was further
informed that an application would have to be submitted in writing for an exception
for placing these buildings in an unclassified area. Mr. Stan stated that he also
had a trailer that should be transferred if he could find a spot, he further noted
that there is a space at T. T. Jackson that he would like to use. However, it was
pointed out that until the trailers presently in the court were brought up to grade
no new trailers would be allowed in the court.
